AN ORDINANCE AMENDING THE 1988 CODE OF
ORDINANCES OF THE CITY OF WATERLOO, IOWA, BY
REPEALING SUBSECTION 16-8(a), REGARDING FEES
FOR SERVICE, OF CHAPTER 16, GARBAGE AND
REFUSE; AND BY ENACTING IN LIEU THEREOF A NEW
SUBSECTION 16-8(a), REGARDING FEES FOR
SERVICE, TO CHAPTER 16, GARBAGE AND REFUSE.
WHEREAS, the City of Waterloo through its Mayor and City
Council recognize the importance of providing garbage, refuse, and
other solid waste management services to its citizens, and
WHEREAS, the types of service and methods to cover and recover
the costs for these services are established by the Mayor and City
Council through policies, rules, regulations, and ordinances, and
WHEREAS, the evaluation of these services and mandated changes
being required by State Legislation is a complex task warranting
full and careful study by the Mayor and City Council, and
WHEREAS, the current costs for the services being provided
through the Solid Waste/Resource Recover Fund are exceeding the
revenues being realized, and
WHEREAS, an adjustment is necessary in the monthly fee being
charged in order to cover current costs, and
WHEREAS, a final system for cost recovery will not be able to
be determined until the full and complete evaluation of all
services and mandated changes has been completed.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF WATERLOO, IOWA, as follows:
1. Subsection 16-8(a), regarding fees for services of
Chapter 16, Garbage and Refuse, of the 1988 Code of
Ordinances cf the City of Waterloo, Iowa, that currently
reads as follows:
Section 16-8. Fee for service.
(a) The expense of the garbage and refuse service shall
become a charge against the owner or occupant of
every dwelling unit to whom service is made
available in the sum of seven dollars and ninety
cents ($7.90) per month.
Is hereby repealed in its entirety.
2. A new Subsection 16-8(a) is enacted as follows:
Section 16-8. Fee for service.
(a) The expense of garbage, refuse, and related
services as determined by the City Council shall
become a charge against the owner or occupant of
every dwelling unit to whom service is made
available in the sum of ten dollars ($10.00) r:cr
month, beginning with bills on January 4, 1993 and
extending through June 30, 1993. All bills after
July 1, 1993, shall be in the sum of $7.90 per
month unless further amended by the City Council.
