AN ORDINANCE AMENDING WATERLOO ZONING ORDINANCE
NO. 2479, AS AMENDED, BY:
ADDING SUBSECTION (64a) GROUP HOME TO SECTION
2A-3, DEFINITIONS, OF PART III; AND
BY ADDING SUBSECTION (6) GROUP HOMES TO SUBSECTION
(A) PRINCIPAL PERMITTED USES, OF SECTION 2A-11,
REGULATIONS, OF PART VII, "R-1" RESIDENCE
DISTRICT; AND
BY REPEALING SUBSECTION (d) HALFWAY HOUSE/GROUP
HOME OF SUBSECTION (10) DWELLINGS, RESIDENTIAL OF
SUBSECTION (D) PARKING SPACES REQUIRED, OF
SECTION 2A-45, OFF-STREET PARKING AREA REQUIRED,
OF PART XIX, PARKING AND LOADING AREAS, PUBLIC
GARAGES, PARKING LOTS AND FILLING STATIONS; AND
ENACTING IN LIEU THEREOF NEW SUBSECTIONS (d) GROUP
HOME AND (e) HALFWAY HOUSE TO SUBSECTION (10)
DWELLINGS, RESIDENTIAL OF SUBSECTION (D) PARKING
SPACES REQUIRED, OF SECTION 2A-45, OFF-STREET
PARKING AREA REQUIRED, OF PART XIX, PARKING AND
LOADING AREAS, PUBLIC GARAGES, PARKING LOTS AND
FILLING STATIONS.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
WATERLOO, IOWA:
That Subsection (64a) Group Home is hereby added to
Section 2A-3, Definitions, of Part III, of Waterloo Zoning
Ordinance No. 2479, as amended, as follows:
(64a) Group Home: A community based residential home
which is licensed as a residential care facility under
Iowa Code Chapter 135C or as a child foster care
facility under Iowa Code Chapter 237 to provide room
and board, personal care, rehabilitation services, and
supervision in a family environment exclusively for
handicapped persons, as defined in Section 3602(f) of
the Fair Housing Amendments Act and any necessary
support personnel. However, group home does not mean
an individual foster care family home licensed under
Iowa Code Chapter 237.
That Subsection (6) Group Homes is hereby added to
Subsection (A) Principal Permitted Uses, of Section 2A-11,
Regulations, of Part VII, "R-1" Residence District, of
Waterloo Zoning Ordinance No. 2479, as amended, as
follows:
6. Group Homes as defined in this Ordinance.
That Subsection (d) Halfway House/Group Home of
Subsection (10) Dwellings, Residential of Subsection (D)
Parking Spaces Required, of Part XIX, Parking and Loading
Areas, Public Garages, Parking Lots and Filling Stations, of
Waterloo Zoning Ordinance No. 2479, as amended, is hereby
repealed in its entirety; that new Subsections (d) Group
Home and (e) Halfway House of Subsection (10) Dwellings,
Residential of Subsection (D) Parking Spaces Required, of
Part XIX, Parking and Loading Areas, Public Garages, Parking
Lots and Filling Stations, of Waterloo Zoning Ordinance No.
2479, as amended, are hereby enacted in lieu thereof as
follows:

d. Group Home. Two (2) spaces per dwelling unit,
plus One (1) space for every resident supervisor.
