AN ORDINANCE AMENDING THE CODE OF ORDINANCES OF
THE CITY OF WATERLOO, IOWA, BY REPEALING SECTIONS
9-1, BUILDING CODE ADOPTED, AND 9-2, AMENDMENT TO
BUILDING CODE, OF CHAPTER 9, BUILDINGS; AND
ENACTING IN LIEU THEREOF NEW SECTIONS 9-1,
BUILDING CODES ADOPTED, AND 9-2, AMENDMENTS TO
BUILDING CODE, OF CHAPTER 9, BUILDINGS.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
WATERLOO, IOWA:
That Sections 9-1, Building Code Adopted, and 9-2,
Amendment to Building Code, of Chapter 9, Buildings, of the
1988 Code of Ordinances of the City of Waterloo, Iowa, are
hereby repealed in their entirety; that new Sections 9-1,
Building Codes Adopted, and 9-2, Amendments to Building
Code, of Chapter 9, Buildings, of the 1988 Code of
Ordinances of the City of Waterloo, Iowa, are hereby enacted
in lieu thereof as follows:
Sec. 9-1. Building Codes Adopted.
Certain documents, copies of which are on file and
available in the office of the City Clerk of the City of
Waterloo, Iowa, being marked and designated as "Uniform
Building Code, 1991 Edition, published in 1991 by the
International Conference of Building Officials" and "Uniform
Code for Building Conservation, 1991 Edition, published in
1991 by the International Conference of Building Officials",
be and the same are hereby adopted as the building codes of
the City of Waterloo, Iowa, for regulating the erection,
construction, enlargement, alteration, repair, moving,
removal, demolition, conversion, occupancy, equipment, use,
height, area and maintenance of all buildings and/or
structures in the City of Waterloo, Iowa; providing for the
issuance of permits and collection of fees therefor;
providing penalties for the violation of such code; and each
and all of the regulations, provisions, penalties,
conditions, and terms of such "Uniform Building Code, 1991
Edition, published in 1991 by the International Conference
of Building Officials" and "Uniform Code for Building
Conservation, 1991 Edition, published in 1991 by the
International Conference of Building Officials", on file in
the office of the City Clerk are hereby referred to, adopted
and made a part thereof as if fully set out in this chapter
and are hereby adopted by this reference. The U.B.C.
standards which are referred to in various parts of this
chapter shall be the Uniform Building Code Standards, 1991
Edition, and are hereby declared to be a part of this
chapter.
Sec. 9-2. Amendments to Building Code.
(a) That Subsection 301(b)(2), as contained in the
Uniform Building Code, 1991 Edition, is hereby repealed; and
a new Subsection 301(b)(2) is hereby enacted in lieu thereof
as follows:
Sec. 301. Permits; (b) Work Exempt from Permit:
2. Fences not over 4 feet high.
(b) In addition to the exemptions contained in
Subsection 301(b) of the Uniform Building Code, 1991
Edition, any minor repairs not exceeding one thousand
dollars ($1,000.00), including materials and labor, in

connection with one- and two-family dwellings. Minor
repairs shall include, but not be limited to, the following:
(1) Any floor, stairs, wall or ceiling work done
to refurbish deteriorated material.
(2) Counter or cabinet tops, but not the
remodeling of cabinets or fixtures which
become a permanent part of the structure.
(3) Repair or replacement of deteriorated roofing
or siding and gutters.
(4) Awnings and canopies entirely supported by
the structure, or fences which do not alter
the structure of the dwelling.
(5) Sidewalks, driveways, foundations, chimneys
and exterior steps as a repair or replacement
of deteriorated areas.
(6) Such other minor repairs of a similar nature
as determined by the Building Official.
(c) The following building permit fees shall become
effective on January 1, 1992. That Table No. 3-A, Building
Permit Fees, as contained in the Uniform Building Code, 1991
Edition, is hereby repealed; and a new Table No. 3-A,
Building Permit Fees, is hereby enacted in lieu thereof as
follows:

specifically indicated (minimum
charge --one-half hour) $30.00 per hour*
4. Additional plan review required by changes,
additions or revisions to approved plans
(minimum charge --one-half hour)$30.00 per hour*
*Or the total hourly cost to the jurisdiction, whichever is
the greatest. This cost shall include supervision,
overhead, equipment, hourly wages and fringe benefits of the
employees involved.
