RESOLUTION APPROVING REQUEST FROM FOUR EAST
DINING, DBA ANTON'S GARDEN AND NEWTON'S CAFÉ,
TO HOLD THE 1ST ANNUAL OKTOBERFEST DOWNTOWN
WATERLOO EVENT FROM SEPTEMBER 27-28, 2019, IN
AND AROUND THE 100 BLOCK OF E. 4TH STREET AND
THE 500 BLOCK OF SYCAMORE STREET, INCLUDING A
NOISE VARIANCE ON SEPTEMBER 27, 2019 FROM 4:00 P.M
TO 12:00 A.M. AND SEPTEMBER 28, 2019 FROM 8:00 A.M.
TO 12:00 A.M.
WHEREAS, Four East Dining, DBA Anton's Garden and Newton's Café is requesting a
variance to the Noise Ordinance from September 27-28, 2019, including a noise variance on
September 27, 2019 from 4:00 p.m. to 12:00 a.m. and September 28, 2019 from 8:00 a.m. to
12:00 a.m., in conjunction with the 1St annual Oktoberfest Downtown Waterloo event to be held
in and around the 100 block of E. 4th Street and the 500 Block of Sycamore Street, and
WHEREAS, said event will exceed the limits of Ordinance No. 3094,Noise Ordinance.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
WATERLOO, IOWA, that the request of Four East Dining, DBA Anton's Garden and Newton's
Café for a variance to Ordinance No. 3094, Noise Ordinance, September 27-28, 2019, including

a noise variance on September 27, 2019 from 4:00 p.m. to 12:00 a.m. and September 28, 2019
from 8:00 a.m. to 12:00 a.m., in conjunction with the 1st annual Oktoberfest Downtown Waterloo
event to be held in and around the 100 block of E. 4th Street and the 500 Block of Sycamore
Street,be hereby approved.
