The Council of the City of Waterloo, Iowa, met in Regular Session at City Hall Council
Chambers, Waterloo, Iowa, at 5:30 p.m., on Monday, October 16, 2000. Mayor John R. Rooff
in the Chair. Roll Call: Anders, Jordan, Krizek, Murphy, Gronen, Getty, Berry.
Invocation by: Reverend Tom Isaacson, Zion Evangelical Lutheran Church.
Pledge of Allegiance: Steve Decker, Superintendent of Streets.
ORAL PRESENTATIONS
114442 - Tim Wilcox, P.O. Box 2661, Waterloo, Iowa, stated that he left information at
the City Clerk's office concerning property owned by Mike and Shelly Brustkern.
Mr. Wilcox reported that the information has documentation and statements from
witnesses who have had problems with the trailer court on River Forest Road run
by Mike and Shelly Brustkern. Mr. Wilcox stated that the Brustkerns did not
take care of the sewer and water problems at the trailer court. Mr. Wilcox
stated that he left the trailer court because the property owners would not fix
the problems.
Councilperson Murphy stated that University of Iowa Hospitals is going to be
checking blood samples for potential bone marrow donors. They will be checking
blood types on October 25, 2000 from 8:00 a.m. to 4:00 p.m. at Maucker Hall,
with all the costs to be covered by donations and the state.

that the Agenda, as proposed, for the Regular Session on Monday, October 16,

114444 - Krizek/Jordan
that the Minutes, as proposed, for the Regular Session on Monday, October 9,
2000, at 5:30 p.m., be accepted and approved. Ayes: Seven. Motion carried.
Councilperson Scott Jordan presented the City the Fire Department's first print
of five prints commemorating Waterloo Fire Rescue's 100th Anniversary.
PETITIONS FROM PUBLIC
114445 - Anders/Jordan
that communication from City Engineer transmitting request of Laurie Berinobis
for a waiver for an asphalt driveway to be located at 3109 Franklin Street,
together with recommendation of approval, be received, placed on file and
"Resolution approving said request", be adopted. Ayes: Seven.
Resolution adopted and upon approval by Mayor assigned No. 2000-578.
DOCUMENTS
114446 - Councilperson Anders stated that he does not support this agreement as he does
not know how much information we will receive on a monthly basis, and for
$300.00 per month he is not sure the city is getting anything. Councilperson
Anders commented that the agreement does not have a sunset or ending clause.
Eric Thorson, City Engineer, stated that there is a clause in the agreement
whereby either party can terminate the agreement with 90 day's notice.
Councilperson Getty stated he also has questions regarding the agreement.
Councilperson Getty asked who is going to pay the $300.00 per month fee, is it
coming from Engineering or Planning and Zoning. Councilperson Getty suggested
tabling the agreement until we know where the money is going to come from to
pay the monthly fee.

that communication from Associate Engineer transmitting 28E Agreement with
Black Hawk County for sharing G.I.S. data, including bi-monthly updates of
parcel information and monthly updates of maps showing lot lines, at a cost of
$300.00 per month, be tabled. Ayes: Seven. Motion carried.

and Certificates of Insurance in the amount of $1.95 per sq. ft. 4" concrete
and $2.20 per sq. ft. 6" concrete from Mike Dolan Concrete and Masonry, Inc.,
of Waterloo, Iowa, in conjunction with 2000 Golf Course Cart Path Construction,
be received, placed on file and "Resolution approving said documents", be
adopted and Mayor and City Clerk authorized to execute same. Ayes: Seven.

Hills Pro Shop Addition, be received, placed on file and "Resolution approving
said documents", be adopted and Mayor and City Clerk authorized to execute
same. Ayes: Seven.

approving said documents", be adopted and Mayor and City Clerk authorized to
execute same. Ayes: Seven.

that 'communication from Assistant City Planner transmitting Final Plat of
McDonald's Minor Plat, together with Engineering Department's review letter,
Staff Report and Certificate of Survey, be received, placed on file and

that "an Ordinance amending the Waterloo Code of Ordinances as it pertains to
fines for municipal infractions and general penalties throughout the Code", be
received, placed on file, considered and passed for the first time. Ayes:

that rules requiring ordinances to be considered and voted for passage at two
prior meetings be suspended. Ayes: Seven. Motion carried.
114454 - Getty/Gronen
that "an Ordinance amending the Waterloo Code of Ordinances as it pertains to

received, placed on file, considered and passed for the second and third times
