Mr. Schmitt arrived at 4:46 p.m. Absent: Jacobs. Moved by Morrissey seconded by Amos that the Agenda, as proposed, be approved. Voice -vote Ayes: Five. Motion carried. Objective: Update from Walnut Neighborhood Coalition. Rudy Jones, Community Development Director, provided a brief explanation of the partnership with Walnut Neighborhood Coalition. Ali Parrish, 856 Sunrise Blvd., led a presentation updating council on the progress of the various projects in the Walnut Neighborhood. David Deeds, 922 Mulberry Street, provided an update on housing restoration in the Walnut Neighborhood. Ali Parrish provided an overview of housing rehabilitation and new home construction in the neighborhood by undertaken by Habitat for Humanity. Laura Hoy, 335 Almond Street, provided an update on the Neighborhood Association's involvement in the Walnut Neighborhood Coalition. Ali Parrish explained that the coalition attended a reclaiming vacant properties conference in Atlanta, GA. She stated that major take-aways were the importance of data collection, communication with the neighborhood, getting resident feedback, and acquisition and banking solutions. She explained that the neighborhood coalition wants to gain some support from Vandewalle Planning and Visuals, a Neighborhood Marker, and reconstruction of Franklin Street. Mr. Morrissey questioned if the outline of the Walnut Neighborhood included the Mt. Moriah Church. Ali Parrish explained that the church is not included in the neighborhood. Mr. Morrissey questioned if the coalition is involved in other efforts to try and use this model in other neighborhoods that are declared historic districts. Rudy Jones explained that they tried to utilize NSP (Neighborhood Stabilization) funds in the church row neighborhood back in 2008, but did not score high enough to receive the funds. David Deeds explained that it took decades to get to where we are at with the condition of the neighborhood and they have been working for two to three years to reverse. Any other neighborhoods will need a holistic approach from residents and organizations to build community and set groundwork for partnerships and progress. With no further business before the Council, it was moved by Juon seconded by Morrissey that the meeting be adjourned at 5:08 p.m. Voice -vote Ayes: Seven. Motion carried. elley lchle City Clerk
