Getty Council Chambers Members present: Jones, Lind, Schmitt (arrived Absent: Jacobs: Moved by Welper, seconded by Morrissey that the Motion carried. CMOM Discussion at 4:57 p.m.), Morrissey, Welper, and Amos. Agenda, as proposed, be approved. Ayes: Five. John LaPointe, Interim Waste Management Director, reviewed the Capacity Management Operation .and Maintenance Program (CMOM) reviewed the program and explained that updates will be put on the website on a monthly basis. He explained that the Federal Court: has approved the Consent Decree. Laura Wolff, CMOM Technician, reviewed the report that is distributed monthly and the annual report as required by the consent decree. There were five SSO's in December due to rain events. Service areas, .10, 11, and 14, will not be televised. The Sewer Department will use the previous to rate the system. Craig Clark, Building Official, explained that the average footing drain disconnect is $2,100. Michelle Weidner, Chief Financial Officer, explained that not every home needs t� be disconnected and cautioned council from communicating that to citizens. The program is not yet set up for the next service areas .at this time. Research needs t� be done before the process ; begins in the next service area. John LaPointe encouraged council to read each CMOM report as they issue new ones regularly and each outlines their progress. Mr. Schmitt questioned if choosing each area was based on the level of need for each area. Craig Clark, Building Official, confirmed that the level of need is a factor along with the vintage of the house and the number of sanitary sewer overflows in each area. Mr. Schmitt questioned where the funding was coming from for this program. Michelle Weidner, Chief Financial Officer, explained that sewer user fees were paying for this project. Mr. Schmitt asked for clarification of the CMOM Program and what kind of organizational staffing is included in its day to day operations. John LaPointe explained that staffing for this program is a team` that includes Mark Brandes, who was placed as the CMOM Specialist by the city approximately 6 months ago, Laura Wolff, who was placed into her position as the CMOM Tech in September of 2015, Brian Rath, along with the Superintendent and many of the sewer staff. Pat Morrissey asked for affirmation of potential cross connection contribution to SSOs. John LaPointe affirmed that there are several cross connections and they do contribute largely`to the SSOs. With no further business before the Council, it was moved by Schmitt, seconded by Welper that the meeting be adjourned at 5:05 p.m. Ayes": Five. Motion carried.
