Members present: Jones (arrived at 3:40 p.m.), Schmitt (arrived after roll call), Lind, Morrissey,
Welper, and Hart. Absent: Cole.
Moved by Hart, seconded by Morrissey that the Agenda, as proposed, be approved. Ayes: Four.
Motion carried.
Presentation by Buxton, Inc. on retail information
Dennis Maher, Buxton, explained that they are a data company assisting in increasing tax
revenue, improving quality of life, and retaining business by assisting in bringing retail
companies to the City. It was explained how the household data is obtained and the benefit of
having the amount of data Buxton has. The data is used to identify and attract retail that would
be a good fit for the City. They also support businesses to increase sustainability.
Mr. Jones questioned how Waterloo's high rate of poverty affects retail and if it is possible to
look at the vision for the future.
Mr. Maher explained that by understanding the makeup of the community and the vision for the
future, they are able to match businesses that will be a good fit.
1VIr. Morrissey asked if the company looks at the demographics of the neighborhood and
improving the neighborhood.
Mr. Maher noted that they focus on improving quality of life. They believe in a three year
contracf to allow for change and sustainability.
Mr. Welper questioned the importance of a having multiple roads that are accessible.
Mr. Maher explained, that all of the retailers have different criteria and some look more at drive
time.
Mayor Clark asked what the process for implementation is.,
Mr. Maher explained that they will submit a scope of work; the account management team will
gather information. It usually takes 30-60 until they are ready to start recruiting.
Mr. Schmitt questioned what other cities in Iowa use Buxton. He asked if the retail will attract
more residence orif the benefit is just the sales tax.
Mr. Maher commented that Ames and Cedar Rapids currently use their service. Retailers bring
long term revenue and provide amenities to attract residence.
Mr. Hart questioned if Buxton closes the deal with the retailers, if the data can identify
education, and wages.
Mr. Maher explained that it is a partnership with the City to, attract and close retailers. The data
helps developers to create plans.
Mr. Jones suggested if this should be looked at from a Cedar Valley perspective rather than just a
Waterloo perspective.
Nick Clayberd, Cedar Valley Alliance, explained that they would be open to discussing the
possibility of partnering.
Mayor Clark questioned if the retailers go to Buxton to find locations.

Mr. Maher explained that is what they started with and there is value in partnering retailers with
communities. It is a proactive approach. The fee is $50,000 per year with a three year contract.
Discussion on RV Parking
Aric Schroeder, City Planner, explained that current requirement in 4.9.9.4 adopted the
International Property Maintenance Code and does not allow recreational vehicles to park in the
front yard unless it is less than 48" tall. The proposed changes to this requirement would have
allowed a grace period to allow temporary parking of recreation vehicles for up to three days but
the ordinance did not pass.
Mr. Schmitt questioned what the intent of the ordinance is.
Mayor Clark and Mr. Schroeder explained that the intent was probably to keep neighborhoods
from being littered with recreational vehicles hi the front yard.
Mr. Morrissey noted that the purpose is spelled out in the ordinance.
Mr. Lind noted that the portion of the amendment that Council -was opposed to was the"paving
requirements.
Mr. Schmitt clarified that boats are considered recreational vehicles.
With no further business before the Council, it was moved by Hart, seconded by Schmitt that the
meeting be adjourned at 4:48 p.m. Ayes: Six. Motion carried.
