Members present: Chairperson Welper, Hart, Cole, Jones, Schmitt, Lind, and Morrissey.
Moved by Hart seconded by Schmitt that the Agenda, as proposed, be approved. Ayes: Seven.-

Moved by Morrissey, seconded by Hart that the request for authorization to appoint one (1) Fire
Recruit from the Civil Service List, be approved. Ayes: Four. Nays: Three (Jones, Schmitt, and
Lind). Motion carried.
Mr. Schmitt questioned if the two positions are funded by a grant, if the City is required to fund
the two positions past two years, and what happens if the number of firefighters is reduced while
the grant is in effect.
Pat Treloar, Chief of Fire Services, explained that the grant does not require the City to fund the
position past two years. The grant instead is tied to a total staff head count so if staffing levels
drop during the two years the City would default on the grant. There is a waiver that can be
applied for it all of public safety is reduced.
Mr. Lind asked if the position is advertised as a two year, grant funded position.
Suzy Schares, City Clerk, explained that the position is not tied to a specific employee. When
the grant expires, if the Council wishes to reduce staffing levels, the positions can be eliminated
through attrition or by laying off the least senior employees.
Mr. Jones explained he does not support the position as it decreases the City's ability to flexibly
fund staffing.
Moved by Schmitt, seconded by Hart that the request for authorization to appoint three (3)
Equipment Operators (II) from the Civil Service List, be approved. Ayes: Seven. Motion
carried.
Mr. Schmitt questioned how long the positions have been vacant.
Mark Rice, Public Works Director, explained the one employee was terminated in July and two
employees will retire this month.
With no further business before the committee, it was moved by Hart seconded by Schmitt that
the meeting be adjourned at 5:07 p.m. Ayes: Seven. Motion carried.

Moved by Hart seconded by Schmitt that the Agenda, as proposed, be approved. Ayes: Seven
Motion carried.
Moved by Cole, seconded by Morrissey that request from Chief of Fire Services for
authorization to appoint four (4) Fire Recruits from Civil Service List, be approved. Ayes: Five.
Nays: Two (Jones and Schmitt). Motion carried.
Moved by Cole, seconded by Morrissey that request from Chief of Fire Services for
authorization to make an appointment from a current Civil Service List to the position of Fire
Engineer, be approved. Ayes: Six. Nays: One (Jones). Motion carried.
Moved by Cole, seconded by Morrissey that request from Chief of Fire Services for
authorization to make -an appointment from a current Civil Service List to the position of Fire
Lieutenant, be approved. Ayes Six. Nays: One (Jones). Motion carried.
Mr. Lind questioned if the position will be backfilled when the promotion takes place.
Chief Treloar explained that the four positions for fire recruit include two being backfilled and
two positions that Council approved during the budget session.
Mr. Jones expressed concern with the increase of positions without having identified funds for
ongoing support.
Moved by Hart, seconded by Morrissey that request from Public Works Director to begin the
promotional Civil Service process for Equipment Operator II in the Street Department, be
approved. Ayes: Seven. Motion carried.
Moved by Morrissey, seconded by Hart that request from the Director of Safety Services for
authorizationtoappoint two (2) Police Officer recruits from the current Civil Service list, be
approved. Ayes: Five. Nays: Two (Jones and Schmitt). Motion carried.
Mr. Jones expressed concern with filling the positions without knowing money will come from
in the future.
Mr. Lind questioned if filling the two positions will fully staff the department.
Dan Trelka, Director of Safety Services, explained that this will fully staff the department until
they lose two officers to retirement and disability.
Moved by Cole, seconded by Hart that request from the Cify. Clerk' for authorization to create a
Civil Service list and promote to a Clerk II position, be approved. Ayes: Seven.
Suzy Schares, City Clerk, explained the necessity for the position.
With no further business before the committee, it was moved by Hart seconded by Schmitt that
the meeting be adjourned at 5:08 p.m. Voice vote—Ayes: Seven. Motion carried.
