Moved by Jones, seconded by Jacobs that the Agenda, as proposed, be approved. Ayes: Three. Motion carried. Moved by Jones, seconded by Jacobs that the Minutes of December 21, 2016, as proposed, be approved. Ayes: Three. Motion carried. Moved by Jacobs, seconded by Jones that the request for the following travel requests, be approved. Travel Requests Name & Title of Personhel Class/Meeting Destination Date(s). February 22-24, 2016 $1,340.00 Mr. Schmitt questioned if the coalition trip is generally attended by the airport director. Keith Kaspari, Director of Aviation, explained that the Cedar Valley Alliance and INRCOG suggested he attend based on his position, experience, and expertise and will be funded with the Airport budget. Moved by Jones, seconded by Jacobs that the request for the following pre -authorizations to expend over $1,000.00, be approved: Pre -Authorizations to Expend over $1,000.00 Amount + Est. S/H .,Dept. Expenditure Airport $8,175.00 Airport general liability insurance for FY2016. Building Maintenance $6,463.0.0 Annual contract renewal with Jaytech Inc. to provide Inspections & chemicals for cooling towers at City Hall & Young Arena. Planning $3,000.00 Appraisals for 70 & 90 Sycamore Street & 2006 . Dubuque Road. Police $979.99 + $49 S/H K-9 Deployment & Heat Alert with Pager system. Sanitation $17,500.00 Replacement Tink Bucket. Sewer Department $7,197.00 + $300 S/H Replacement Auma Electric Actuator Assembly for Easton control valve. Mr. Lind questioned if we received bids for the airport insurance. Finance Committee January 4, 2016 Page 2 Suzy Schares, City Clerk, explained that we don't get bids from different brokers, but our agency go goes out and gets those quotes for the City. Ayes: Three. Motion carried. Moved by Jones, seconded by Jacobs that the project budget for the Library Training Center Computers, funded with donations from Friends of the Library in the amount of $9,000, as submitted by the Library, be approved. Ayes: Three. Motion carried. Moved by Jones, seconded by Jacobs that the project budget for the Library Maker Space project, funded with donations from Friends of the Library in the amount of $9,000, as submitted by the -Library, be approved. Ayes: Three. Motion carried. Moved by Jones seconded by Jacobs that Approve the project budget for the construction of Galactic Drive and Fitzway Drive, funded 50% with a State of Iowa RISE grant in the amount of $189,735 and $190,085 with local option sales tax, as submitted by Engineering, be approved: Ayes: Three. Motion carried. Mr. Lind questioned why we wouldn't use TIF funds instead of local option sales tax monies as matching funds. Noel Anderson, Community Planning and Development Director, explained that the city typically uses local option taxes to fund this, however, this is something that council has the option to change if they wish to do so. Moved by Jones seconded by Jacobs that the line item budget amendment to use insurance proceeds in the amount of $4,627.77' to repair a police vehicle, as submitted by the Police Department, be approved. Ayes: Three. Motion carried. Moved by Jones seconded by Jacobs that the project budget for light replacement in several Leisure Services facilities funded with rebates from MidAmerican Energy in the amount of $9,243.20, as submitted by Leisure Services, be approved. Ayes: Three. Motion carried. Moved by Welper, seconded by Jones that Bills Payment, as contained in Accounts Payable Invoice Report, dated January 4, 2016, in the ,amount of $3,514,982.72, be received, placed on file and approved and forwarded to the full council for approval. Ayes: Three. Motion carried. With no further business before the committee, it was moved by Jones, seconded by Jacobs that the meeting be adjourned at 5:52 p.m. Ayes: Three.
