Members present: Chairperson Welper, Amos, Jacobs, Jones, Schmitt, Lind, and Morrissey.
Moved by Schmitt, seconded by Jones hat the Agenda, as proposed, be approved. Ayes: Seven.
Motion carried.
Moved by Morrissey, seconded by Jones that request for authorization to begin the Civil Service
process and make an appointment for Two (2) Equipment Operator I positions in the Street
Department, be approved.
Mr. Jones.questioned if this is an entry level position and whether it could be outsourced:
Mark Rice, Public Works Director, explained that it is a skilled position.
Suzy Schares, City Clerk/HR Director, explained that it is not a promotional position so it is
considered entry level and that outsources is not possible for laborer positions unless you
outsource a program of the department. It is not a seasonal position and temps are not allowed'
for more than 6 months.
Mr. Morrissey cautioned againstviolating the bargaining contract.
Mr. Lind asked if filling the vacancies could be delayed until after the budget process.
Moved by Morrissey, seconded by Jones that the request be amended to start the Civil Service
process only. Ayes: Seven. Motion carried
With no further business before the committee, it was moved by Schmitt seconded by Jones that
the meeting be adjourned at 5:18 p.m. Ayes: Seven. Motion carried.
