AN ORDINANCE AMENDING THE 2007 CODE OF
ORDINANCES OF THE CITY OF WATERLOO, IOWA, BY
REPEALING SUBSECTION B, APPOINTMENT OF
MEMBERS; CHAIR, AND SUBSECTION C,
COMPOSITION OF COMMITTEES, OF SECTION 1-4-4,
COMMITTEES OF THE COUNCIL, OF CHAPTER 4,
CITY COUNCIL, OF TITLE 1, ADMINISTRATION;
AND ENACTING IN LIEU THEREOF A NEW
SUBSECTION B, APPOINTMENT OF MEMBERS; CHAIR,
AND SUBSECTION C, COMPOSITION OF COMMITTEES,
OF SECTION 1-4-4, COMMITTEES OF THE COUNCIL,
OF CHAPTER 4, CITY COUNCIL, OF TITLE 1,
ADMINISTRATION.
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF WATERLOO, IOWA:
That Subsection B, Appointment Of Members; Chair, and
Subsection C, Composition Of Committees, of Section 1-4-4,
Committees of the Council, of Chapter 4, City Council, of Title 1,
Administration, of the 2007 Code of Ordinances of the City of
Waterloo, Iowa, be and the same hereby repealed in their entirety;
that a new Subsection B, Appointment Of Members; Chair, and
Subsection C, Composition Of Committees, of Section 1-4-4,
Committees of the Council, of Chapter 4, City Council, of Title 1,
Administration, are hereby enacted in lieu thereof as follows:
CHAPTER 4
CITY COUNCIL
1-4-4: COMMITTEES OF THE COUNCIL:
B. Appointment Of Members; Chair: All standing committees
of the city council shall be appointed by the mayor
annually at the first meeting in January, or at any
time after a vacancy occurs, and all special committees
of the city council shall be appointed by the mayor
unless specially directed by the city council. The
first person named on each committee shall be the chair
of that committee.
C. Composition Of Committees: The committees of the city
council shall consist of three (3) or more members of
the city council, and one (1) or more alternate members
of the city council, at the discretion of the mayor.
The chair person of the committee shall have the power
to make a temporary appointment of any available member
of the city council to fill the seat of any absent
committee member or to fill a vacancy. Any alternate
member of a committee shall be authorized to act as a
substitute committee member, with full voting rights,
during the absence of a regular member or during a
vacancy on the committee, and any person appointed on a

temporary basis by a committee chair person shall be
authorized to so act during the meeting at which the
appointment is made.
