Members present: Morrissey, Feuss, Klein, Amos, Schmitt, and Juon. Absent: Jacobs.
Moved by Schmitt seconded by Amos that the Agenda, as proposed, be approved. Voice -vote
Ayes: Six. Motion carried.
Objective: Review of a Merit Pay and Perfoiniance Evaluation Policy.
Lance Dunn, Human Resources Director, provided an overview of the policy.
Mr. Morrissey commented that the attachments did not show what changes are being made and
requested further information on several areas, including salary ranges for new classifications
and if the Public `Employment Relations Board has been involved, performance improvement
plans, grievance procedures, time gaps in performance evaluations and the new fiscal year, the
number of non -bargaining employees are affected and if this should be an ordinance rather than a
policy, whether non -bargaining employees were given an opportunity to provide any input in the
policy and if staff will be able to evaluate their supervisors. He further commented that council
should be able to review the performance evaluation before casting a vote and that set wages
should be separate from performance evaluations. He lastly commented that he would like to
know the current salaries for each of the 84 positions currently held.
Lance Dunn provided a response to Mr. Morrissey's concerns.
Mrs. Klein commented that she supports the policy.
Kelley Felchle, City Clerk commented that she has uploaded a red -lined version of the changes
for council's review.
Mrs. Juon concurred with Mrs. Klein's comments and noted that pay increases tied to merit is
becoming much more common place and provide incentive for employees to perform better.
Mayor Hart commented on a concern regarding employee privacy and asked Kelley Felchle for
clarification of the concern.
Kelley Felchle explained that employee pay and benefits is public information and are published
annually, but what performance constitutes the pay is not public information and is held
confidential in the personnel file. She further explained there are other factors which could
affect the pay that is published, such as overtime.
Ray Feuss questioned what percentage of the 84 current positions would be eligible for overtime.
Lance Dunn commented he is unsure as to the number of positions but it is likely under a quarter
of them are eligible for overtime.
Objective: Update on University Avenue construction and review of planned enhancements.
Michelle Sweeney, AECOM, provided an update on construction for the University Avenue
reconstruction project. Phase 1 completion is estimated to be wrapped up by May 2020 and
Phase 2 is estimated to be wrapped up in November of 2020. Phase 3 will be the next phase of
construction, which extends from Fletcher to Hwy. 63. University Avenue will be closed for one
year for bridge demolition and sanitary sewer updates. She then reviewed proposed
enhancements for Phase 3 of the project. The enhancements included landscaping, wave railing
along the bridge and bike trail, and color changing LED lighting on the bridge. Waterloo
welcome signs will be included at various points throughout the corridor along with intersection
markers with brick and LED lights. She explained that the overall project costs would be $35
million.
Objective: Review of edits to Title 1 of the City Code.

Mayor Hart announced this work session will need to be held on December 30, 2019.
With no further business before the Council, it was moved by Juon seconded by Amos that the
meeting be adjourned at 5:01 p.m. Voice -vote Ayes: Six. Motion carried.
