Legislative prayer is deeply embedded in the history and tradition of this country and has coexisted with principles of the separation of church and state. Under the Establishment Clause in the First Amendment of the Constitution it is meant to lend gravity to the occasion at the opening of legislative sessions. Solemn words, respectful in tone that invite City Council members to reflect upon shared ideals and common ends before they embark on the fractious business of governing serves that legitimate function. Based on Constitutional interpretations rendered by the United States Supreme Court the invocation should be non-sectarian and offer members of the City Council a time of reflection and encouragement. It is an opportunity to convey a common message of shared values and ideals derived from our American heritage. Council meetings are held in the Council Chambers, 2^d floor of City Hall, and start promptly at 5:30 p.m. Please arrive 15 minutes early. After roll call is taken, Mayor will call you forward. Please come forward to the podium and state your name and address. The invocation should be one minute or less. It is acceptable and permissible to use the name "God" or "Holy Spirit" and other names commonly utilized by most religions. In respect to others, please do not use names such as Jesus, Allah, Buddha, or other names that are exclusively utilized by one religious sect. You must refrain from making references that are specific to any particular religion, denomination or sect or that promote particular religious figures, deities,images or symbols.The use of physical symbols or props is prohibited. The invocation should not be used to proselytize or advance any one faith, belief or non-belief,nor should it be used to disparage any other faith, belief or non-belief.When closing your prayer,you may say"in your name" or"in your many names"without using the name of your belief. University Avenue is currently a 6-lane, divided arterial street, with approximately 32 at-grade intersections. The existing pavement on University Avenue is in a deteriorating condition and has been repaired and resurfaced frequently in recent years to maintain its serviceability. The pavement is approaching the end of its usable lifespan and will require a more major reconstruction in the coming years. The purpose of the University Avenue Corridor Study is to examine the needs and functions of University Avenue and to develop feasible alternatives for future reconstruction, which would serve the current and future needs in this corridor. A decision on the final alternatives and recommendations will be made in the future as part of the Environmental Assessment process. Project Limits This corridor study evaluated University Avenue between Iowa 58 and U.S. 63, including the adjacent frontage roads and connecting streets. A map of the project corridor is shown in Figure 1. Background of University Avenue This section of University Avenue was originally part of U.S. Highway 218 and served as the only major highway in this vicinity between Cedar Falls and Waterloo. University Avenue was originally constructed as a 2-lane rural highway. It was subsequently widened to 4 lanes in the late 1960s, and then later widened to 6 lanes with intermittent frontage roads. The widening was in response to increasing commercial development and increasing traffic volumes along University Avenue. This roadway remained as the only significant arterial street connecting Cedar Falls and Waterloo on the south side of the Cedar River. In the mid-1980s, the Iowa DOT relocated U.S. 218 to a new alignment, connecting Cedar Falls and Waterloo with a new 6-lane freeway. At that time, University Avenue was transferred to local jurisdiction, but was subsequently returned to the state primary highway system and is now designated as Iowa 934. In this same timeframe, the cities of Cedar Falls and Waterloo constructed Greenhill Road, a new 4-lane arterial street located approximately 1 mile south of University Avenue. With the addition of these roadways, the arterial street capacity within 1 mile of University Avenue now includes 16 lanes of major streets (6 lanes on U.S. 218, 6 lanes on University Avenue and 4 lanes on Greenhill Road). Overall, traffic volumes in this wide corridor have increased, but remain far below the capacity of the existing streets. Study Process The University Avenue Corridor Study was conducted with a combination of technical analysis and community input. Opportunities for community and stakeholder involvement were provided throughout the course of the study and are detailed later in this report. In order to analyze the traffic in this corridor, several sources of information were obtained to determine the current and projected traffic volumes: ■ Historical Counts. The Iowa DOT conducts traffic counts throughout the state on a rotating 4- year schedule. The University Avenue corridor was counted by the Iowa DOT in 2001 and 2005. These counts are shown in Figure 5. In general, these counts showed traffic near College Square Mall remained fairly consistent between 2001 and 2005, while areas from Cedar Heights Drive to the east showed significant drops in traffic volumes during the same period. As discussed earlier, much of this drop is attributable to the new roadways constructed during the 1980s to early 2000s. These counts included frontage road intersections with side streets, as well as mainline intersections. The results of these counts are shown in Figure 6. You will find these items attached below. To briefly summarize, it appears that University Avenue (then known as Highway 218), was only two lanes wide in 1950. The traffic count at that time was an average of 7,000 cars daily. The widening project was started in 1951, and all sections through Waterloo were completed by the end of 1956 (based on what we found in Courier articles). The attachments 1950.pdf, 1951.pdf and university part 1.docx cover this era. By 1964, a report titled "Waterloo Cedar Falls Metropolitan Area Origin and Destination Traffic Study" produced by the Iowa Traffic and Highway Planning Commission indicated that the daily traffic count on Highway 218 between Waterloo and Cedar Falls had increased to 23,840.
