April 24, 2019

Veterans Memorial Hall
Members present: Craig White in the Chair, Randy Miller, Rodney Butz, Scott McDonald,
Marcia Courbat, Don Ticknor, Mel Wittwer, Marilyn Robinson, Jim Petersen, Mike Mrzlak, Jim
Lentfer and John Mrzlak(A).
Also in Attendance: Nancy Higby, Administrative Secretary
Moved by Miller, seconded by Petersen, that the Agenda be approved. Ayes: Eleven. Motion
carried.
Moved by Peterson, seconded by McDonald, that the Minutes of March 27, 2019, be approved.
Ayes: Eleven. Motion carried.
Citizen's Oral Comments
None.
Treasurer's Report
Marcia Courbat explained that the brick fund balance as of April 24, 2019 is $6,572.71, and
the flag fund is currently at $113.21.
Marcia mentioned she had received a call from someone wanting to donate cemetery flags.
Craig White commented that it is important to make sure that the flags are of good quality.
Chairperson's Report
Craig White reported that $61,000 was raised at the Honor Flight fundraiser and that the
September flight is now closed.
Committee Reports
Building, Grounds & Operations— Chairperson Mel Wittwer
Mel Wittwer passed out a list of current building key holders which he obtained after visiting
Black Hawk Security. He asked if any changes should be made and if Rolling Thunder needed
all three keys that have been issued to them.
Dick Hastings will be dropped from the call list after July 2019.
Randy Miller asked who holds keys to the office. It was determined that he, Mel Wittwer, Jim
Petersen, Jim Lentfer White and Marcia Courbat all have keys to the office.
Education/Historical—Chairperson Randall Miller
Randy Miller, having been gone for a while, asked how the TV is operating.
Jim Petersen said it hasn't been used yet but perhaps in May.
Randy also mentioned that the fountain is still yellow and asked for suggestions on what else
could be done to rectify that.
Finance/Fundraising—Chairperson Marcia Courbat
Marcia commented that there is still no word from John Deere on her grant funds request, she
ordered a brick for Kevin Dill per last month's approval, and that new grant opportunities should
be available starting June 1 S`

Mel Wittwer reported that Richard Hurtado provided him with information regarding grant funds
from Wells Fargo and that he will be looking into that.
Jim Lentfer requested approval of a flyer he drafted to be distributed around Waterloo including
the courthouse which he hopes will bring awareness.
Randy Miller suggested adding the street address to better identify the location of Memorial
Hall.
Artifacts Preservation— Chairperson James Lentfer
Jim Lentfer commented on the various items currently on display and wishes to include more
WWII and Korean War artifacts and photos. He also mentioned there are a few photos missing
from one display and asked what might be a good replacement for those spots.
Craig White suggested removing the entire display and returning it to Mrs. Dennis. Many of the
items placed on display by a former commission member were not approved by the commission
prior to being added, and that some of the items are not considered artifacts.
Jim referenced Article VI, Section 2 of the By-Laws and commented that he would like to form a
sub-committee to assist with decision making within his committee.
It was moved by Butz and seconded by McDonald to approve the request to form a sub-
committee under Artifacts Preservation. Ayes: Eleven. Motion carried.

New Business
Marcia asked for a microphone for the meeting room as hearing comments across the room is
very difficult.
It was suggested that assistance is needed with the placing of flags at the Garden of Memories
cemetery, along with the recommendation to form a small group or committee to help better
organize the task.
Craig White spoke about the condition of the grounds and that he would like to see the grave
stones cleaned so they can be seen better.
Randy Miller commented that the flags will be going up around the city on May 22nd at 8:00am
and will come down on approximately July 8th or 9th. He also mentioned that there have been
eighty (80) new flags ordered and said that it would be a welcome sight to have individual
businesses take the initiative to place flags outside their establishments.
Jim Petersen shared that the Cedar Valley Roundtable and Iowa Sons of Union Veterans will be
honoring Civil War veterans Henry Bray of Black Hawk County and Martin Stebbins of Bremer
County, on Saturday April 27th.
With no further business before the commission, it was moved by Mrzlak, seconded by Petersen,
that the meeting be adjourned at 5:41 p.m. Ayes: Eleven. Motion carried.
