Veterans Memorial Hall
Members present: Craig White in the Chair, Randy Miller, Dick Hastings, Scott McDonald,
Marcia Corbat, Don Ticknor, Mel Wittwer, Marilyn Robinson, Jim Petersen, Jim Lentfer, and
John Mrzlak(A). Absent: Mike Mrzlak
Also in Attendance: Nancy Higby, Administrative Secretary.
Moved by Miller, seconded by Mrzlak, that the Agenda be approved. Ayes: Ten. Motion
carried.
Moved by Petersen, seconded by Miller, that the Minutes of July 25, 2018, be approved. Ayes:
Ten. Motion carried.
Citizen's Oral Comments
Mark Boesen, Facilities Administrator, City of Waterloo, provided a summary of his meeting
with Randy Miller, Mel Wittwer and Jim Lentfer on August 20, 2018, regarding improvements
and repairs at Memorial Hall. He explained that if the steps at the front of the building are to be
rebuilt, an architect must be involved. He further explained that all bids received must be
forwarded to the Building Maintenance office for processing. Mark stated that he would submit a
pre-authorization request to the Finance Committee for final approval of the expense. He
explained that city staff could provide assistance on some of the projects to help keep costs
down, and added that because no Federal Funds will be involved, the State Historical
Preservation Office would not need to be involved.
Treasurer's Report
Marcia Courbat provided an update on the Brick Fund balance as of August 22, 2018, for a
closing balance of$12, 884.93.
Chairperson's Report
Craig White explained that scheduling details for the Vietnam memorial vigil will need to take
place within the week, and also shared that the VA is in need of a lift chair if anyone is aware of
one that is available.
Committee Reports
Building, Grounds & Operations—Chairperson Richard Hastings
Dick Hastings explained that representatives from the Library plan to attend the September 26th
Commission meeting to discuss details of their upcoming tour of Memorial Hall, in conjunction
with the WWI event they are holding.
He also reported on his success at cleaning the fountain.
Education/Historical—Chairperson Randall Miller
Randy Miller pointed out that the American flag has been replaced in the downstairs meeting
room.
Finance/Fundraising—Chairperson Marcia Courbat
Marcia Courbat explained that she had contacted the Mayor to ask about the status of fund
replacement in the flag fund, and that he indicated Michelle Weidner, City of Waterloo CFO,
would be the one to help with that.
Artifacts Preservation— Chairperson Mel Wittwer
Mel Wittwer commented on the various needs for improving display options for artifacts.

Moved by Wittwer, seconded by Lentfer, to prioritize lighting on the list of repairs and
improvements. Ayes: Ten. Motion carried.
Jim Lentfer commented that he has a resource for WWI items which can be shared during the
October tour and explained they would be available on Thursday, October 18'
Mel commented that he will check for additional funding options for future improvements.
Unfinished Business
Randy Miller explained he had received architectural drawings from Craig Ritland with options
for the front steps and pricing is anticipated to range from $25-35,000 for a landing with double
sided steps. To replace the existing steps with the current design it would be approximately
$11,000.
There was considerable discussion regarding the purchase of a smart TV to meet the current and
future needs of the Memorial Hall and also what to do with the two televisions which do not
include the required technology.
Moved by Wittwer, seconded by Mrzlak to purchase a,�>mart TV. Ayes: Ten. Motion
carried.
Moved by Wittwer, seconded by Mrzlak to raffle off the two older televisions. Ayes: Ten.
Motion carried.
New Business
With no further business before the commission, it was moved by Mrzlak, seconded by Hastings
that the meeting be adjourned at 6:00 p.m. Ayes: Ten. Motion carried.
