Members present: Boesen, Amos, Morrissey, Klein, Grieder, and Juon. Absent: Mr. Feuss.
Moved by Juon seconded by Amos that the Agenda, as proposed, be approved. Voice -vote Ayes:
Six. Motion carried.
Obiective: Discussion of the FYE2021 budget.
Michelle Weidner, Chief Financial Officer, provided an overview of the different levies that cities
can utilize to levy taxes and the budget hearing that will occur on March 2, 2020. She explained
that the maximum levy rate that will be published is $15.42611. She provided an overview of
what tax levies the city utilizes and other revenue sources that help fund the city and noted that the
council needs to reduce $600,000 in expenses to get the tax askings back under the $8.10 limit.
Mr. Grieder questioned if funds could be moved to other levys.
Michelle Weidner explained that expenses that can be moved to other levys have already been
moved.
Mayor Hart commented that some of the changes could be in salaries from last year and dispatch,
plus reserves were used to balance this year's budget.
Mrs. Juon clarified that the city is approximately $600,000 short.
Michelle Weidner commented that she has further concerns that the city will face higher health
insurance increases.
Mr. Morrissey questioned if the base budget includes contractual salary increases.
Michelle Weidner confirmed.
Mr. Morrissey questioned what was used to determine non -bargaining salary increases.
Michelle Weidner commented that the salary increases for non -bargaining are based on bargaining
increases.
Mr. Morrissey commented that the council has not had meetings with department heads to date
but that has happened in the past. He questioned when those would take place.
Michelle Weidner commented that some of the meetings may be able to start this week with
departments.
Mr. Morrissey questioned if additional department requests will be explained.
Michelle Weidner confirmed.
Mrs. Juon questioned when the first approved budget must be published.
Michelle Weidner explained that her intention is to publish the maximum levy by Friday, February
21, 2020.
Mrs. Juon questioned when the council will be able to add expenses.
Mrs. Klein clarified that any additional expenses after this point, the council needs to figure out
how to pay for them.
Michelle Weidner confirmed.

Mrs. Juon questioned what rate will be published.
Mrs. Weidner stated that $15.42611 will be the published rate.
Mr. Morrissey commented that he wants to have face to face meetings with power points limited
to additional requests.
Mrs. Juon questioned if meetings with department heads will occur.
Mayor Hart confirmed.
With no further business before the Council, it was moved by Amos seconded by Juon that the
meeting be adjourned at 5:11 p.m. Voice -vote Ayes: Six. Motion carried.
