Getty Council Chambers Members present: Boesen, Amos, Morrissey, Klein, Grieder, and Juon. Absent: Feuss. Moved by Juon seconded by Grieder that the Agenda, as proposed, be approved. Voice -vote Ayes: Six. Motion carried. Objective: Discussion of the FYE 2021 budget. Michelle Weidner, Chief Financial Officer, presented handouts comparing the City of Waterloo's property tax valuation. The handouts compared the Tax Increment Financing Valuation, Total Taxable Valuation of Regular plus Tax Increment Financing, and Change in Taxable Value Used for Regular Property Tax Calculation. The documents showed that Waterloo was the only city of the fifteen largest cities in the estate to lose taxable valuation, in the amount of $18,640,281 but did experience growth in TIF valuation and is ranked 11 th of the fifteen largest cities. Council members and Mayor Hart discussed the handouts presented with the Chief Financial Officer. Council members and Mayor Hart then discussed the FYE2021 budget. Obiective: Discussion of a resolution titled "Resolution Urging the Iowa State Legislature to Ban the Use of Conversion Therapy on Minors " Mr. Grieder provided an overview of a resolution titled, "Resolution Urging the Iowa State Legislature to Ban the Use of Conversion Therapy on Minors." He explained that currently there is a bipartisan bill in the state legislature that outlaws this practice and the resolution explains that the city is in support of this bill. Mr. Amos questioned why this is limited to minors. Mr. Grieder explained that it is directed at minors because adults have the ability to avoid these scenarios while children do not. Mr. Amos commented that the Board of Psychiatry has outlawed this practice but do not have the teeth to completely ban the practice and a law would be more effective. Mr. Grieder confirmed. Mrs. Klein commented that she supports the state addressing the matter but does not believe that city should take up issues like this. Mr. Morrissey questioned how many places like this exist in Iowa. Mr. Grieder commented that it is difficult to determine how many of these places exist in Iowa as they move around and they do not follow proper procedures. Furthermore, this service does not have to be performed by a licensed professional. Mr. Morrissey questioned where youth come down on this sort of issue. Mr. Grieder explained that both public high schools and the middle schools have a pride organization. He further explained that the city needs to look to the future and ensure that all people in the community feel safe and secure. Mr. Morrissey commented that he assumes the adult LGBTQ community would be in favor of the resolution and that it is within the purview of the city council. Mr. Grieder commented that the number one segment of homeless teenage populations is LGBTQ. Mrs. Klein commented that this is legislation that will get between parents and their minor children. Page 2 With no further business before the Council, it was moved by Juon seconded by Grieder that the meeting be adjourned at 5:09 p.m. Voice -vote Ayes: Six.
