Getty Council Chambers, Waterloo, Iowa, at 5:30 p.m., on Monday, February 15, 2016. Mayor Quentin Hart in the Chair. Roll Call: Jacobs, Jones, Schmitt, Lind, Morrissey, Welper, and Amos. Pledge of Allegiance: Mayor Hart. 145585 - Welper/Schmitt that the Agenda, as proposed, for the Regular Session on Monday, February 15, 2016, at 5:30 p.m'., be accepted and approved. Voice vote -Ayes:' Seven. Motion carried. 145586 - Welper/Schmitt: that the Minutes, as proposed, for the Regular Session on Monday, February 8, 2016, at 5:30 p.m., be accepted and approved. CONSENT AGENDA 145587 - Welper/Schmitt that the following items on the consent agenda be received, placed on file and approved: a. Resolutions to approve the following: 1. Resolution approving Finance Committee Invoice Summary Report, dated February 15, 2016, in the amount of $680,736.46 a copy of which is on file in the City Clerk's office, together with recommendation of approval of the Finance Committee. Resolution approving the request of Marlon Meeks for tax exemptions on the construction a new single family home valued at $285,000 for property located at 4809 Yellowstone Drive, and located in the City Limits Urban Revitalization Area (CLURA). Resolution adopted and upon approval by Mayor assigned No. 2016=119. . 145603 - Schmitt/Welper that "Resolution approving a Professional Services Agreement with Shive-Hattery Architecture & Engineering, in the amount of, $4,500.00, to prepare an ICAAP grant fdr° intersection of Ansborough Avenue and Downing Avenue including required studies for adding a lane to Ansborough Avenue from'Black Hawk Road to University Avenue, and authorize Mayor to execute said agreement", be adopted. Roll call vote -Ayes: Seven. John Sherban, 1715 Robin Road, expressed concern with the traffic signal timing on Ansborough and requested that it be returned to the previous timing rather than paying for engineers to review it. David Dryer, 3145 W. 4th Street, expressed concern with the intersection and the new timing of the lights. Mayor Hart questioned what the changes to the intersection were and what the grant covers. Sandie Greco, Traffic Superintendent, explained that the grant is due to the amount of crashes at the intersection. Traffic is counting traffic, adjusting the lights, and working with the Fire Department to improve the intersection. s The study will help find a permanent solution. ' 6 Mr. Schmitt clarified that the study will look at adding another lane and questioned how much parking area will be taken to add the lane. Sandie Greco explained that it wouldn't take more than a spot or two and they are working with Planning. Any changes that are made will be brought back to Council. Resolution adopted and upon approval by Mayor assigned No. 2016-120. 145604 - Amos/Morrissey that "Resolution approving a Development Agreement between Taylor Ventures, LLC and the City of,Waterloo for the construction of a 7,600 square foot medical office building in the San Marnan TIF District, adding $1,335,000 of taxable value to site, and offering four years at 95% tax rebates and three years at 94%, and authorize Mayor and City Clerk to execute all necessary documents", be adopted. Roll call vote -Ayes: Seven. Mr. Lind clarified that the City is following the policy for tax rebates. Noel Anderson, Community Planning and Development Director, explained that the policy is designed to reimburse them: for the cost of properties previously purchased for this project through tax rebates. Mr. Anderson also noted that, in this same time period, the city will benefit greatly by gaining $74,523.00 in taxes for this project, $21,000.00 to the TIF district, and $55,000.00 to the debt service levy. Resolution adopted and upon approval by Mayor assigned Noy. 2016-121. 145605 - Lind/Schmitt that "Re'solution,.approving the SWPPP and SPCC Plan for the` City of Waterloo Public Works, as submitted by Watersmith Engineering, of Muscatine, Iowa; and authorize Mayor to execute said document", be adopted. ORDINANCES 145606 - Schmitt/Welper, that "an Ordinance amending Ordinance No. 5079, as amended, City of Waterloo Zoning Ordinance, by amending the Official Zoning Map referred to in Section 10- 4-4, approving a Site Plan Amendment on certain property in conjunction with the request by Tom Taylor for a site plan amendment to the "R -4,R -P" Planned Residence District to allow for the construction of a 7,600 SF veterinary clinic February 15, 2016 Page 6 with an outdoor dog exercise area, located to the south of 4015 Hurst Drive", be received, placed on file, considered and passed for the third time and adopted.
