Waterloo Center for the Arts/Singlespeed Brewing Co.
We are pleased to provide this proposal for design services for the redevelopment of the Waterloo Center for the Arts
parking and the site surrounding the Singlespeed project. Our understanding of the project is as follows:
The project is based on the WCA Parking Master Plan completed by INVISION. The project is to be designed and
documented as a single project; however, it is to be broken into three phases for construction. The first phase is the
street replacement of West Second, Cedar and West Third Streets surrounding the Singlespeed project, along with site
improvements to the Singlespeed site to the face of the building. The subsequent two phases will involve the
expansion of the west parking lot and the reconfiguration of the east parking lot at the WCA, including new paving and
landscaping to reinforce the main WCA entrance and the drop-off for the Arts Mall/Amphitheater.
We have assembled a team to carry out the design and documentation work. AECOM will provide Civil Engineering
work and Ritland+Kuiper will provide layouts and landscaping selection and detailing.
AECOM's scope of work will include:
a) Storm Sewer Analysis and Design
b) Sanitary Sewer Analysis and Design
c) Parking Lot Design Assistance
d) Sidewalk Design Assistance
e) Utility Coordination
f) Roadway Design for 3 blocks of roadway paving
g) Parking Lot and Roadway Lighting Design
h) Plan and Profile Design
i) Storm Water Pollution Prevention Plan and Permitting (3 sites)
j) Pavement Design (jointing, spot elevations, etc.)
k) Typical Sections, Standard Notes, Details
I) Quantities, Estimate Reference Notes and Cost Estimates
m) Specifications
n) Bid Assistance

a) Base map development from survey information.
b) Final site development plan
c) Cost Opinion
d) Construction documents for layout, landscape plantings, specialty pavements and site furniture.
e) Bid Assistance
Our services include development of the design and documents for bidding and construction. We will issue documents
for bidding, hold a pre-bid conference, assist the city in receiving bids, and will develop the contracts for construction.
We will provide a supplemental agreement to add construction administration services to our agreement following
award of construction contracts.
We propose to hold up to ten meetings during design.
We propose to provide these services working on a lump sum basis with a basic services fee of $219,000 plus
reimbursable expenses. Statements will be issued on a monthly basis. Reimbursable expenses are limited to the cost
of production of bidding documents and shipping, and will be billed at cost. Additional services, if needed, will be
billed on an hourly basis, at standard billing rates and will commence upon identification and authorization.
AECOM has also provided a proposal for providing a survey for all of the areas to be developed as part of this planning
effort. They propose working on an hourly basis with a not -to -exceed fee of $20,000. The survey work would be direct
billed to the city and would be in addition to the amount in our project agreement.

clarification of our proposal. If this proposal is acceptable, please let me know and we will provide an agreement for
signature. We look forward to the opportunity to work with you on these continuing improvements to the downtown
area.
