Scope of services will include detailed work, services, material,
equipment, personnel and supplies necessary for design, regulatory
permit application submittals and agency coordination for the project.
The project consists of developing a channel typical section and plans for
Summary Statement: cleaning out and shaping approximately 1,900 feet of the main channel
of Sink Creek from Cedar Terrace Drive to Juniper Drive extended in
Waterloo. The channel shaping project will also consist of reviewing
realigning options based on Iowa Department of Natural Resources
criteria for approximately 550' of the existing channel downstream of
Cedar Terrace Drive. An existing culvert outlet at Balsam Street will
also be reviewed for a potential extension and outlet into Sink Creek.
Expenditure Required: not to exceed $24,700.00

SINK CREEK CHANNEL CLEAN OUT AND SHAPING
SUPPLEMENTAL AGREEMENT NO. 1
WHEREAS, a Professional Services Agreement was entered into between City of Waterloo, Iowa,
(Client), and AECOM Technical Services, Inc. (ATS), ol Waterloo, lowa, dated May 18, 2015, tor
maintenance operations along approximately 1,900 feet of the main channel 01 Sink Creek 1 rom
Cedar Terrace Drive to Juniper Drive extended in Waterloo, Iowa; and
WHEREAS, the Client and Consultant now desire to enter into Supplemental Agreement No. 1 to
develop a channel typical section and plans tor cleaning out arid shaping approximately 1,900 teet
ot the main channel of Sink Creek from Cedar Terrace Drive to Juniper Drive extended in Waterloo,
Iowa.
NOW THEREFORE, it is mutually agreed to amend the original Professional Services Agreement
as tollows:
Project Description
The project consists ot developing a channel typical section and plans tor cleaning out and
shaping approximately 1,900 teet ot the main channel ot Sink Creek 1 rom Cedar Terrace
Drive to Juniper Drive extended in Waterloo, Iowa. The channel shaping project will also
consist ot reviewing realigning options based on Iowa Department of Natural IResources
(IDNR) criteria for approximately 550' ot the existing channel downstream of Cedar Terrace
Drive. An existing culvert outlet at Balsam Street will also be reviewed for a potential
extension and outlet into Sink Creek.
Scope of Services
The Scope of Services for the project will encompass and include detailed work, services,
material, equipment, personnel and supplies necessary for design, regulatory permit
application submittals and agency coordination tor the project. The Scope of Services is
further defined below.
Task 1 - Survev/Base Mappincj Development. This task includes developing base mapping
tor the channel shaping project. The base mapping will incorporate Lidar and field survey 01
sections approximately every 100' along the channel, as wefl as a streambed profile.
Task 2 - Plan Preparation and Desicin. This task will involve development of construction
plans and specifications according to regulatory agency and City of Waterloo standards. The
plans will include channel shaping and grading information. Final stabilization information will
also be included as part ot the design.
Right-of-way plats are not included in the Scope of Services tor the project. It is anticipated
the City will obtain right -of -entry permits to complete the work necessary tor the project.

Task 3 - Permitting Applications and Agency Coordination. This task includes coordination
with the IDNR for flood plain permitting and U.S. Army Corps of Engineers (USAGE) for
Section 404 permitting. The design of this project will include channel realignment and
grading activities within an existing modeled floodplain and floodway and will require an IDNR
flood plain permit approval. It is not anticipated a Conditional Letter of Map Revision
(CLOMR) and Letter of Map Revision (LOMB) will be required for the project. However, the
IDNR may require these updates based on the channel realignment. If required, the
CLOMR/LOMR could be added as a supplemental agreement.
Based on a preliminary review of the National Wetlands Inventory for the project area, it does
not appear wetlands are present. However, United States Army Corps of Engineers Section
404 review is still required, and they may request a wetland investigation be completed prior
to Section 404 approval. This task includes coordination with the USACE but does not
include a wetland investigation. If required, this investigation could be added as a
supplemental agreement.
Task 4 - Hydraulic Modeling. This task will include working with the City of Waterloo in
requesting the duplicate effective hydraulic model from FEMA. The task also includes
updating the model with the proposed channel changes in place.
Task 5 - Project Administration, Coordination and Meetings. This task includes project
administration, coordination and meetings throughout the project development. The task
includes two meetings with property owners during development of the project.
III. Compensation
Compensation for the above services will be on an hourly basis in accordance with Part VI
of the original agreement and shall be segregated from the fees in the original agreement.
The estimated fee is Twenty -Four Thousand Seven Hundred Dollars ($24,700.00).
IV. In all other respects, the obligations of the Client and the Consultant shall remain as
specified in the Professional Services Agreement dated May 18, 2015.
IN WITNESS WHEREOF, the parties hereto have executed this Supplemental Agreement No. 1 as
of the dates shown below:
