WH& AS, the 68th General Assembly of the State of la-7a did adopt
the Urban Devitalization Act known as Chapter 404 of the Iowa Code
relates to property tax exemptions for property on which improvements
have been made in a revitalization area of the city and authorizing;
cities to issue revenue bonds for revitalization and urban renf-Aaal
areas; and
-wH-E iAS, it is desirable and in the interest of the rniblic health,
safety, and welfare of the residents of the City of Waterloo that the
City of waterloo (herein called the "City") undertake and carry out an
Urban. Revitalization Programs (herein called the "Proprah?") in the ;jest
Washington Urban Revitalization Area of the City encomrassin,¢ a tract of
land situated in the City of Waterloo, County of Black Hawk, State of
Iowa, legally described as follows:
Beginning at the northwest corner of South Street and '-Test Part:.
Avenue, thence northwest via South Street to Nest ''fullan Avenue, thence
northeast via iJest ibllan Avenue to idashington Street, thence southeast
via Gdashington Street to 'Jest Park .Avenue, thence southwest via West
Park Avenue to the point of beginning.
iF7FM,RkAS, there has been prepared and referred to the City Council
for review and approval an Urban Revitalization Plan prepared in
accordance with Chanter 404 of the Iowa Code; and
vh-f;t2rAS, the members of the City Council have general knowledge of
the conditions prevailing in the revitalization area; and
VTDiEAS, the City Council has adopted a Resolution. No. 1984-145
finding_ that the rehabilitation, conservation, redevelopment, or a
combination thereof of the area is necessary in the interest of the
public health, safety, or welfare of the residents of the City and the
revitalization area meets the criteria of Section Two (2) of Chapter 404
of the lana Code; and
IAiFN AS, the City has filed a copy of the proposed plan for the
designated revitalization area. with the City Development hoard by the
fourteenth day before the scheduled public hearing; and
WKETZEAS, the City has scheduled a public heariiug and notified all
owners of record of real property located within the proposes': area, the
tenants living within the proposed area and the City Development 'board
in accordance and with Section fair hundred four point tao (404.2) of
the Code of the City has also sent notice by ordinary mail to the last
knmm address of the aaners of record and also sent notice by ordinary
nail to the "occupants" of city addresses located within the proposed
area, such notices having been pi.ven by the thirtieth day prior to the
public hearing; in accordance with the provisions of the Chapter 404 of
Iowa Code; and

accord with Subsection Six (6) of Section Ttao (2) of the Urban
