J AN .ORDINANCE AMENDING THE CITY ELECTRICAL CODE, ORDINANCE NO. 2071, BY REPEALING SECTIONS 103-5; 104(a) ; 104(b) ; 104(c) ; 204; 306(a) ; 405-B(1); 405-B(2); 405-B(3) ; 405-B(4) ; 405-B(5) ; 405-B(6) ; 405-B(9); 408(b); 408(c); 408(e) ; 408(f); AND 410; ALSO BY REPEALING ARTICLES V, VI, VII, VIII, IX, AND X; AND ENACTING IN LIEU THEREOF NEW SECTIONS 104(a); 104(b); 204; 306(a) ; 405-B(1) ; 405-B(2); 405-B(3); 405-B(4); 405-B(5) ; 405-B(6) ; 408(a) (1) ; 408(a) (2) ; 408(b); 408(e) ; AND 410; AND ADDING NEW ARTICLE V THERETO. BE IT ORDAINED by the City Council of the City of Waterloo, Iowa: That Sections 103-5; 104(a) , 104(b) , 104(c) , 204, 306(a), 405-B(l), 405-B(2), 405-B(3) , 405-B(4) , 405-B(5) , 405-B(6), 405-B(9) , 408(b), 408(c) , 408(e), 408(f) , and 410, of Ordinance No. 2071, City Electrical Code, are hereby repealed in their entirety; that Articles V, VI, VII, VIII, IX, and X of Ordinance No. 2071, City Electrical Code, are hereby repealed in their entirety; that new Sections 104(a) , 104(b) , 204, 306(a) , 405-B(1) , 405-B(2) , 405-B(3) , 405-B(4) , 405-B(5) 405-B(6) , 408(a) (1), 408(a) (2) , 408(b) , 408(e) , and 410 are hereby enacted in lieu thereof to Ordinance No. 2071, City Electrical Code, as follows; that Article V is hereby added to Ordinance No. 2071, City Electrical Code, as follows: Section 104(a) - Existing Buildings or Structures When an existing building or structure is damaged or altered in any manner, it shall be mandatory it be repaired or altered to meet the requirements of this Ordinance. Section 104(b) Any repairs, additions, alterations, or replacement of any electrical reference to an existing building or structure shall cause such work to conform to this Electrical Ordinance. Section 204 - Board of Appeals and Examiners This Board of six (6) members shall be appointed by the Mayor and approved by the City Council. All members are appointed for a period of three (3) year terms. Any member of this Board can be removed for a good cause and majority vote of City Council. Organization of Board of Appeals and Examiners. This said Board shall consist of one City Council Member, one Architect or Electrical Engineer, one Utility Employee, two Electrical Contractors, and one from the Electrical Industry. This said Board shall elect a Chairman and Secretary. Duties of Board. It shall be the duty of said Board of Electrical Examiners to meet on the first Tuesday of every three months, or at the call of the Inspector, and to give such examinations, either oral or written, as will thoroughly test the ability and qualifications of all persons applying for any license, and shall have authority to establish reasonable rules for giving and grading such examina- tions. Said Board shall, within ten days, report in writing to the applicant, the result of the examination, together with their recommendations as to the issuance or denial of the license. When examinations have been approved by the Board of Electrical Examiners, a license shall then be issued by the Electrica' Inspector. Right of Appeal. Any person shall have the right to appeal any decision of the F' Inspector to the Board of Appeals and Examiners, by filing a written not such appeal with the Electrical Inspector within ten (10) days from th, the ruling. The Board of Appeals and Examiners shall forthwith fix a place of hearing on such appeal which shall not be less than five (G - more than fifteen (15) days after the date of filing of the notice and the Electrical Inspector shall notify the interested person i• registered mail of the time and place of such hearing. After tb appeal, the Board of Appeals and Examiners may sustain or overr the Electrical Inspector. v i r Section 306 - Requirements Not Covered By Code (a) All electrical installations not specifically covered elsewhere in this Ordinance shall conform to the requirements of the National Electrical Code (Current Issue) . Section 405-B - Maintenance Permit Requirements 1. Annual payment as required by Section 408(b) (2). 2. Post with the City of Waterloo a $5,000 Surety Bond. 3. Employ one or more electricians for maintenance. 4. Allow the Electrical Inspector to inspect all installations except certain areas designated for security reasons by Government Regulations. 5. Shall cover repair or rearrangement of present electrical systems. 6. All work to comply with the Electrical Ordinance. Section 408 - Contractor License Required (a) (1) It shall be unlawful except as hereinafter provided for any person, firm, or corporation to install, erect, alter, repair, service, or replace thereto any electrical system as defined in this code, unless said person, firm or corpora- tion shall first have obtained a license by a person who shall be the authorized representative of the person, firm or corporation in all matters pertaining to this code. The authorized representative who is the holder of a license may not apply for permits for more than one person, firm or corporation and the permit shall apply only to the type of work pertaining to the specific license possessed by the holder. (2) It shall be unlawful except as hereinafter provided for any person, firm or corporation to install, erect, alter, repair, service, or replace thereto any electrical system as defined in this code unless the work shall be done by a licensed electrician. Said licensed electrician shall be allowed to be assisted by up to three (3) non-licensed helpers working directly under his supervision. Section 408 (b) Classes of Licenses and Examination Fee 1. Electrical Contractor Examination $ 25.00 Electrical Contractor Annual License 150.00 2. Maintenance License Examination $ 25.00 Annual License and Permits - 1 to 5 Employees Inclusive 50.00 6 to 10 Employees Inclusive 100.00 11 Employees or more 250.00 3. Electrical Appliance License Examination $ 10.00 Electrical Appliance Annual License 75.00 4. Electrician's License Examination $ 25.00 Electrician's Annual License 10.00 All licenses shall be in effect from January 1 through December 31 of each year. All license holders shall be responsible for the work performed by their employees as covered by their license. Electrical Contractors performing work shall also be required to hold a current Electrician's License. Electrical Maintenance License and permit shall allow holder of said license and their employees to remove, repair, maintain, or rearrange any electrical installation in the buildings or structures covered by the license. It shall also exempt said holder from obtaining further permits to perform such listed work, but does not allow holder to perform any new installation work. Electrical Appliance License shall allow holder of said license and their employees to repair or install from the electrical source any appliance defined as such in the National Electrical Code. Section 408 (e) Any person, firm or corporation who, prior to the effective date of this Ordinance, holds a valid Electrician's Bond with the City of Waterloo, shall, upon request to the Electrical Examining Board, be issued a License, and shall not be required to .submit to the examination upon payment of the appropriate fee. Section 410 - Connection and Installations Except where work is done under an annual permit, it shall be unlawful for any person, firm or corporation to make connection from a supply of electricity or to supply electricity to any electrical equipment for the installation of which a permit is required or which has been disconnected or ordered to be disconnected by the Electrical Inspector, until inspected and approved by the Electrical Inspector. _ ARTICLE V Existing Residential Type Buildings 1. It is prohibited by this Ordinance to perform any repair, add to, or revamp any 30 ampere electrical service without meeting the requirements of this Article and other parts of this Ordinance. A. Minimum service change shall not be less than 100 ampere capacity per dwelling unit; 200 ampere per two family unit; more than two shall meet the requirements of the National Electrical Code named in this Ordinance. B. At least one (1) 20 ampere circuit shall be added to each kitchen and utility area. C. All appliances shall be revamped to meet the requirements of the National Electrical Code. D. The following table shall be the minimum number of receptacles and lighting outlets per rooms: Kitchen - 3 receptacles equally spaced; 1 ceiling light Bathroom - 1 receptacle out of reach of tub or shower, and 1 ceiling or wall bracket light Each Bedroom - l receptacle for each 40 square feet of floor area Dining Room or Eating Area - 2 receptacles Living Room - 4 receptacles equally spaced Recreation Rooms - 2 receptacles Library or Study - 2 receptacles All Inside Stairways - 1 light at top and 1 at bottom Entrances or Exits - 1 light at each Basements or Cellars - 1 light for each 200 square feet, using outside measurements for gross area PASSED AND ADOPTED by the City Council this /1� day of , 1978, and approved by the Mayor this /9!d day of , 1978.
