Submission of Notice of Intents

Recommended City Council Action:
Public Works Committee grants permission for the Engineering Department to submit Notice of Intents
for railroad crossing surface reconstruction as a part of the Iowa Grade Crossing Surface Repair Program.
Summary Statement
The Iowa Grade Crossing Surface Repair Program funds 60% of a project costs with state funds, and the
remaining 40% is split between the Railroad at 20% and the Roadway Authority(City) at 20%.
The first step in applying for funding to the program is for the Railroad/Roadway Authority to jointly
submit Notice of Intents to the Iowa Department of Transportation Office of Rail Transportation. These
Notice of Intents do not obligate the City to any funding commitments, but rather, programs a project so
that it is in line for funding when it becomes available. Currently, there is a two-year wait to receive
funding, so any NOIs submitted now would not be constructed until 2014. In two years, when the funding
is available, the City will then decide if it wants to commit funds to a particular project and a
State/Railroad/City Agreement will need to be developed and executed. However, the City may want to
elect to not commit funds for a project and the NOI will then be withdrawn.

Background Information:
The City of Waterloo has traditionally participated in the Iowa Grade Crossing Surface Repair Program. In
the past, some Notice of Intents have been withdrawn when funding becomes available due to different
