Moved by Getty, seconded by Jones that the Agenda, as proposed, be approved. Ayes: Three. Motion carried. Moved by Getty, seconded by Jones that Ordinance amending the 2007 Code of Ordinances of the City of Waterloo, Iowa, by adding Chapters 1-6F, Creating Department of Safety Services, amending Section 2 of Chapter 6, Article A, 1-6A-2, Police Chief; repealing Subparagraph 1 of Paragraph A of Section 1-6B-1; and enacting in lieu thereof a new Subparagraph 1 of Paragraph A of Section 1-6B-1, Composition of Department; amending Section 2 of Chapter 6, Article B, 1-6B-2, Fire Chief, be approved. Ayes: Two. Nays: Schmitt. Motion carried. Councilperson Getty, if you go to the third sheet you have in your packet where it talks about the current organizational chart, the next one says the proposed chart. I still have a problem in figuring out that we've got three Battalion Chiefs on this proposed and we've got two Police Captains. In the old system we had three Police Captains. Where did the other Captain go? It's easy to see you have this here the Captain of Police Services as an assistant director though we have a Chief of Fire to the assistant director, but we still have got our three Battalion Chiefs, what happened? Councilperson Jones, I was under the impression that the Chief of Fire Services was not one of the Battalion Chiefs. Councilperson Getty, I don't know that's why I'm asking. Mayor Clark, the Captain of the Police Services will remain Captain of Police Services division but will also be elevated to the Assistant to the Director of Safety Services. They will assume some of the Captain's duties or retain some of the Captain's duties they currently have and assume the Assistant to Director of Safety Services. So it will be elevated in staff and the Chief of Fire Services is still yet to be determined where they are willing to come from. It was my opinion or desire at first to have that come from one of the Battalion Chief jobs. After having further studied that there is some question whether the Battalion Chief can actually do it, whether it needs to be 40 hours a week rather than retain 24 hours. So that assignment has been left vacant at this time and is something that will be worked out with the Director of Safety Services. The Battalion Chiefs and the Captains have to determine where that position comes from. Councilperson Getty, so we are still going to come up a police officer short? Mayor Clark, no the elimination of one position in this reorganization will be one position from the fire department and it will be the Fire Chief that has been at this point. The one position at the police department will be, we can't because of the cost. Councilperson Getty, well he has explained it but I'm still confused because we've got three now and we're going to move one of these three up to Chief of Fire Services. He's going to take over that job plus the Assistant Director's job. So one of those shifts, 1st 2°d or 3`d shift is still going to be without a Captain. Mayor Clark, that is not true. Captains in the police department are assigned to divisions and they work 8 hours a day, 5 days a week. So we still have a Captain performing the prior duties, essentially. Tim Pillack, Police Captain, right now we have Captain of Patrol, Captain of Investigation, Captain of Support Services. I kind of agree with what we are going to try and do. We can always go back and change it, I can understand that. I just hope that we don't sit here with egg on our face if we approve this thing tonight and in a week or two weeks we say oh we can't do this, we've got to change this, change that. I don't want to see that. Mayor Clark, I assure you that is not going to happen but as far as the management team, we're not going to change it, we're going to develop it and create it. As a matter of how this system is going to work, we are not going to change that.
