Veterans Memorial Hall
Members present: Chairperson Craig White, Phil Thomas, Randall Miller, Richard Hastings,
Marcia Courbat, Michael Dennis.
Members absent: Anthony Tisdale, Don Ticknor, Marilyn Robinson.
Also present: Rick Hurtado, Maria Armstrong.
Moved by Miller, seconded by Dennis that the Agenda, as proposed, be approved. Ayes: Six.
Moved by Miller, seconded by Thomas that the Minutes of May 26, 2010, as proposed, be
approved. Ayes: Six.
Citizens Oral Comments
Rick Hurtado stated that he may have some treatment for paint in the entryway and that he spoke
to Mayor Clark regarding the concerns in the hall. Mr. Hurtado stated that there should be five
flagpoles outside and asked for permission to have someone make a replacement for the missing
flagpole. There was some discussion on the type of pole material used and size of flags used.
Mr. Hurtado stated that he might have some bushes for the Memorial Hall grounds from a school
getting demolished. Mr. Hurtado proposed a new walkway area and handed out a sketch. There
was some discussion on the proposed walkway, the POW/MIA flag mounting location and the
trimming of trees. Craig White asked that the plans be forwarded to Debra Anderson, Building
Official/Maintenance Administrator and Paul Huting, Leisure Services Director.
Treasurer's Report
Marcia Courbat gave the June 23, 2010 Treasurer's Report. Ms. Courbat reported that the
commission has sold 2694 bricks at $50.00 each and 4 bricks at $250.00 each for a total of
$135,700.00, with a balance of $12,072.30 in the Brick Fund. There is a balance of $4,874.40 in
the General Fund and $1,296.00 in the Special fund.
Ms. Courbat presented an invoice in the amount of $220.00 from Blackhawk Memorial Co., Inc.
for engraving of 9 bricks. Moved by Hastings, seconded by Thomas that the invoice be approved
and City Clerk authorized to submit for payment. Ayes: Six.
Ms. Courbat presented a book of articles pertaining to the Memorial Hall. She also spoke about
her Honor Flight trip.
Chairperson's Report
Chairperson White reported that he met with a radio station about a Memorial Day and Veterans
Day fundraiser that will go to a veterans cause. It will also help fund the cost of a monument at
the National Cattle Congress grounds.
Committee Reports
Building, Grounds & Operations —Richard Hastings presented a Five Sullivan Brothers photo
that has been on loan to the Grout Museum and will now be on display at Memorial Hall. There
was discussion of where to display the photo. Mr. Hastings also presented a box with several
diaries and books that he is getting surveyed and will be placed in the vault at the City Clerk's
office. He stated that a safe might be donated to Memorial Hall from the sale of Grand Hotel to
the city and will keep everyone informed on that. He stated that according to Mayor Clark there
was $10,000.00 set aside for eaves in the FY 2011 budget and there was some discussion
regarding this issue. There was discussion regarding the fire alarm system, a window in the
elevator that needs to be fixed, repairing windows so storm windows can be utilized and the
cleaning of windows. Mr. Hastings indicated that he has several documents on a USB port that
serves as a back up to the computer at Memorial Hall. There was discussion about adding more
memory to the computer at Memorial Hall, retrieval of grave registrations, and to start a hanging
photo identification program. Ms. Courbat asked about putting more bricks in the Civil War

walkway. This item was then discussed. Moved by Courbat, seconded by Miller that 15 bricks
be added to the Civil War walkway be approved. Ayes: Six.
Education/Historical—Randall Miller reported that the booklets are being done and thanked
everyone for their involvement with the Memorial Day events. Mr. Miller suggested that a brick
be made for the Sons of the Amvets Post No. 19 for their $500.00 donation. Moved by Dennis,
seconded by Hastings that a brick be made for the Sons of the Amvets Post No. 19 be approved.
Ayes: Six.
With no further business before the commission, it was moved by Thomas, seconded by Miller
that the meeting be adjourned at 6:01 p.m. Ayes: Six.

MEMORIAL HALL COMMISSION
2-11-1: COMMISSION CREATED:
There is hereby created and established, as provided for in Iowa Code section 392.1, a
memorial hall commission which shall organize, supervise, manage and have charge of the
Veterans Memorial Hall located at 655 Memorial Court in the city. (Ord. 4236, 6-23-1997)
2-11-2: COMPOSITION AND MEMBERSHIP:
A. Appointment; Qualifications: The memorial hall commission shall consist of fifteen (15)
members, who shall be appointed by the mayor, which appointments shall be approved
by a majority of the city council. Each commissioner shall be an honorably discharged
soldier, sailor, marine, airman, nurse or coast guard member and be a resident of Black
Hawk County. (Ord. 4538, 2-4-2002)
B. Terms: Commission members shall serve for a term of three (3) years and subsequent
appointments shall also be for a term of three (3) years. Vacancies shall be filled in the
same manner as original appointments. No member to said commission shall serve more
than two (2) consecutive terms and shall not be reappointed to a third term unless said
member has not served on any board or commission of the city for a minimum of one
year before reappointment to any board or commission; except a third term may be
approved upon extraordinary circumstances and unavailability of applicants. (Ord. 4266,

C. Compensation: Members of the memorial hall commission shall serve without
compensation.
D. Chair: The mayor shall appoint from among the commission members a chair of said
commission, who shall serve for a one year term, and any subsequent replacements
shall be appointed by the mayor.
E. Mayor Ex Officio Member: The mayor, or an appointed designee, shall be an ex officio
voting member of the commission. (Ord. 4266, 11-17-1997)

2-11-3: GIFTS AND BEQUESTS:
Gifts and bequests to the city or to the commission, for any purposes provided in this
chapter, may be accepted and the property shall be used in accordance with the provisions
of this chapter, and as may be expressly designated by the mayor and/or city council and
the donor. (Ord. 4236, 6-23-1997)
2-11-4: USE OF BUILDING:
The Veterans Memorial Hall building shall be available, so far as practical, for the following
purposes:
A. The special accommodations of soldiers, sailors, marines, airmen, nurses, coast guard
members and other persons who have been in the military or naval services of the United
States;
B. For appropriate purposes in general community and neighborhood uses, under the
control and regulation of the memorial hall commission.
The term, "Veterans Memorial Hall" as provided in this chapter, shall also mean and
include such parking grounds, buildings or facilities to be used for purposes consistent
with the uses set out in this section. (Ord. 4236, 6-23-1997)
2-11-5: POWERS AND DUTIES:
Subject to any limitations in state or local law, the memorial hall commission may exercise
the following powers in fulfillment of its duties:
A. Enter into agreements on behalf of the Veterans Memorial Hall, subject to approval of the
city council.
B. Adopt rules to govern those matters within the scope of the commission's powers and
duties, and prescribe penalties for any violations thereof. Any rules or penalties shall be
subject to the approval of the city council.

C. Take such other action as it deems necessary and which falls within the scope of its
purpose to organize, supervise, manage and have charge of the Veterans Memorial Hall.

ATTENTION
Beginning Monday, July 26, 2010 Cedar Street between
W. 4th Street and W. 5th Street will be closed for reconstruction.
There will be no parking available along the street
next to Veteran's Memorial Hall.
Access to Veteran's Memorial Hall will be limited to parking nearby
and walking to the site until the reconstruction is complete.
