Members absent: Anthony Tisdale, Don Ticknor, Marilyn Robinson. Also present: Rick Hurtado, Maria Armstrong. Moved by Miller, seconded by Dennis that the Agenda, as proposed, be approved. Ayes: Six. Moved by Miller, seconded by Thomas that the Minutes of May 26, 2010, as proposed, be approved. Ayes: Six. Citizens Oral Comments Rick Hurtado stated that he may have some treatment for paint in the entryway and that he spoke to Mayor Clark regarding the concerns in the hall. Mr. Hurtado stated that there should be five flagpoles outside and asked for permission to have someone make a replacement for the missing flagpole. There was some discussion on the type of pole material used and size of flags used. Mr. Hurtado stated that he might have some bushes for the Memorial Hall grounds from a school getting demolished. Mr. Hurtado proposed a new walkway area and handed out a sketch. There was some discussion on the proposed walkway, the POW/MIA flag mounting location and the trimming of trees. Craig White asked that the plans be forwarded to Debra Anderson, Building Official/Maintenance Administrator and Paul Huting, Leisure Services Director. Treasurer's Report Marcia Courbat gave the June 23, 2010 Treasurer's Report. Ms. Courbat reported that the commission has sold 2694 bricks at $50.00 each and 4 bricks at $250.00 each for a total of $135,700.00, with a balance of $12,072.30 in the Brick Fund. There is a balance of $4,874.40 in the General Fund and $1,296.00 in the Special fund. Ms. Courbat presented an invoice in the amount of $220.00 from Blackhawk Memorial Co., Inc. for engraving of 9 bricks. Moved by Hastings, seconded by Thomas that the invoice be approved and City Clerk authorized to submit for payment. Ayes: Six. Ms. Courbat presented a book of articles pertaining to the Memorial Hall. She also spoke about her Honor Flight trip. Chairperson's Report Chairperson White reported that he met with a radio station about a Memorial Day and Veterans Day fundraiser that will go to a veterans cause. It will also help fund the cost of a monument at the National Cattle Congress grounds. Committee Reports Building, Grounds & Operations —Richard Hastings presented a Five Sullivan Brothers photo that has been on loan to the Grout Museum and will now be on display at Memorial Hall. There was discussion of where to display the photo. Mr. Hastings also presented a box with several diaries and books that he is getting surveyed and will be placed in the vault at the City Clerk's office. He stated that a safe might be donated to Memorial Hall from the sale of Grand Hotel to the city and will keep everyone informed on that. He stated that according to Mayor Clark there was $10,000.00 set aside for eaves in the FY 2011 budget and there was some discussion regarding this issue. There was discussion regarding the fire alarm system, a window in the elevator that needs to be fixed, repairing windows so storm windows can be utilized and the cleaning of windows. Mr. Hastings indicated that he has several documents on a USB port that serves as a back up to the computer at Memorial Hall. There was discussion about adding more memory to the computer at Memorial Hall, retrieval of grave registrations, and to start a hanging photo identification program. Ms. Courbat asked about putting more bricks in the Civil War June23,2010 Paget walkway. This item was then discussed. Moved by Courbat, seconded by Miller that 15 bricks be added to the Civil War walkway be approved. Ayes: Six. Education/Historical—Randall Miller reported that the booklets are being done and thanked everyone for their involvement with the Memorial Day events. Mr. Miller suggested that a brick be made for the Sons of the Amvets Post No. 19 for their $500.00 donation. Moved by Dennis, seconded by Hastings that a brick be made for the Sons of the Amvets Post No. 19 be approved. Ayes: Six. With no further business before the commission, it was moved by Thomas, seconded by Miller that the meeting be adjourned at 6:01 p.m. Ayes: Six. Members absent: Anthony Tisdale, Marilyn Robinson. Also present: Rick Hurtado, Maria Armstrong. Moved by Thomas, seconded by Hastings that the Agenda, as proposed, be approved. Ayes: Seven. Moved by Miller, seconded by Courbat that the Minutes of January 27, 2010, as proposed, be approved. Ayes: Seven. Citizens Oral Comments Rick Hurtado announced that all of the flags are now up and will always be up. Rolling Thunder will be putting flags up and will change flags to represent all flags. Craig White suggested that the organization could start saving money for flags and that there are seven extra flag poles. He also suggested to display the United States flag, Iowa flag, POW flag and City flag. It was discussed that if there were too many flags on display they would tear each other up. Treasurer's Report Marcia Courbat gave the May 26, 2010 Treasurer's Report. Ms. Courbat reported that the commission has sold 2,687 bricks at $50.00 each and 4 bricks at $250.00 each for a total of $135,350.00, with a balance of $11,722.30 in the Brick Fund. There is a balance of $4,874.40 in the General Fund and $1,296.00 in the Special fund. Moved by Ticknor, seconded by Miller that payment of $2,460.00 to Black Hawk Memorial Co., Inc., be approved. Ayes: Seven. Marcia Courbat stated that the reason why the amount is so large is because there has not been a quorum since January and the amount has just been adding up since then. Ms. Courbat stated that she also wrote Ms. Gunderson a thank you for a donation that the commission received from her. Chairperson's Report Chairperson White reported that the Memorial Day holiday was fast approaching and the grounds needed to be washed down. Rick Hurtado suggested washing down the Vietnam ground across the river also. Committee Reports Building, Grounds & Operations —Richard Hastings reported the down spouts are needed and was quoted that it will cost approximately $6,000.00 to $10,000.00. There was discussion about going out to bid for this project when money is available. It was suggested that Debra Anderson be contacted to set up a walk through appointment for new eaves and downspouts. Richard Hastings stated that the lights outside the main doors do not work and the light right outside the ramp also doesn't work. Richard Hastings and Rick Hurtado discussed the paint that is used on the outside main doors area. Craig White also suggested that the building be cleaned the Friday before Memorial Day weekend. Education/Historical—Randall Miller reported that the Memorial Day event will take place over the weekend and he has to transport a speaker system. There was discussion about a speaker system being approved through City Council or Finance Committee for installation at the hall within the last two years. May 26, 2010 Page 2 Move by Courbat, seconded by Ticknor that installation of a new speaker system, be approved. Ayes: Seven. After research it was found that City Council approved on June 22, 2009 the submission of an application to Black Hawk County Gaming Association for grant in the amount of $6,303.00, with match of $1,600.00, for a new indoor/outdoor sound system for Veterans Memorial Hall building and Soldiers & Sailors Park. No other information was found after that date. Unfinished Business Randall Miller reported that last year a certificate for bricks for the Round Table was never given. Mr. Miller asked that he be given a certificate for "Good For One (1) Brick". There was discussion regarding the committee by-laws. New Business Donald Ticknor announced that the Sons of Unions Veterans have artifacts they would like to store and display at Memorial Hall. There was discussion regarding the storing of artifacts from other entities. There was discussion regarding the cost of the monitoring system through Hawkeye Alarm System. Ms. Courbat stated that the program for the parade was finished and ready to distribute. There was discussion about the flags at all city cemeteries. Ms. Courbat announced that she was going on an Honor Flight out of Cedar Rapids on June 22, 2010. There was discussion concerning getting an individual on an Honor Flight list and the procedures on doing that.
