Director is requesting approval of the Board to attend a Directors meeting in Charles City, Iowa. The meeting will focus on some of the much vulnerabilities in the housing industry along with procedures, policies, and regulations that cause problems for agencies. The meeting is June 18th, 2014; there is also like blanket approval to attend additional meetings in November, 2014 and January 2015 in Charles City, Iowa. Overtime is not required to attend these meetings. There is no cost associated with this meeting. From: Ethel Washington, Director Re: requesting approval to conduct a Public Hearing on May 15th, 2014 for the purpose of receiving and reviewing the public comments on the Waterloo Housing Authority's flat rents contingent upon HUD's final approval. Motion to close hearing, receive and file recommendation of approval of the Waterloo Housing Authority's Board oral and written comments if any. This hearing gives the board an opportunity to conduct a Public hearing regarding the Public Housing Flat Rents. It also gives the board the opportunity to review any public comments and have the comments considered regarding the Waterloo Housing Authority's proposed Flat Rents." The document was available for public review through May 14th, 2014. The information is located at the Housing Authority's Office for public review and written public comments. If there were public comments, the comments would be considered at the hearing. A resolution to approve the Flat Rents would be on the board's Agenda for May 15th, 2014 following the hearing. Any comments will be forwarded to HUD for review by no later than May 20th, including, evidence of the public hearing and the resolution approving the Flat Rents. The Housing Authority must make ready empty apartments and other areas within 3-7 days so that they are ready for new tenants to rent. If they aren't ready, the Housing Authority will lose rent revenue for the project and points on the Physical Housing Assessment System (PHAS) management assessment that we must certify to HUD annually. Therefore, the routine bidding process would not allow us the response time needed for each of the apartments. The unit replacement cost is approximately $:l 000.00, however, due to the anticipated volume and number of different floor plans of the units involved, establishing a cost per sq. yard for materials and the labor rate is the most appropriate solution. The Housing Authority requested bids for carpet replacement with a base number of turnover apartments and common areas for the next three years as has been done in the past. The authority replaces the carpeting in the building as the tenants move and when needed. Upon our arrival, we registered and received our conference package. We then attended a welcoming luncheon. This was very interesting as it gave me, a first time attendee, the opportunity to find out what the NAHRO organization is all about and what an important part it plays in regards to HUD and other sections of the government providing funding and other necessities for Public Housing and the Housing Choice Voucher program. On Wednesday afternoon I attended the seminar on Excellence in Customer Service moderated by Clifton Martin. This was very interesting as it defined our customer as everybody we come in contact with on a daily basis; whether it is external or internal. As Housing Coordinators, we need to set the groundwork from the beginning of our conversation with clients; making sure we give our full attention and most of all our respect to the customer. On Thursday I attended the all -day session on rent calculations. Actually, this was a refresher taught by a representative from Nan McKay. Again, I found this to be very interesting; as a new Coordinator, this seminar helped to clear up some gray areas regarding the Earned Income Disallowance for our disabled tenants who find employment. It was very interesting to learn about the difference in calculations between Public Housing and the Housing Choice Voucher program. The session ended with the changes that HUD will now accept for verifying clients' income. Friday's session on Best Practices in Iowa was very enlightening as it highlighted the issues and successes that the Iowa NAHRO is dealing with. The Public Housing Roundtable was more of a financial discussion regarding situations resulting from Sequestion and the problems it left both Public Housing and the Housing Choice programs; including such things as layoffs, reducing the number of clients served and the realization that Section 8 as we know it might not be around in years to come. truly enjoyed the conference; it was enlightening to see how other Housing Authorities function and the impact the Public Housing and the Housing Choice Voucher program s can have on families. I particularly enjoyed the success story of the Family Self Sufficiency participant who was able to work and reeducate herself so that she could truly provide for her family. Best practices for communicating on social media JULIE SNIDER Waterloo Housing Authority 2014 Iowa NAHRO Annual Conference Downtown Marriott Des Moines, Iowa April 30-May 2, 2014 I attended the above conference from April 30-May 2, 2014. On Wednesday, April 30, the session started at 1:30 p.m. and ended at 4:30 p.m. I attended a session conducted by Clifton Martin from the Baltimore Housing Authority. This session discussed Excellence in Customer Service, including how to deal with "difficult" tenants in a friendly and professional manner, as well as how to have constructive phone conversations and voice mail messages. On Thursday, May 1, the sessions were from 8:00 a.m. until 12:00 p.m. and again from 1:15 p.m. until 4:30 p.m. I attended several different sessions on Thursday, including Human Resources — Learned Lessons, which discussed proper advertising and interviewing techniques. Next was a session on public housing Capital Fund Planning. This was especially interesting as a new rule has just gone into effect. Areas discussed included appropriate expenditures from the capital fund, timelines for submissions, and the Green Physical Needs Assessment which will probably be. required beginning with FYE 6/30/15. After the awards luncheon, I attended a session on presented by Tamar Greenspan of NAHRO entitled "What's up Washington?" She discussed funding for 2014 and 2015, and projections for various issues important to public housing authorities. Finally, on Thursday, I attended "Succession Planning", which covered issues involved when looking for a new Executive Director, and the ways in which the current person should plan for this ahead of time. Thursday evening was a banquet, with more awards, and "The Mentalist" as entertainment. On Friday, May 2, from 9am to 10:15am, I attended "Best Practices in Iowa" which was hosted by Doug Romig of the Des Moines Housing Authority, and Steve Rackis from the Iowa City Housing Authority. Both discussed their efforts regarding homelessness in their respective cities, and their creative us of both funding opportunities, and networking with other agencies in their respective communities. The final session of the conference was a roundtable discussion regarding public housing issues, several HUD Representatives from the Kansas City office, as well as the Director, Karen Schlepper, were on on -hand to answer questions. Major topics of discussion included the mandatory flat rents, which are to be effective 6/1/14, as well as the Green Physical Needs Assessment requirements, as mentioned previously. Overall, it was an enjoyable conference, and I learned much about public housing issues, budget constraints, and creative ways to positively impact our communities. All of the above will definitely be helpful in my work at the Housing Authority. WATERLOO HOUSING AUTHORITY gyQ Julie Snider Housing Coordinator NOTES: May 15th, 2014 THE WATERLOO HOUSING AUTHORITY'S CURRENT REPORT As of the month of April 2014 the Waterloo Housing Authority has the capacity to serve 1056 Section 8, and 50 Public 'lousing tenants. Ridgeway Towers The Public Housing waiting list consists of approximately 20 tenants. Out of the 20 only approximately 6 are tenants that qualify for Ridgeway Towers most are over income. Section 8 baselines 1056 Section 8 lease ups 918 Public Housing lease up 50 Total 1024 WAITING LIST Applications for Section 8 tenants are taken every Thursday all day from 8am-4 pm, no appointment necessary. The Public Housing applications are taken daily. The Waterloo Housing Authority's Section 8 waiting list consists of approximately 1900 Applicants. The waiting list is still approximately 4+- years. Everyone is encouraged and welcome to apply to the Section 8 and Public Housing program. The Waterloo Housing Authority policy states the WHA will publicize the availability and nature of the Section 8 Program for extremely low-income, very low and low-income families should the waiting list become shorter than six- months, a newspaper of general circulation, and by other suitable means. . Future Project: As always the numbers below will fluctuate depending on the number of terminations, evictions or tenants that voluntarily left the program per week, month, and year. There is an average of approximately 10 tenants going off the program per month approximately (120 per year). We will be pulling tenants off of the waiting list and briefing /leasing up. We are billed monthly by other Housing Authorities for tenants that ported/moved out of Waterloo to other cities. The numbers that we are being billed for at this time is 21. Beverly, Julie, Wanda and Janet Recertification's approximately 20 per month each Movers approximately 16 per month either in town or out of town Complaints inspections approximately 2 per month New leases approximately 11 per month on the average for movers within the city. We are always playing catch up. Portability port fees are paid out to other housing authorities.
