Re: Travel Request for the Waterloo Housing Authority's Inspector to attend the Iowa
Association of Housing Officials re -certification.
The Waterloo -Housing Director is requesting the Board's approval to send its Inspector to
attend and certify in the Iowa Association of Housing Officials re -certification courses.
The Housing Inspector will gain knowledge on the structural components of housing,
including; Interiors, Insulation Ventilation and Fireplaces, Plumbing Certification and
Recertification.
IAHO's purpose is to provide a vehicle for the development, discussion and dissemination
of housing inspection programs and processes; promotion of knowledge, ethical standards
and competency of individuals and agencies engaged in housing inspections; and to
encourage uniformity in code interpretation and enforcement.
The Iowa Association of Housing Officials are offering the required certification at
Hawkeye Community College on April 2, 3, and 4, 2014.
Overtime is not required to attend the certification.
The training will be funded through the Waterloo Housing Authority's
FEDERALLY FUNDED Voucher budget set aside for training.
The Waterloo Housing Authority's cost for the registration is a total of $200.00
The Housing Authority is requesting the approval of John Lenius' attendance to the Iowa
Association Housing Officials certification.

Re: requesting approval to conduct a Public Hearing on March 27°i, 2014 for the purpose
of receiving and reviewing the public comments on the Waterloo Housing Authority's
proposed FY 2014 Annual Plan.
Hold Hearing- There were no comments.
Motion to receive and file proof of publication of notice of public hearing.
Motion to close hearing, receive and file recommendation of approval of the Waterloo
Housing Authority's Board oral and written comments if any.
This hearing gives the board an opportunity to conduct a Public hearing regarding the
Public Housing Annual Plan. It also give the board the opportunity to review any public
comments and have the comments considered regarding the Waterloo Housing
Authority's proposed Annual Plan or "Agency Plan." The Housing Authority met with
residents and tenants of Public Housing and the Section 8 Program to discuss the Agency
Plan.
The Agency Plan and its resource documents were available for public review from
January 29th, through March 21st, 2014. The Agency Plan copies were located at the
Public Library, the City Clerk's Office and the Authority's Office for public review and
written public comments.
If there were public comments, the comments would be considered at the hearing and, if
needed, changes made to the Agency Plan. A resolution to approve the Agency Plan
would be on the board's Agenda for March 27th, 2014 following the hearing. The Agency
Plan will be forwarded to HUD for review by no later than April 17, 2014, including
supporting documents, evidence of the public hearing and the resolution approving the
Agency Plan.

Subject: Approval and Resolution to accept a 2014 HUD Capital Fund Grant
The Waterloo Housing Authority (WHA) received notice of Capital Funds
Program (CFP) funding availability of $47,009.00 for FY14.
The purpose of the grant is for modernization projects at Ridgeway Towers such as
roofs, windows, kitchen cabinets, etc.
The Housing Authority's share was calculated on the basis of current information
available in HUD's data system regarding the age of our units, the number of bedrooms
and the total number of units rather than on an as needed basis.
The funds must be expended during the next four years for a range of projects
from operating expenses at Ridgeway Towers to furniture and building maintenance. The
budget submitted can be revised at any time during the next couple of years.
The Director is requesting the Board's approval of the Capital Fund Contract.

(CFP) Amendment
To The Consolidated Annual Contributions
Contract (form HUD-53012)

Whereas, (Public Housing Authority) Waterloo Housing Authority IA050 (herein called the "PHA")
and the United States of America, Secretary of Housing and Urban Development (herein called "HUD") entered into Consolidated Annual Contributions
Contract(s) ACC(s) Numbers(s) KC-3047 dated 11/15/1995
Whereas, HUD has agreed to provide CFP assistance, upon execution of this Amendment, to the PHA in the amount to be specified below for the
purpose of assisting the PHA in carrying out development, capital and management activities at existing public housing projects in order to ensure that
such projects continue to be available to serve low-income families. HUD reserves the right to provide additional CFP assistance in this FY to the
PHA. HUD yi d ACC Amendment authorizing such additional amounts.

Whereas, HUD and the PHA are entering into the CFP Amendment Number
Now Therefore, the ACC(s) is (are) amended as follows:
1. The ACC(s) is (are) amended to provide CFP assistance in the amount
specified above for development, capital and management activities of PHA
projects. This CFP Amendment is a part of the ACC(s).
2. The PHA must carry out all development, capital and management activities
in accordance with the United States Housing Act of 1937 (the Act), 24 CFR
Part 905 (the Capital Fund Final rule) published at 78 Fed. Reg. 63748
(October 24, 2013), as well as other applicable HUD requirements.
3. The PHA has a HUD -approved Capital Fund Five Year Action Plan and has
complied with the requirements for reporting on open grants through the
Performance and Evaluation Report. The PHA must comply with 24 CFR
905.300 of the Capital Fund Final rule regarding amendment of the Five Year
Action Plan where the PHA proposes a Significant Amendment the Capital
Fund Five Year Action Plan.
4. For cases where HUD has approved a Capital Fund Financing Amendment
to the ACC, HUD will deduct the payment for amortization scheduled
payments from the grant immediately on the effective date of this CFP
Amendment. The payment of CFP funds due per the amortization scheduled
will be made directly to a designated trustee within 3 days of the due date.
5. Unless otherwise provided, the 24 month time period in which the PHA must
obligate this CFP assistance pursuant to section 90)(1) of the Act and 48
month time period in which the PHA must expend this CFP assistance
pursuant to section 90)(5) of the Act starts with the effective date of this CFP
amendment (the date on which CFP assistance becomes available to the PHA
for obligation). Any additional CFP assistance this FY will start with the same
effective date.
6. Subject to the provisions of the ACC(s) and paragraph 3, and to assist in
development, capital and management activities, HUD agrees to disburse to
the PHA or the designated trustee from time to time as needed up to the
amount of the funding assistance specified herein.
7. The PHA shall continue to operate each public housing project as low-
income housing in compliance with the ACC(s), as amended, the Act and all
HUD regulations for a period of twenty years after the last disbursement of
CFP assistance for modernization activities for each public housing project or
portion thereof and for a period of forty years after the last distribution of CFP
assistance for development activities for each public housing project and for a
period of ten years following the last payment of assistance from the Operating
Fund to each public housing project.
However, the provisions of Section 7 of the ACC shall remain in effect for so
long as HUD determines there is any outstanding indebtedness of the PHA to
HUD which arose in connection with any public housing project(s) under the
ACC(s) and which is not eligible for forgiveness, and provided further that, no
disposition of any project covered by this amendment shall occur unless
approved by HUD.
8. The PHA will accept all CFP assistance provided for this FY. If the PHA does
not comply with any of its obligations under this CFP Amendment and does not
have its Annual PHA Plan approved within the period specified by HUD, HUD
shall impose such penalties or take such remedial action as provided by law.
HUD may direct the PHA to terminate all work described in the Capital Fund
Annual Statement of the Annual PHA Plan. In such case, the PHA shall only
incur additional costs with HUD approval.
9. Implementation or use of funding assistance provided under this CFP
Amendment is subject to the attached corrective action order(s).

10. The PHA is required to report in the format and frequency established by
HUD on all open Capital Fund grantslAwarded, including information on the
installation of energy conservation miiisures.

11. If CFP assistance is provided for activities authorized pursuant to
agreements between HUD and the PHA under the Rental Assistance
Demonstration Program, the PHA shall follow such applicable statutory
authorities and all applicable HUD regulations and requirements.
For total conversion of public housing projects, the provisions of Section 7 of the
ACC shall remain in effect for so long as HUD determines there is any
outstanding indebtedness of the PHA to HUD which arose in connection with
any public housing projects(s) under the ACC(s) and which is not eligible for
forgiveness, and provided further that, no disposition or conversion of any public
housing project covered by these terms and conditions shall occur unless
approved by HUD. For partial conversion, the PHA shall continue to operate
each non -converted public housing project as low-income housing in
accordance with paragraph 7.
12. CFP assistance provided as an Emergency grant shall be subject to a 12
month obligation and 24 month expenditure time period, respectively. CFP
assistance provided as a Safety and Security or Natural Disaster grant shall be
subject to a 24 month obligation and 48 month expenditure time period,
respectively. The start date shall be the date on which such funding becomes
available to the PHA for obligation. The PHA must record the Decaration(s) of
Trust within 60 days of the effective date or HUD will recapture the funds.
The parties have executed this CFP Amendment, and it will be effective on 5/13/2014. This is the date on which CFP assistance becomes available to
the PHA for obligation.

A request was made to three Lawn care services for bids on the lawn care at 225 W.
Ridgeway;
The services WHA would require are as follows: hid to mow and trim the lawn, blow
grass off of the walks and driveway, fertilize and weed control services of the lawn,
The following two companies replied and submitted bids:
Waspie Pine Lawn Care service: Total contract cost per mowing is
Lawn care $ 85.00 and four rounds of fertilizing $1.63.00
Cedar Valley Lawn Care Service: Total contract cost per mowing is
Lawn care S 89.00 and four rounds of fertilizing $1.20.00
B&B Lawn Care Service: No reply
The successful bidder understands that this is a three year contract; the Waterloo
Housing Authority may cancel this arrangement with a thirty (30) day notice if the
Authority has knowledge that all conditions as stated in this bid request are not being
fulfilled.
The funds for the service will be taken from the Ridgeway Towers budget Fund 283
Activity 5450. The low bid for the total cost of the service was from Cedar Valley Lawn
Care.
T'he housing authority recommends approval of the bid from Cedar Valley Lawn Care.

SUBJECT: Request for authorization to set date of Public Hearing for May 15th, 2014
for the purpose of receiving public comments on the HUD proposed Flat Rents for
(Public Housing) Ridgeway Towers.
This is a written request that a hearing shall be published advising the public of their
opportunity to make comments and have their comments considered regarding the HUD
proposed Flat Rents. The Housing Authority met with the residents of the Public
Housing Program regarding the proposed flat rents.
The proposed flat rent resource documents will be available for public review from
Monday April 15th, to May 14th, 2014 for 30 days. The documentation will be located at
the Waterloo Housing Authority's Office for review and for written public comments.
After the public hearing to receive comments, the comments will be "if needed." sent to
HUD. A resolution to approve the Flat rents will be on the board's agenda for Thursday
May, 15th, 2014. Flat rents will become effective June 1st, 2014.

THE WATERLOO HOUSING AUTHORITY'S CURRENT REPORT
As of the month of October 2013 the Waterloo Housing Authority has the capacity
to serve 1056 Section 8, and 50 Public housing tenants.

The Public Housing waiting list consists of approximately 20 tenants. Out of
the 20 only approximately 6 are tenants that qualify for Ridgeway Towers
most are over income.

Applications for Section 8 tenants are taken every Thursday all day from 8am-4
pm, no appointment necessary.
The Public Housing applications are taken daily.
The Waterloo Housing Authority's Section 8 waiting list consists of approximately
1900 Applicants.
The waiting list is still approximately 4+- years.
Everyone is encouraged and welcome to apply to the Section 8 and Public
Housing program.
The Waterloo Housing Authority policy states the WHA will publicize the
availability and nature of the Section 8 Program for extremely low-income,
very low and low-income families should the waiting list become shorter than
six- months, a newspaper of general circulation, and by other suitable means.

As always the numbers below will fluctuate depending on the number of
terminations, evictions or tenants that voluntarily left the program per week,
month, and year.
There is an average of approximately 10 tenants going off the program per
month approximately (120 per year).
We will be pulling tenants off of the waiting list and briefing /leasing up.
We are billed monthly by other Housing Authorities for tenants that ported/moved
out of Waterloo to other cities. The numbers that we are being billed for at this time
is 21.
