Members Present: Greenwood, Schmitt, Welper, Hart, Jones, Dillon, Waterman,
and Washington. Absent: Carolyn Cole
Motioned by Getty, seconded by Welper that the Agenda and the minutes from the
November 17`h, 2012 meeting be approved. Ayes: All Motions Carried.
Motioned by Schmitt, seconded by Hart for the approval of authorization to seek
bids to re-route water sprinkler pipes to maintain an 18" clearance from storage
cabinets etc. in apartments 102, 104, 106 and 108 at Ridgeway Towers. Need to
seek bids to re-route the pipes. Ayes: All. Motion carried. Was there any
questions?
Board conversation was why do we have to move the sprinkles after they've been
below 18" for approximately 30+ years? Especially understanding that this was a
code when the building was erected. The board didn't think it made sense. Ethel.
asked if they could have the sprinklers re-routed in apartment 102, 104, 106, and
108 because we need to be in compliance.
Motioned by Schmitt, seconded by Hart for Approval of travel request to the Iowa
National Association of Housing Redevelopment Officials (INAHRO)
conference/training on April 17th thru 19th, 2013. All. Motion carried
Motioned by Schmitt, seconded by Hart for travel request to Nan McKay
Executive Management training in Emeryville, Calif. April 14-19, 2013. All.

Motioned by Schmitt, seconded by Hart Resolution and authorization to publish
notice of WHA's PHA Plan for a 45-day comment period. All. Motion carried
Motioned by Schmitt, seconded by Hart Approval to renew the annual HAPPY
Software support contract for the Waterloo Housing Authority. All. Motion

Re: Approval to re-route water pipes with sprinklers to maintain an 18" clearance in four
(4) apartments at Ridgeway Towers.
The Waterloo Housing Authority sought authorization from the board to request bids for
the re-routing of the water pipes with sprinkler heads in apartments 102, 104, 106 and 108
at the Ridgeway Towers apartment building. "The fire code states there must be a
clearance of at least 18" directly between the sprinkler head and cabinets, there must not
be any stacking, accumulation on counters, top of Cabinets, floors and desk without an 18"
clearance".
Request was sent out to the following companies; Black Hawk sprinklers, Cedar Valley
Sprinkler, and Iowa Sprinklers of Cedar Rapids sprinklers with only one reply from
Company below.
Black Hawk Sprinklers:
Install 4 new sprinklers heads in kitchens, to get heads away from cabinet
Obstruction Provide recessed head wrench and spare sprinklers for the head cabinet as
needed

Re: requesting approval to conduct a Public Hearing on March 28°d, 2013 for the purpose
of approving the FY 2013 Annual Plan.
Hold Hearing- There were no comments.
Motion to receive and file proof of publication of notice of public hearing.
Motion to close hearing, receive and file recommendation of approval of the Waterloo
Housing Authority's Board oral and written comments if any.
This hearing gives the board an opportunity to conduct a public hearing regarding the
Public Housing Annual Plan. It also give the board the opportunity to review any public
comments and have the comments considered regarding the Waterloo Housing
Authority's proposed Annual Plan or "Agency Plan." The Housing Authority met with
residents and tenants of Public Housing and the Section 8 Program to discuss the Agency
Plan.
The Agency Plan and its resource document were available for public review from
January 28th, through March 25th, 2013 for 45 days. The Agency Plan copies were
located at the Public Library, the City Clerk's Office and the Authority's Office for public
review and written public comments.
If there were public comments, the comments would be considered at the hearing and, if
needed, changes made to the Agency Plan.
A resolution to approve the Agency Plan would be on the board's Agenda for March 28th'
2013 following the hearing. The Agency Plan will be forwarded to HUD for review by
no later than April 17, 2013, including supporting documents, evidence of the public
hearing and the resolution approving the Agency Plan.

RE: Purchase new truck for housing inspections
The Waterloo Housing Authority's Director is requesting the Board's approval to
purchase a truck for inspections and some snow removal at Ridgeway Towers. The Ford
Ranger was manufactured in 1998; the model has been discontinued vendors are having
problems obtaining parts for repairs.
The Waterloo Housing Authority's Director is requesting the Board's approval to work
with Mark Rice (Director of City Garage) to purchase a vehicle possibly four-wheel drive
Truck.
The cost for this vehicle will be funded through the Waterloo Housing Authority's
FEDERALLY FUNDED Section 8/ Public Housing budget set aside for this purpose.

Dear Waterloo I-Iousing Authority's Board of Commissioners:
We have received a request from Veridian Credit Union to subordinate the City's position
on a $3,500.00 Forgivable down payment loan to second place (or same position as old
loan).
This loan was given to the Jason S. Robson and Ava M. Robson through the Waterloo
Housing Down Payment Program. Approval of the subordination requests will enable Mr.
and Mrs. Robson to refinance their first mortgage at Veridian Credit Union to obtain a
lower interest rate, and with lower payments.
We enclose the Subordination Agreements for execution by the Chairperson of the
Waterloo Housing Authority's board. Please contact me if you have any questions or

SUBORDINATION AGREEMENT
The City of Waterloo, lowa, acting by and through the Waterloo Housing Authority, makes this
Agreement
WHEREAS, Jason S. Robson and Ava M. Robson, is refinancing certain real estate, which is
commonly known as 1832 Locke Street, Waterloo, Iowa.
Legal described as follows:
Pleasant View Addition Lot 143, in the City of Waterloo, Black 1-Iawk County, Iowa.
WHEREAS, said Jason S. Robson and Ava M. Robson received a Mortgage loan from the City
dated 11/17/09 and filed for record on 01/21/2010 in City Lot Mortgage Book 2010 00014000,
WHEREAS, this Mortgage loan secures the sum of $3500.00 but provides that said Mortgage loan
will be forgiven by the City if said Jason S. Robson and Ava M. Robson retains legal possession of
this property for a period of five years from the date of the Mortgage: and
WHEREAS, the City is willing to subordinate this Mortgage interest to a new Mortgage loan to be
given by said Jason S. Robson and Ava M. Robson Veridian Credit Union.
Now, therefore, in consideration of the mutual benefits accruing to the City and Jason S. Robson
and Ava M. Robson, and other valuable consideration, the receipt and sufficiency of which is
hereby acknowledged, it is hereby declared, understood and agreed as follows:
1. That the Mortgage securing the Note in favor of Veridian Credit Union.
shall unconditionally be and remain at all times a lien or charge on the real estate described herein,
prior and superior to the lien of the Mortgage to the City, which was given by Jason S. Robson and
Ava M. Robson, dated 11/17/09, and filed for record 1 /21/2010, in City Lot Mortgage Book 2010
00014000.
2. That the Mortgage executed by Jason S. Robson and Ava M. Robson to the City, is and shall be
subject both in lien and payment to the Mortgage dated 11/17/09, made by JASON S. ROBSON
AND AVA M. ROBSON to Veridian Credit Union and the lien of said latter Mortgage shall not be
affected or impaired by judicial sale under a judgment recovered under the Mortgage given to the
City, but any such sale shall be expressly subject to the lien of the Mortgage dated 11/17/09.

Re: Resolution and acceptance of the HUD Statement of operating receipts and
Expenditures
Following is the calculated Waterloo Housing Authority operating receipts
and expenditures to HUD for the Ridgeway Towers Public Housing fiscal year
ending 6/30/2013
The operating receipts and expenditure approval does not have to be submitted to
HUD. It does need to be presented to the board for approval and inclusion in the
board minutes.
This Statement of Operating Receipts and Expenditure includes all revenues and
expenditures for the Ridgeway Towers Public Housing Project.
The Waterloo Housing Authority is requesting the board's approval of the
Statement.

THE WATERLOO HOUSING AUTHORITY'S CURRENT REPORT
As of the week of January 301h, 2012 the Waterloo Housing Authority has the
capacity to serve 1056 Section 8, and 50 Public Housing tenants.
A coordinator or housing staff was hired January 22, 2013..
She is working out well.
Ridgeway Towers
The Public Housing waiting list consists of approximately 15 tenants. Out of
the 15 only 2 are tenants that qualify for Ridgeway Towers as they are under
55 years old or over income. A tenant may be terminated for violations of the
program.

WAITING LIST
Applications for Section 8 tenants are taken every Thursday all day from 8am-4
pm, no appointment necessary.
The Public Housing applications are taken daily.
The Waterloo Housing Authority's Section 8 waiting list consists of approximately
1959 Applicants.
The waiting list is still approximately 31/2- years.
Everyone is encouraged and welcome to apply to the Section 8 and Public
Housing program.
The Waterloo Housing Authority policy states the WHA will publicize the
availability and nature of the Section 8 Program for extremely low-income,
very low and low-income families should the waiting list become shorter than
six- months, a newspaper of general circulation, and by other suitable means.

RIDGEWAY Towers projects in progress.
Future Project:
Roof on the building will be replaced in the near future.
As always the numbers below will fluctuate depending on the number of
terminations, evictions or tenants that voluntarily left the program per week,
month, and year.
There is an average of approximately 14-16 tenants going off the program each
month approximately (180 per year).
We pull approximately 35 to 40 prospective tenants off of the waiting list on a
by- monthly basis for lease ups. We are slowing the process until we know
what is going on with the sequestration.
We are billed monthly by other Housing Authorities for tenants that ported/moved
out of Waterloo to other cities.
The numbers for that as of this month are 17.
Working on the underground detention pond is in process and will be completed in
the Spring.
