Justification of need for position: Traffic control and street lighting systems must be properly maintained for orderly
and safe. flow of traffic. This is a complicated and labor-intensive task. We maintain 200 signalized intersection and
approximately 1,800 city -owned street lights along with outdoor warning sirens. At least 2 crews of 2 electricians
each are needed to maintain the workload.
What are the likely consequences if the position is not filled? SHORT TERM: Our priority list will take longer to
complete calls and complaints will have longer delays in having the tasks completed. LONG TERM: Longer
outages of street lights causes a safety issue. More expensive outsourcing and hiring services could be expected.

PERSONNEL REQUISITION
Maintenance Electrician
The following questions are provided as guidelines to assist you in developing your
rational for the position of Maintenance Electrician in the Traffic Operations department.
Depending upon your situation, some questions may or may not apply. Please provide
written responses to these questions as part of your preparation for meeting with the
Mayor.
(1) What are the key job responsibilities of this position?
Install new traffic signals and streetlights. Emergency response to signal
failure, including nights and weekends. Maintenance of all traffic signals
and street lights throughout the city, including Elk Run Heights and
Evansdale thru 28E agreements. Maintain the city's 18 early warning
sirens. Provide electrical services to other city departments. Locate
underground facilities throughout the city. Augment the Street Department
during the winter season. Repair damaged signals and streetlights due to
accidents. Assist Police Department at crime scenes and accidents.
(2) Can the job responsibilities of this position be assigned to other employees
within the department? If no, why not?
No. Our workforce is overwhelmed now. Our work takes very skilled
individuals. Not all employees are licensed electricians or trained for this
type of job.
(3) How is the work of this position being accomplished now?
Jobs will not be getting completed in a timely manner.
(4) Are the filled positions in your department currently being utilized to their
maximum potential?
Yes, they are very busy — trying to complete jobs as soon as possible
without working overtime.
(5) How would filling this position meet the needs of your department or the City
on either a short-term basis (if temporary position) or a long-term basis (if a
regular position)?
It will assure that we have 2 crews working to perform maintenance and to
complete projects safely. We will be able to complete required work in a
timely manner. It will keep present job productivity to continue and also
keep work progressing during the vacation season, which is usually during
peak construction.
(6) What cost savings or revenues, if any, would your department or the City
realize if this position is filled?
The cost savings will be significant when the work is done in-house rather
than hiring a contractor to complete specified jobs. Our LED replacement
project is on -going, with energy savings and rebates.
(7) If you are paying overtime or comp time within your department to
accomplish this work now, how much overtime or comp time has been paid
out or earned that is directly attributable to this position and over what period
of time?
I rarely approve overtime (pay or comp) — only for emergencies, snow or
to complete a job for citizens' safety.
(8) How has the work load or demands of your department changed in
comparison to your staffing levels over the past three fiscal years? Provide
statistics if possible.
Our workload and demands have increased over the past years due to
deterioration of underground cables for streetlights and signals. Street
light poles and bases, and traffic poles are in need of replacement.
Education and hands-on training for new state-of-the-art technology for
traffic control (fiber optics, video detection, video monitoring cameras,
backup batteries for intersections, early warning sirens, computer
software, etc.) is a necessity for our staff, as well as implementing it in the
field.
(9) How are the job responsibilities of this position tied to the City's primary
goals?
As with the WFR and Police Departments, to the thousands of citizens
traveling throughout the city, our top priority is safety — to make sure the
safety of motorists and/or pedestrians is not compromised. Traffic signals,
street lights, signs, line striping, early warning sirens and plowing are all
safety measures. The efficient movement of people and goods throughout
the city is another goal tied to this position.
(10) If this position is not filled, what affect will it have on your department?
What work will not get done? What costs will you incur? Please be as
specific as possible.
Some projects will not be done. Some work will need to be contracted out;
some new DOT safety projects would be jeopardized. The costs that would
be incurred for a contractor would be very expensive. Some of our work is
extremely specialized, so to find a contractor with the expertise training to
work on the equipment and material would be difficult.
(11) How do you cover the responsibilities for this position whenever the
incumbent is out on vacation?
To plan ahead, vacation time and other time such as snow removal is
planned for in advance. Workload is assigned to account for vacations, etc.
(12) Is it possible that the City could outsource this position to an outside
agency? If so, what savings, if any, would the City realize as a result of this
change?
Yes — it would be possible to outsource this position, but it would be
impractical. To have an outside contractor (individual) to be given the same
responsibility that is required by city employees to perform certain
maintenance involving public safety is an issue that we would not want to
combat — especially with the union.
There would be no savings to the city, as no contractor has the years of
experience that the employees of the Traffic Operations Department have,
nor the quality of skill. We are frequently called upon to assist a contractor
in troubleshooting when jobs are under a city contract.
(13) How would you rank this position in terms of its contribution to City
business in comparison with other positions reporting to you?
To fill this position before the '16 construction season ends is top priority.

GENERAL STATEMENT OF DUTIES
Performs journeyman level electrical duties in the installation, maintenance and repair of streetlights, traffic
signals, commercial and industrial type wiring applications in City buildings and facilities. The work is performed
under the general direction of the Traffic Operations Superintendent and Electrical Foreman but considerable
leeway is granted for the exercise of independent judgement and initiative. Supervises or directs subordinate
personnel.
EXAMPLES OF ESSENTIAL FUNCTIONS

These functions are considered essential for
successful performance in this job classification.
1. Supervises, assigns and participates in the
installation, maintenance and repair of the
City's traffic signals and streetlights including
the setting of poles and mast arms, fiber
optics, the splicing of cable and the
installation of signal heads and lights.
2. Assesses and repairs complex electrical
problems using tools, materials and
procedures involved in journeyman level
electrical operations.
3. Operates aerial lift truck, trencher/backhoe,
end loader, tractor/trailer combination,
concrete saw, air hammer and other power
tools.
4. Works from blueprints, plans and diagrams.
5. Instructs subordinate personnel in proper
methods of electrical maintenance and repair
and inspects work for conformance to
instructions and applicable electrical
standards.
6. Makes test operations of new equipment in
workshop prior to installation in the field.
7. Repairs damaged or defective units and
installs and inspects equipment for proper
operation.
8. Instructs subordinates in proper methods of
rewiring and rebuilding controls.
9. Performs electrical maintenance for other
municipal departments including testing,
locating, repairing trouble in electrical
circuits and equipment, replacing defective
parts in electrical motors, generators, pumps,
other fixtures and appliances.
10. Works from unprotected heights using
ladders, scaffolding, or lift truck up to
seventy feet in the air; works in busy traffic
areas such as street intersections and
construction areas.
11. Responds to citizen complaints and calls for
service on traffic signals, sharing
night/weekend/holiday call on a rotating,
weekly basis with other department
employees.
12. Performs electrical maintenance and repairs
in trenches and on uneven ground.
13. Keeps a daily log sheet of work performed.
14. Works independently and with others with
minimum supervision.
15. Attends work regularly at the designated
place and time.
16. Works outside in all weather conditions;
works near moving mechanical equipment
and electrical hazards; operates equipment
and tools that cause vibration; noise level is
often loud; atmosphere may contain dust and
fumes from traffic and particles from sawing
and jack hammering concrete or asphalt.
17. Performs all work duties and activities in
accordance with City policies, procedures
and OSHA, City, and Traffic Operations
safety rules and regulations.

REQUIRED KNOWLEDGE & ABILITIES
1. Comprehensive knowledge of standard
practices, tools and terminology of the
electrical trade and electrical theory.
2. Ability to make repairs to complicated
electrical wiring, fiber optics, fixtures and
equipment.
3. Ability to read and work from blueprints,
plans and diagrams.
4. Ability to plan, assign, supervise and review
work of subordinate employees.
5. Ability to safely operate an aerial lift truck,
trencher/backhoe, end loader, tractor/trailer
combination, concrete saw, air hammer and
other power tools
6. Ability to discuss traffic signal and streetlight
maintenance and repair issues with members
of the public tactfully and promptly, in a
clear, concise and easily understandable
manner.
7. Ability to communicate effectively and

City employees, supervisors and the public.

regarding work performed.
9. Ability to use independent judgement to
recognize and solve problems as they occur
and to purchase equipment, materials and

ACCEPTABLE EXPERIENCE & TRAINING
1. High school graduate/GED.
2. Journeyman electrician with minimum one
year experience, supplemented by studies in
electrical shop work or other vocational
school (verification required).
3. Iowa Class A or B Commercial Driver's
License by end of probation period. Good
driving record based on City of Waterloo
insurability criteria. Four or more moving
violations within the previous three years,
three or more moving violations within the
previous one year, or loss of license or
conviction for DWI, reckless driving or other
major moving violation within the previous
five years will automatically eliminate
candidate from consideration. Loss of
license or conviction for DWI, reckless
driving or other major moving violation after
employment will result in layoff, unpaid
leave of absence and/or disciplinary action up
to and including termination depending on
insurability. Four or more citations for
moving violations within a three-year period
or three or more citations for moving
violations within a one-year period will be
reviewed on a case -by -case basis and
continued employment will depend on
insurability. Two or more at -fault accidents
within a three-year period while driving a
City vehicle may result in disciplinary action
up to and including termination.
ESSENTIAL PHYSICAL ABILITIES
The following physical abilities are required with or
without accommodation.
1. Sufficient strength to perform assigned tasks
(lifting mast arms weighing 60-70 pounds is
necessary — may request help as needed).
2. Sufficient speech and hearing that permits the
employee to communicate effectively with
coworkers in person, over the telephone or
over a radio.
3. Sufficient color vision to identify indicator
lights on electronic control panels and color-
coded electrical wiring; sufficient depth
perception, distance and peripheral vision to
safely operate vehicles and equipment and
assess complex electrical problems; sufficient
dexterity to safely operate power and manual
electrical repair and maintenance tools;
sufficient hearing to understand verbal
instructions, respond to questions from the
public, and to hear traffic in work areas.
4. Sufficient personal mobility that permits the
employee to operate required equipment
safely in all types of weather and to go to
work sites all over town and perform required
maintenance.
MISCELLANEOUS
1. Must wear personal protective equipment
such as safety shoes, safety glasses, safety
vest, hearing protection, gloves and hardhat.
2. Must comply with City of Waterloo
residency policy for critical employees (must
live within ten mile radius of Waterloo City
Hall). Must maintain a telephone number
where can be reached quickly.
3. Must submit to Department of Transportation
alcohol and drug testing requirements
including pre -employment, post -accident,
reasonable suspicion, random and return-to-
duty/follow-up testing.
4. Following a conditional offer of employment,
the City of Waterloo requires a physical
examination and a drug test by a physician of
the City's choice to determine if an applicant
is capable of performing the essential
functions of the position.
5. The City of Waterloo reserves the right to
conduct a background investigation including
employment and criminal history checks on
any applicant being considered for this
position.
6. Must submit to Civil Service examination
procedures including a panel interview.
WORK SCHEDULE
Generally 7:00 a.m. to 3:00 p.m. Monday through
Friday with twenty -minute paid lunch. Will be
required to respond to emergency calls on weekends,
evenings and holidays, alternating with other
department personnel. Limited overtime.
