Service list and promote one (1) to the position of Battalion Chief.

process to create a Civil Service list for the position of Clerk 1 ( Records
Clerk) and appoint two individuals from the list to fill vacant positions.
4. Request from Community Planning & Development Director to begin the
Civil Service process and promote two (2) to the position of Planner II in the
Planning & Zoning Department.

Justification of need for position: The Police Department does not currently have an active civil service list to hire a
Clerk 1 position for the Records Division. The records division currently has 4 Records Clerks which are clerk 1 pay
grade. We have an open postion for a Clerk with Ruth Muller transfering to the Property Division to fill the vacancy
of Property Evidence Tech. We will also have another open postion on 4/1/16 when Molly Voiding resignation takes
effect. A certified list is needed to fill these 2 vacancies.
What are the likely consequences if the position is not filled? The Police Department is required to hire from a civil
service list for this position. If there is not a list to hire from the Police Department will not be able to fill the vacant
postions and will lack the adequate manpower to staff the Records division causing the records division to fall behind

Justification of need for position: The Battalion Chief (BC) position controls the direction of all fire operations. A
BC does daily rosters that strategically positions personnel. BCs respond to all major incidents and fill the role of
incident commander.BCs ensure the safe day -to day operations of the fire department.
What are the likely consequences if the position is not filled? Operations and leadership would suffer. Our BCs are
the Chiefs of their assigned shifts.We need to start the testing process as soon as possible in an effort to have a list in
place before scheduled retirements. We do not have an active list.
