Justification of need for position: In FY 15 the Police Department was reduced by three Officers positions by
attrition. The retirements of Captain Tim Pillack on 6/2/14, and Officer John DeKoster on 1/23/14 and the
resignation of Officer Andrew Naumann on 4/25/14 completed the reduction in staff set forth by the FY 15 budget.
The Waterloo city council adopted the current FY 16 budget and decided to replace two of the positions that were
reduced in the FY 15 Police Department budget. The FY 16 budget was adopted and certified creating these open
positions in the Police Department.
What are the likely consequences if the position is not filled? The police department will lack adequate
manpower to staff the patrol shifts costing overtime and to jeopardize the ability to be proactive in our community
programs.
