Justification of need for position: On December 31, 2014, Catherine Smith will retire from the Waterloo Police
Department. This position is necessary to fill the vacancy created from her retirement. Ms. Smith's position was that
of a Secretary, but was being paid out of rank pay due to assigned duties of an Administrative Secretary.
What are the likely consequences if the position is not filled? Not filling this position would leave the Police
Department a void in ordering supplies, processing of alarm billing, handling routing incoming and outgoing mail,
and handling notification and cancellation of court notices, which would have the potential of costing a great deal of
unneeded overtime cost. This position is a vital to the success of the Police Department.
