GENERAL STATEMENT OF DUTIES
Responsible for daily supervision and administration of a coordinated Block Grant and Housing program. The
work is performed under the general direction of the City Planner, but considerable leeway is granted for the
exercise of independent judgement and initiative. Supervises seven professional, maintenance and clerical
employees.
EXAMPLES OF ESSENTIAL FUNCTIONS

These functions are considered essential for
successful performance in this job classification.
1. Ensures compliance with all HUD
regulations through ongoing monitoring of
programs and training staff.
2. Plans, organizes, directs and reviews work of
Housing staff.
3. Coordinates and monitors tenant selection
and placement in accordance with HUD
regulations, State and local laws and tenant
references based on staff interviews and
verification of intake information.
4. Monitors inspection of buildings and grounds
to ensure completion of maintenance
activities and tenant satisfaction with
assigned housing.
5. Assesses community housing needs and
problems.
6. Coordinates purchase of supplies and
payment of bills.
7. Investigates and assists in resolving housing
related complaints, conflicts and problems of
tenants, property owners, staff and the
general public.
8. Assists Housing Block Grant Program
Manager in developing and implementing a
comprehensive housing plan for the City and
the development of property identified in the
plan using reserve funds.
9. Prepares applications and supporting
documentation for various federally funded
housing programs.
10. Submits required reports to HUD or other
Federal and State agencies.
11. Compiles reports, performs data entry and
completes forms on personal computer using
the applicable software.
12. Maintains effective communication with
tenants, landlords, staff and the general
public.
13. Works independently and with others with
limited supervision.
14. Attends work regularly at the designated
place and time.
15. Performs all work duties and activities in
accordance with City and Community,
Planning & Development policies,
procedures and safety rules.
16. Performs related work as assigned.
REQUIRED KNOWLEDGE & ABILITIES
1. Thorough knowledge of federal regulations
related to federally funded housing programs.
2. Personal computer skills and ability to learn
related software applications, enter and
retrieve information on a computer, develop
computer -generated reports and update
records.
3. Ability to supervise, direct, monitor and
review professional, maintenance and office
staff.
4. Ability to plan, organize and promote
housing, economic development and other
Federal and State programs.
5. Ability to read, understand and follow
government regulations regarding public
housing and to analyze and interpret data,
review materials on a variety of grant
programs and act as liaison with other
government subdivisions.
6. Ability to review operating and financial
statements and administrative reports.
7. Ability to respond to questions from
landlords, tenants, government agency
representatives, the media, public officials
and the general public tactfully and in a clear,
concise and easily understandable manner.
8. Ability to communicate effectively and
maintain working relationships with other
City employees, supervisors, Federal, State
and other government subdivisions and
agencies.
9. Ability to keep accurate and thorough records
regarding public housing programs.
10. Ability to work with people from a broad
variety of social, economic, racial, ethnic,
and educational backgrounds.
ACCEPTABLE EXPERIENCE & TRAINING
1. Bachelor's Degree in business management,
public administration, planning or related
field with at least three years progressively
more responsible experience in community
development, planning, housing or related
field; prefer experience as a director or
assistant director of a public housing program
OR
Any equivalent combination of education and
experience that provides the knowledge,
skills and abilities necessary to perform the
work.
2. Public Housing Manager Certificate or ability
to obtain within eighteen months of
appointment.
2. If using City vehicle, must have Iowa
Driver's License and good driving record
based on the City of Waterloo insurability
criteria.
ESSENTIAL PHYSICAL ABILITIES
The following physical abilities are required with or
without accommodation.
1. Speech and hearing that permits the
employee to communicate effectively with
other employees, tenants, landlords, Federal,
State and other government subdivisions and
agencies in person or by telephone.
2. Personal mobility that permits the employee
to operate a passenger vehicle safely, visit
public housing sites and attend meetings both
in and out of town.
3. Vision and manual dexterity that permits the
employee to operate a personal computer,
handle files and perform other administrative
responsibilities.
MISCELLANEOUS
1. The City of Waterloo will conduct a
background investigation including
employment and criminal history checks on
any applicant being considered for this
position.
WORK SCHEDULE
Generally 8:00 a.m. to 5:00 p.m. Monday through
Friday with one hour unpaid Lunch. Must also be
available outside these hours for department or City
activities or meetings that require the attendance of
the Director Waterloo Housing Authority.

PERSONNEL REQUISITION
The following questions are provided as guidelines to assist you in developing your
rational for the position of Waterloo Housing Authority Director in the Waterloo Housing
Authority Department. Depending upon your situation, some questions may or may not
apply. Please provide written responses to these questions as part of your preparation for
meeting with the Mayor.
(1) What are the key job responsibilities of this position?
Setting the direction of the Waterloo Housing Authority, supervision over
Housing Coordinators, reports to HUD annually and as otherwise required,
budgeting per HUD requirements.
(2) Can the job responsibilities of this position be assigned to other employees
within the department? If no, why not?
No. The other positions are coordinators positions that need some oversight
to the overall goal of the Authority's purpose, as well as the Director needs to
be in place for timely HUD reports, etc. The Director is furthermore
responsible for the oversight for inspections (by inspector(s) and the
Ridgeway Towers leasing and maintenance (maintenance worker).

How is the work of this position being accomplished now?
Ethel Washington is the current Director. She is retiring Nov 28.
(4) Are the filled positions in your department currently being utilized to their
maximum potential?
Yes.

How would filling this position meet the needs of your department or the City
on either a short-term basis (if temporary position) or a long-term basis (if a
regular position)?
This position will allow the City of Waterloo to continue to provide for
housing programs that help low to moderate income citizens in the City of
Waterloo, as well as providing for affordable housing options in the
community.
(6) What cost savings or revenues, if any, would your department or the City
realize if this position is filled?
The position is federally funded. There are no direct costs to the City of
Waterloo for the position, and there would not be any savings to the City of
Waterloo funds if the position were not filled.
(7) If you are paying overtime or comp time within your department to
accomplish this work now, how much overtime or comp time has been paid
out or earned that is directly attributable to this position and over what period
of time?
Not applicable.
(8) How has the work Load or demands of your department changed in
comparison to your staffing levels over the past three fiscal years? Provide
statistics if possible.
Remained same for Housing Authority.
(9) If this position is not filled, what affect will it have on your department?
What work will not get done? What costs will you incur? Please be as
specific as possible.
The City may be unable to meet HUD requirements for timelines and funding
for the overall program, as other staff with current workloads would have to
stop working to prepare, compile, and finish reports, calls, budgets, and
questions and answers to HUD on program. This inability to meet HUD
requirements could have a negative impact on the continued funding of the
programs, and overall funds to support the community in this regard.
(10) How do you cover the responsibilities for this position whenever the
incumbent is out on vacation?
Planning ahead. Ensuring workloads are up to date and coverage is in place
while on short vacations.
(11) Is it possible that the City could outsource this position to an outside
agency? If so, what savings, if any, would the City realize as a result of this
change?
No. No savings. Less partnering of information and goal setting for overall
community development.
(12) How would you rank this position in terms of its contribution to City
business in comparison with other positions reporting to you?
This is an important position for the continued growth and development of
housing and strength of neighborhoods in Waterloo. This position has a
good working relationship with many landlords, owner associations, to help
convey information to and from the City as well as receive input from its
citizenry.
(13) How does this position impact the Goals and Objectives for the City adopted
by the City Council?
Economic Development is a high priority. The health and sustainability of
housing is a part of Economic Development.

Summary Statement: Position opening was created through the retirement of a Police Captain in
June and promotions of a Captain and Lieutenant, making an opening at the rank of Sergeant.

Background Information: It is imperitive that we make this replacements to lessen the cost of
overtime associated with contractually obligated vacation scheduling for FY 2015 and to maintain

Justification of need for position: This position is necessary to fill the vacancy left by a Sergeant being promoted
to Lieutenant. This Sergeant will be assigned to the Patrol Division. This is a critical first line supervisor's position
that allows us to maintain our span of supervision in a manner that reduces city liability.
What are the likely consequences if the position is not filled? We would be required to fill this position from our
existing Sergeants which would either lead to increased overtime on the shifts or the elimination or reduction of
special units within the department.
