out of rank pay it is imperative we replace this position as soon as possible.
What are the likely consequences if the position is not filled? There would be increased overtime and out of rank
pay to back fill for this vacant position. Duties of this staff position would have to reassigned to other staff members
not working in that unit or division.

rational for the position of Lieutenant in the Waterloo Fire ?Rescae. Depending upon
your situation, some questions may or may not apply. PIease provide written responses

(1) What are the key job responsibilities of this position?
Support fire operations. Lieutenants are in charge of a company and
also command station operations. Lieutenants are our front line
managers who may function as initial incident commanders OD certain
scenes. Lieutenants play a crucial role in training of personnel.
Can the job responsibilities of this position be assigned to other employees
within the department? If no, why not?
No, we rely on our Lieutenants to take command of our sub stations
(3) How is the work of this position being accomplished now?

Lieutenants are our front line leaers. Often a Lieutenant will be first on
scene of a car wreck or fire and they take command. Our Lieutenants

Our Lieutenants make decisions on a daily basis that affect both the
safety of oar members and also the safety of the citizens we serve, which
in turn helps the City meet its goal of being a safe place to call home.

Summary Statement:
WFR is requesting approval to hire (5) five Fire Recruits to fill vacancies. We currently have (2)
two vacancies due to a resignation and a retirement. In. addition we also have (3) three
confirmed retirements that will occur before November 9, 2014. If approved we anticipate the
new recruits beginning employment November 17`h, 2014. The filling of these positions will
all.ow us to operate at our authorized number of personnel.

call back overtime day for a member is approximately $700,00. Without
hiring five new firefighters iVc will see an increase in overtime cr an
increase in the Gmomnt cf days that apparatus are out oFservice. In
addition our overtime usage is ii,ylue_nced by k iariy fuc°ors including long-
term injuries as well as military leave.
