Justification of need for position: This position assigns tasks and gives direction to maintenance employees at the
airport. The person in this position also performs the same duties as the airport maintenance workers. This position
is necessary to cover aircraft rescue firefighting duties as required by the Federal Aviation Administration and to
ensure airport inspections are being completed in a timely manner.
What are the likely consequences if the position is not filled? The airport would not have enough personnel to
provide coverage for firefighting duties as required by the FAA. This would result in the loss of commercial air
service to the airport

Annual salary requirements: $57,491 Hourly Rate: $27.64 Benefits: $30,000

PERSONNEL REQUISITION
Airport Maintenance Foreman
The following questions are provided as guidelines to assist you in developing your
rational for the position of Airport Maintenance Foreman in the Airport Department.
Depending upon your situation, some questions may or may not apply. Please provide
written responses to these questions as part of your preparation for meeting with the
Mayor.
(1) What are the key job responsibilities of this position?
Assign tasks to airport maintenance workers and maintain paperwork required
by FAR Part 139. Perform duties as a certified Aircraft Rescue Firefighter,
maintain vehicles and airport equipment, maintain airfield to FAR Part 139
standards, operate a mower during the summer and various snow removal
equipment during the winter.
(2) Can the job responsibilities of this position be assigned to other employees
within the department? If no, why not?
No, the airport is already short staffed and will be paying overtime to other
employees to cover the times required by the FAA to provide firefighting
coverage and airfield inspections.
(3) How is the work of this position being accomplished now?
The airport is paying overtime to employees to accomplish the work.
(4) Are the filled positions in your department currently being utilized to their
maximum potential?
Yes, when an employee takes vacation or is sick, the airport is forced into an
overtime situation.
(5) How would filling this position meet the needs of your department or the City
on either a short-term basis (if temporary position) or a long-term basis (if a
regular position)?
Filling this position would allow the airport to save on overtime and bring
more flexibility for when other employees need time off.
(6) What cost savings or revenues, if any, would your department or the City
realize if this position is filled?
The airport would save on the overtime required to fill this shift.
(7) If you are paying overtime or comp time within your department to
accomplish this work now, how much overtime or comp time has been paid
out or earned that is directly attributable to this position and over what period
of time?
So far, there have been about four hours of overtime per day to do this
position being vacant, but it will depend on the airport needs each week and
whether or not other employees take vacation or are sick.
(8) How has the work load or demands of your department changed in
comparison to your staffmg levels over the past three fiscal years? Provide
statistics if possible.

The workload has remained consistent since we have only had two flights per
day during this period. Snow removal and other events (air show, emergency
exercise, construction projects) are the variables each year.
If this position is not filled, what affect will it have on your department?
What work will not get done? What costs will you incur? Please be as
specific as possible.
The airport would risk losing commercial flights. There are currently four
employees working seven days per week covering eighteen hours per day.
If you drop this to three employees, overtime cost would skyrocket, airfield
maintenance would not get completed and the three employees would most
likely get "burned out" having to cover all these hours.
(10) How do you cover the responsibilities for this position whenever the
incumbent is out on vacation?
If possible, shift changes are made and projects are pushed back. If
personnel are not available to change shifts, overtime is paid.
(11) Is it possible that the City could outsource this position to an outside
agency? If so, what savings, if any, would the City realize as a result of this
change?
No, this position is required to maintain our certificate to allow commercial
flights into and out of Waterloo. Without it, the airport would lose flights
and the airport could become unsafe.
(12) How would you rank this position in terms of its contribution to City
business in comparison with other positions reporting to you?
With limited staffing at the airport, all positions are essential and rank high.
These four maintenance employees including the foreman are essential for
the airport to operate. We are at the minimum level to maintain our airfield.
(13) How does this position impact the Goals and Objectives for the City adopted
by the City Council?
This position allows the airport to remain open for commercial traffic and
safe for everyone using it. The airport provides a huge economic benefit to
this region. The airport brings large and small businesses to Waterloo.
