Recommended City Council Action: Approval to begin the Civil Service Process for 5 new
positions needed for operation of the new Cedar Valley SportsPlex.
Summary Statement: I am requesting permission to begin the process to fill 5 new positions. 2 of
the 5 positions will be promotional, so there will be 3 new hires. This action was approved by the
Personnel Requisition Committee on August 7, 2013.
Expenditure Required: A total of $241,934 plus benefits will be the total amount.
Source of Funds: These positions are proportionately funded in the current SportsPlex and
Sports Division Operating budgets.

Justification of need for position: With the impending opening of the 125,000 square foot Cedar Valley SportsPlex
this Fall, this position will be crucial to the success of the new operation. This position will assume responsibility for
maintaining the facility on a daily basis. Will provide supervision to a large number of seasonal staff. Will also
assume responsibility for day to day efforts at outdoor sports facihies such as Riverfront Sports Park and Byrnes
Tennis Center.
What are the likely consequences if the position is not filled? With the opening of a new facility it will be crucial to
have a point person for maintaining the building on a daily basis. Full time custodial staffwill not be hired, so a
great deal of supervision will be required for seasonal staff.

and retention of a well-rounded team of fitness instructors across numerous disciplines to carry out the program.

What are the likely consequences if the position is not filled? Severe lack of supervision and management for areas
of the SportsPlex that require heavy supervision. Lack of ability to staff and maintain these areas with qualified staff
This portion of the Cedar Valley SportsPlex is vital to the ability to generate membership revenue.

recertificationfor employees. 2) Child Care operations. 3)Development and implementation of overall marketing
plan. This position will also assume the responsibility for the operation of both outdoor pools and associated staff.
What are the likely consequences if the position is not filled? Severe lack of supervision for areas of the SportsPlex
that require heavy supervision. Lack of ability to staff and maintain these areas with a well trained and qualified
staff. Marketing program would be inadequate to ensure membership recruitment and retention.

this Fall, this position will be crucial to the success of the new operation. This position will assume the responsibility
of the management of the Cedar Valley SportsPlex as well as the administration of the existing Sports Department.
This arrangement assures that the two areas work in concert with each other and ensures efficiencies are realized by
cross utilzing new and existing staff.
What are the likely consequences if the position is not filled? An additional employee at a manager level would need
to be hired to manage the SportsPlex.
