Summary Statement: The police department currently has 4 open positions. One of these positions will be filled with an officer that is coming off grant funding. The Council previously approved one hire. We are requesting permission to hire 2 officers off the civil service list that will be certified on August 9t', 2013 to remain in compliance with the COPPS grant. This will move our staffing from 125 sworn officers to 124 sworn officers. It is imperative that we have replacements to lessen the cost of overtime associated with contractually obligated vacation scheduling for 2011 and fulfill federal grant requirements. The police department will lack adequate manpower to staff the patrol shifts costing overtime and to continue to be proactive in our community programs. Not filling these positions will also violate the guidelines of the COPPs grant that we are participating in. Absent: Cole, Jones, Getty. Moved by Hart, seconded by Schmitt that the Agenda, as proposed, be approved. Ayes: Four. Motion carried. Moved by Schmitt, seconded by Greenwood that request for authorization to begin the recruitment process for Education Coordinator and make an appointment, be approved. Ayes: Four. Motion carried. Moved by Schmitt, seconded by Greenwood that request for authorization to begin the recruitment process for Curator and make an appointment, be approved. Ayes: Four. Motion carried. Kent Shankle, Director of Cultural & Arts Commission, explained the positions are vacated due to promotions and retirements. They are key positions for the organization. Mr. Schmitt asked if there is an ability to combine positions. Kent Shankle, Director of Cultural & Arts Commission, answered not with these positions but they are taking on additional duties for the hopes to eliminate a position in the future. Moved by Greenwood, seconded by Schmitt that request for authorization to make an appointment to four Fire Fighter Recruits from a current Civil Service list, be approved. Ayes: Four. Motion carried. Pat Treloar, Chief of Fire Services, noted that there are 108 sworn firefighters and 4 ''A civilian employees. The department is currently 5 employees short. They are asking to fill 4 positions. Mr. Schmitt asked if we could cross train or do a reserve program. Pat Treloar, Chief of Fire Services, noted that volunteers are helpful but are not always available. Cedar Falls has some paid on call and then a few cross trained employees. It is something the City could look at in the future.
