SUBJECT: To fill a Housing Coordinator's position
Submitted by: Ethel Washington, Director
Recommended City Council Action: Request from Community Planning & Development
Director for authorization to make an appointment from a current Civil Service List to the
position of Housing Coordinator for the Waterloo Housing Authority. Gladys Rainey will
retire on June 28th, therefore we are requesting the position to be filled.
Summary Statement: The Housing Coordinator position receives and processes all
applications, and leases up the tenants for rental assistance on the Section 8 and Public housing
program.
Expenditure Required:
Source of Funds: Section 8/Public Housing Programs revenue.
Policy Issue
Alternative: No. After the HUD visit to the WHA, they have wondered why we don't have
an additional coordinator (looking at our numbers). The housing authority has had a lean
staff in preparation for a sequestration.
Background Information: Due to Gladys Rainey's retirement, the Community Planning &
Development Director is requesting authorization to make an appointment from a current
Civil Service List to the position of Housing Coordinator for the Waterloo Housing Authority
Housing. The Coordinator's position receives and processes all applications, leases up tenants
for rental assistance on the Section 8 program, follows the housing selection policies, eligibility
criteria and federal regulations.

of Housing Coordinator.

Recommended City Council Action: Request to begin civil service process to fill a Waterloo
Housing Authority Bookkeeper Position.
Summary Statement Request for authorization to begin the Civil Service process to hire a
Bookkeeper for the Waterloo Housing Authority and to make an appointment. The position
will be vacated due to a proposed possible promotion of staff to Housing Coordinator.

Source of Funds: Source of funds/Revenue is from the Section 8/Public Housing budget
for salaries
Policy Issue
Alternative: No. The Housing Authority has had a lean staff for years in preparation for the
sequestration.
Background Information: The position will likely be available due to possible staff being
promoted to Housing Coordinator. This person will perform complex HUD bookkeeping and
secretariaUreceptionist duties for the Waterloo Housing Authority; this is a federally funded
program.
