Adjournment Suzy Schares City Clerk ENVIRONMENTAL ENGINEER DEPARTMENT SALARY FLSA CIVIL SERVICE BARGAINING UNIT MAYOR'S OFFICE $65,000-$75,000 per year DOE EXEMPT EXCLUDED NON -BARGAINING GENERAL STATEMENT OF DUTIES Professional, department head position under the general direction of the Mayor, responsible for plans and administrative tasks related to all Federal and State environmental regulations as they impact the City of Waterloo, including wastewater, solid waste (garbage, yard waste, recycling) and any other environmental issues; assists with environmental regulations in regards to storm water; develops and implements the Capacity Management, Operation & Maintenance (CMOM) Program for the City of Waterloo sanitary and storm sewer systems; exercises direct authority over the sanitary and assists with the storm water National Pollutant Discharge Elimination System (NPDES) permits with Iowa Department of Natural Resources and analyzes and evaluates conditions of both permits and ensures compliance in a timely fashion. Currently no direct supervisory responsibilities. EXAMPLES OF ESSENTIAL FUNCTIONS (Illustrative Only) These functions are considered essential for successful performance in this job classification. 1. Assures that City, State and Federal municipal wastewater and collection system laws, regulations and ordinances are followed according to guidelines, including but not limited to EPA, DNR, OSHA and Army Corp of Engineers. 2. Responds to public inquiries or complaints regarding illegal discharges and emergency spills into the sanitary sewer system to assist in evaluating and mitigating effects on the wastewater facility. 3. In coordination with attorneys, compiles information and represents City in civil and criminal proceedings related to environmental issues. 4. Works with Treatment Plant staff and industrial users to establish and maintain compliance with requirements of the City's Pretreatment Program, Industrial Users' Treatment Agreements and Discharge Permits. 5. Assists in the development of the Waste Management Services CIP budget; develops RFPs and bid specifications with assistance of engineers and consultants; reviews plans and specifications associated with wastewater and storm water projects. 6. Meets with individuals, civic clubs, social groups and other organizations to speak on matters pertaining to environmental issues as they pertain to City of Waterloo infrastructure. 7. Answers questions from elected officials, the media, department heads, State and Federal agencies, City employees and the public regarding environmental issues. 8. Prepares statistical tabulations, conducts research, compiles information, develops reports for Mayor and Council and attends meetings as required; provides progress reports for Mayor and City Council on CMOM. 9. Works with other City of Waterloo and Black Hawk County departments to collect necessary data, assists in implementing the CMOM Program and works in coordination with the Engineering Department in implementing SWPPP compliance. 10. Conducts field inspections of the sanitary and storm sewers to ensure standard inspection criteria are met. 1I. Establishes a man-hour accounting/work order system for the CMOM Program. 12. Ensures all information and data for the CMOM Program is properly collected, properly entered into the computer, saved and stored; compiles related reports. 13. Trains employees in Waste Management and other City departments involved in implementing CMOM operating procedures. 14. Provides technical and professional expertise in all related areas governed by the EPA and the IDNR and serves as intermediary between the EPA/IDNR and City departments on environmental issues. 15. Maintains up-to-date knowledge of environmental issues, rules, regulations and funding opportunities that impact Waterloo's systems and programs and advises the City regarding potential environmental issues. 16. Provides oversight in completion of waste management -related capital projects by functioning as the project manager, including administering construction contracts and any related grants. 17. Works inside and out in a variety of weather extremes, excessive noise, mechanical hazards with exposure to environment that may be dirty, dusty and greasy; walking surface may be wet, slippery or uneven; may be exposed to flammables, hazardous materials, gases and other harmful fumes. 18. Operates passenger -type vehicle to perform site visits and monitor inspections. 19. Works independently and with others with limited supervision. 20. Performs work of a repetitive nature and varied workload pace. 21. Attends work regularly at the designated place and time. 22. Performs all work duties and activities in accordance with City and OSHA policies, procedures and safety rules. 23. Performs all other related duties as assigned. REQUIRED KNOWLEDGE & ABILITIES 1. Thorough knowledge of Federal, State and municipal regulations and procedures governing waste treatment, collection systems and solid waste (garbage, yard waste, recycling). 2. Knowledge of the Federal Clean Water Act guidelines and other Federal, State and local regulations that affect environmental issues. 3. Comprehensive knowledge of principles of wastewater and sludge treatment processes and process controls and the engineering principles, practices and techniques of sanitary and storm water management. 4. Thorough knowledge of the principles and practices of civil and environmental engineering with specific application to the administration of waste and storm water services and maintenance and inspection of related structures and equipment. 5. Basic knowledge of City purchasing policies and procedures and capital improvements budgeting, including how to read and interpret financial and operating reports. 6. Ability to independently make decisions, solve problems and develop projects 7. Ability to plan and monitor the work of others as it relates to CMOM and to coordinate and direct varied waste management and engineering operations related to sanitary and storm water management in the field and office. 8. Ability to communicate orally and in writing to read, analyze, record and interpret complex technical data and computations; ability to present facts and findings in good report form, complete reports and accurately perform required record keeping. 9. Ability to make recommendations, give advice and respond to issues, questions, concems and complaints tactfully in a manner understandable to the target audience. 10. Ability to work with people from a broad variety of social, economic, racial, ethnic and cultural backgrounds. ACCEPTABLE EXPERIENCE & TRAINING 1. Bachelor's or Master's Degree in civil or environmental engineering or closely related engineering field from an accredited college or university. 2. Prefer minimum ten years experience in the operation of storm, sanitary sewer, wastewater treatment and solid waste operations, but will take into consideration other experience that provides the knowledge, skills and abilities necessary to perform all aspects of the position effectively. 3. Licensed Professional Engineer in the State of Iowa or able to obtain within two years of hire. 4. Minimum five years verifiable supervisory experience. 5. Prefer city or county government work experience. 6. Experience working with DNR, OSHA and EPA storm water, wastewater and solid waste regulations highly desirable. 7. Iowa Driver's License and good driving record based on City of Waterloo driver performance criteria. A candidate with any of the following will not be considered for employment: loss of license for any reason during the period of candidacy for employment, if the candidate remains without a valid, current license for the position when the City issues an offer of employment; loss of license, plea of guilty, plea of no contest or its equivalent or conviction for OWI, reckless driving or other major moving violation within the previous five years; four or more citations for moving violations within the previous three-year period, excluding speeding violations of 10 mph or less over the posted speed limit; three or more citations for moving violations within the previous one- year period. After appointment to the position, disciplinary action or continuing employment status may be reviewed for the following: four or more moving violations within the previous three years, three or more moving violations within the previous one year or loss of license or conviction for OWI, reckless driving or other major moving violation within the previous five years; two or more at -fault accidents within a three-year period while driving on City business; a combination of three or more at - fault or not -at -fault accidents within a three- year period. An applicant's driving record will be reviewed prior to an offer of employment and at least annually after hire. ESSENTIAL PHYSICAL ABILITIES The following physical abilities are required with or without accommodation: 1. Sufficient personal mobility that permits the employee to safely operate a passenger -type vehicle, travel inside and outside in all weather conditions, visit the City waste treatment and other City facilities, review inspection sites and attend meetings. 2. Sufficient speech and hearing to understand verbal instructions, respond to questions from the public, public officials, the media and contractors, hear traffic in work areas, communicate effectively with coworkers in person, by telephone or over a radio and make oral presentations. 3. Sufficient vision and manual dexterity that permits the employee to operate a personal computer, handle files and perform other administrative responsibilities. MISCELLANEOUS 1. Must submit to Civil Service examination procedures and successfully pass panel interview and subsequent interviews by the Mayor or his designee. 2. The City of Waterloo reserves the right to conduct a background investigation including a review of education, employment, criminal history and driving records. 3. Following a conditional offer of employment, the City of Waterloo requires a physical examination and drug test by a physician of the City's choice to determine if an applicant is capable of performing the essential functions of this job classification. Failure to pass the physical examination and drug test will result in withdrawal of the employment offer. 4. Must comply with City of Waterloo Residency Policy for Critical Employees (physically reside within ten -mile radius of Waterloo City Hall -will be given reasonable compliance period as determined by Mayor). WORK SCHEDULE Will generally work Monday -Friday, 8:00 a.m. — 5:00 p.m. but must be available for department or City activities or meetings that require attendance of the Environmental Engineer. Will also need to be available during flood or other weather emergencies. May be significant evening and weekend work during emergencies.
