service list effective 1/4/2011.

Recommended City Council Action: Grant permission to promote a Lieutenant and a Captain
from the current civil service list effective 1/4/2011.
Summary Statement: Captain John Beckman retires on January 3, 2011, after 35 years of service
to the citizens of Waterloo. As a result of his retirement we will need to promote a captain to
replace him from our existing lieutenants. We will then need to promote a sergeant to lieutenant
to ensure chain of command.

Source of Funds: General Fund, Salary, budgeted in FY 11.

SUBJECT: Request to hire (2) firefighters

Summary Statement
WFR is requesting to hire (2) two firefighters to fill open positions in our department.
These positions where held by Jason Kayser and James Garrett. All are budgeted
positions.

SUBJECT: Building Inspections Plans Examiner
Submitted by: Craig Clark Interim Building Official/Maint. Admin.
Recommended City Council Action: Authorization to begin recruitment and hiring process for a
Plans Examiner position and make an appointment.
Summary Statement This position is a vital part of the operation of the Building Inspection
Department. The Plans Examiner performs all commercial building review and assist contractor in
the permit process.

Moved by Hart, seconded by Cole that the Agenda, as proposed, be approved. Ayes: Three.
Motion carried.
Moved by Hart, seconded by Cole that Request from Police Chief Trelka for authorization to
appoint a Lieutenant from a current Civil Service List, be approved. Ayes: Three. Motion
carried.
Police Chief Trelka explained that the opening is a result of Caption Beckman Retiring

Moved by Hart, seconded by Cole that Request from Acting Fire Chief Jenn for authorization to
appoint two Fire Fighters from a current Civil Service List, be approved. Ayes: Three. Motion
carried.
Acting Fire Chief Jenn explained the openings are due to retirements.
Moved by Hart, seconded by Cole that Request from Acting Fire Chief Jenn for authorization to
promote a Fire Engineer from a current Civil Service List, be approved. Ayes: Three. Motion
carried.
Moved by Cole, seconded by Hart that Request from Acting Building Official Clark for
authorization to begin the Civil Service process for Plans Examiner and make an appointment
from the resulting Civil Service List, be approved. Ayes: Three. Motion carried.
Human Resources Director Robert Stringer explained this opening is due to Doug Eperlding
retiring.
With no further business before the committee, it was moved by Hart, seconded by Cole that the
meeting be adjourned at 4:58 p.m. Ayes: Three. Motion carried.
