Recommended Building and Ground Action: To make recommendation to City Council as to how
to proceed with the sale of 936 W. 7rh Street
Summary Statement: As you may recall the City acquired 936 W. 7th Street through the 657A
process in 2012. The property has since been torn down with the exception of the garage as it was
originally thought that the garage was in decent shape and could be sold with the lot to Mr.
Holdiman. However, the applicant has decided the garage is not in as good a shape as originally
thought and wants the city to demolish the garage as well. The remaining parcel of land is 30' x 140'
or 4200 sq. ft. The lot does not meet the current minimum lot width requirements of 50 ft, or the
minim lot size of 6,000 sq ft but is considered a lot of record therefore making it a legal non-
conforming lot. According to Black Hawk County, the land has an assessed value of $4,500.
As stated earlier the applicant has offered $2,000 for the lot. The applicant is basing the offer price on
the reasonable ability to build on the lot at 30' wide and recent sales comparisons in the area (see
attached). The assessed value of the land is listed as $4,500.The applicant plans to combine the
adjacent lot to his property at 940 W. 7th Street for added green space for his children to play.
Planning staff would recommend one of two options. If city demolished the garage the asking price
would then need to be $3,000 to cover the cost of demolition. If the applicant would sign a
development agreement requiring the applicant to demolish the garage, staff would recommend a sale
price of $2,000.

I, Clark Holdiman, would like to purchase the now vacant lot at what was 936 W.
7th St., Waterloo, with the following conditions:
1. The city will remove the existing garage and ALL debris from the property
(currently there is a lot of junk, pieces of asbestos containing siding, pieces
of broken glass, etc. on the site)
2. The city will fill in settled areas of the site and grade the site level.
I realize that the assessed value for this 30 x 140 lot is $4,500, however, this is not
a buildable lot and is really only valuable to me or the property owner on the
other side, which is a rental. I would like to combine this lot with my own
property so that I could have a larger lot for my children to play in.
I am basing my offer price on the following sales of similar type properties that
have sold within the past 2 years:
1. Vacant lot on Hartman Ave -Parcel No. 8913-21-477-008. 45 x 131 lot. This
property sold in 04/12 for $0.83/sq. ft..
2. Vacant lot at the corner of W. 1st St. and Wellington St. Parcel No. 8913-26-
177-018. 50 x 80 lot. This property sold in 04/11 for $0.43/sq. ft..
3. Vacant lot on Almond St. -Parcel No. 8913-24-306-009. 60 x 140 lot. This
property sold in 08/11 for $0.42/sq. ft.
4. Vacant lot on Ann St. -Parcel No. 8912-29-379-002. 120 x 140 lot. This
property sold in 04/11 for $0.18/sq. ft.
As you can see, I have determined an offer price of $0.50/sq. ft. for this lot is
reasonable, based on the above sales.
