GOALS
1. Support the creation of new, livable wage jobs through a balanced economic development
approach of assisting existing businesses, fostering start-ups, attracting new employers and
cultivating an adequate workforce.
2. Implement a Community Policing strategy that creates a safe environment in Waterloo.
3. Reduce the City's property tax levies through a responsible balance of cost reduction in
City operations and increases in taxable property valuations to ensure that Waterloo is a
competitive, affordable, and livable city.
4. Enhance the image of Waterloo and the City to residents and businesses inside and outside
of the community.
General Rules for Public Participation
1. At the chair/presider's discretion, you may address an item on the current agenda by
stepping to the podium, and after recognition by the chair/presider, state your name,
address and group affiliation (if appropriate) and speak clearly into the microphone.
2. You may speak one (1) time per item for a maximum of five (5) minutes as long as you
have registered with the City Clerk's office no later than 4:00 p.m. on the day of the
Council Meeting. If not registered with the City Clerk's office you may speak one (1) time
per item for a maximum of three (3) minutes.
3. If there is a hearing scheduled as part of an agenda item, the chair/presider will allow
everyone who wishes to address the council, using the same participation guidelines found
in these "general rules".
4. Although not required by city code of ordinances, oral presentations may be allowed at the
chair/presider's (usually the Mayor or Mayor Pro Tem) discretion. The "oral presentations"
section of the agenda is your opportunity to address items not on the agenda. You may
speak one (1) time for a maximum of five (5) minutes as long as you have registered with
the City Clerk's office no later than 4:00 p.m. on the day of the Council Meeting. If not
registered with the City Clerk's office a speaker may speak to one (1) issue per meeting for
a maximum of three (3) minutes. Official action cannot be taken by the Council at that time,
but may be placed on a future agenda or referred to the appropriate department.
5. Keep comments germane and refrain from personal, impertinent or slanderous remarks.
6. Questions concerning these rules or any agenda item may be directed to the Clerk's Office
at 291-4323.
7. Citizens are encouraged to register with the Clerk's Office by 4:00 p.m. on Monday of the
day of the City Council meeting to appear before the City Council (may also register by
phone). Registered speakers will be given first priority.

ORAL PRESENTATIONS
Iowa Code Chapter 21 gives the public the right to attend council meetings but it
does not require cities to allow public participation except during public hearings.

PROCLAMATION
' ' R ' AS, on this day, January 16, 2020, we commemorate the enactment of the
Virginia Statute for Religious Freedom on January 16, 1786. Written by
Thomas Jefferson and championed by James Madison, this legislation was
the forerunner to the approach to religion and government taken by the
Framers of the Constitution in 1787, and the First Amendment in 1789; and
REAAS today we understand that religious freedom is a fundamental American and
human right. We acknowledge that religious freedom is a cornerstone of
democracy. We declare that religious freedom is not a privilege for the few,
but a right for all. We embrace that this fundamental right applies to people
of all and of no religious affiliations or beliefs; and
1 REA.S, we further recognize that the Statute insists on equality as a guiding and
governing principle. It specifies that one's religious identity or lack thereof
should be neither an advantage nor a disadvantage under the law. To this
end, the Virginia Statute declared: "...all men shall be free to profess, and by
argument to maintain, their opinions in matters of religion, and that the
same shall in no wise diminish, enlarge, or affect their civil capacities."
Jefferson later said that religious freedom encompasses "the Jew and the
Gentile, the Christian and Mahometan, the Hindoo, and infidel of every
denomination"; and
VirlIERE ASo We hold that these principles are not only foundational, but remain essential
to the health and future of our democracy. To that end, these principles
should guide and inform judicial decisions, legislation and public policy
making at all levels of government; and
NOW, THEREFORE BE Tf RESOLVED that the City of Waterloo, Iowa, designates
January 16, 2020, as
RELIGIOUS FREEDOM DAY
and call on all people in CITY to commemorate the enactment of the Virginia Statute and its role in
shaping one of the highest aspirations of the American experiment: religious freedom.

upon the portion of Fairview Avenue located south of Clark Street.
Transmitted is a request by Reg Drew Investments LLC to vacate a portion
of Fairview Avenue and Alleys in Campbell's Addition, subject to the
retention of a drainage and utility easement over, under and upon a portion of
F airview Avenue.
This was initially approved by the City Council on August 19, 2019 by

S ummary S tatement:
Ordinance No. 5510. The Ordinance will need to be rescinded and
reapproved as it called out the retention of a utility easement over a portion
of Fairview Avenue, but it should have called out a "drainage" and utility
easement. At their July 2, 2019 meeting the Planning and Zoning
Commission recommended approval of the vacate request.
There are no known utilities in the areas to be vacated, but there is plans for
storm water drainage improvements in the portion of Fairview Avenue south
of Clark Street, therefore an easement will need to be maintained over that
portion of the vacate area.
The portion of the alley adjacent to Huff Rentals at 118 Clark St will be
vacated but not conveyed at this time, as an agreement for acquisition is
worked out with that adjoining property owner.

The applicant is requesting to vacate a portion of Fairview
Avenue and the alleys located in the Campbell's Addition
located adjacent to 139 Clark Street.
The request to vacate the alleys and Fairview Avenue would
not have a negative impact on the surrounding neighborhood
as they have never been used, would dead end at the
Canadian National Railroad tracks to the south and private
property to the north, and is in an industrial area made up
largely of salvage yards and storage.
The request to vacate the alleyways would not appear to have
a negative impact on vehicular or pedestrian traffic conditions.
There are no sidewalks in the area.
There are no recreational trails in the area of the request and
there are no current plans for sidewalks or trails in the area.
The site has been zoned "M-1" Industrial District since the
adoption of the Zoning Ordinance in 1969.
North — Salvage Yards zoned "M-1" Light Industrial District.
South — Vacant Land, Canadian National Railroad and
Broadway Street zoned "M-1" Light Industrial District.
East — Industrial Development zoned "M-2" Heavy Industrial
District.
West — Industrial Development, Vacant Land and Canadian

The request would not require any buffering by ordinance
standards.
The proposed vacate of the alleys would not appear to have a
negative impact on drainage. Storm water improvements are
planned within Fairview Avenue and Clark Street which would
improve drainage conditions in the area. An easement for
drainage and utilities would need to be retained over vacated
Fairview Avenue.
The area to be vacated is principally industrial with structures

1960's to present.
This area is located in Zone X: Protected by levee as
indicated by the Flood Insurance Rate Map No. 1900025

George Washington Carver Middle School is located
approximately'/4 mile to the Northeast.
There are no known utilities located along in the alleys
proposed to be vacated but there are overhead utilities
located along the Fairview Avenue. A utility and drainage
easement will need to be retained along the entire portion and
width of Fairview Avenue to access those utilities and future
storm water improvements.
The Future Land Use Map designates the area as Industrial,
and this request would be in compliance with such
designation. The site is located within the Primary Growth
Area as designated on the Growth Area Map within the
Comprehensive Plan.
The request to vacate Fairview Avenue and the two alley ways
would not appear to negatively affect the area or traffic
conditions. Clark Street is currently a dead end and Fairview
Avenue has never been completed. The area is currently
industrial made up mostly of salvage yards and storage uses.
On August 4, 2009 Pauline Company made a similar request
but also requested the vacation of Clark Street. At that time
the Planning Programming and Zoning Commission approved
the request to vacate the alleys but denied the request to
vacate Clark Street and Fairview.
This vacate request originally came before the commission on
June 6, 2017. At that time the Planning, Programming and
Zoning Commission voted to recommend approval of the
vacate request. However, that request was tied to a Special
Permit request for a salvage yard by the applicant which was
subsequently denied by the Board of Adjustment on January
23, 2018. The vacate request was never sent to city council
as the applicant decided what his next steps would be. The
applicant has decided to proceed with the vacate request
although he does not intend to use the property for a salvage
yard.
There would be no platting required in relation to the request.

RECOMMENDATION: Therefore, staff recommends the request to vacate
Fairview Avenue, and the alleys of Campbell's Addition
comprising of approximately 33494 sf be approved for the
following reasons:
1. The request to vacate would not appear to have a negative
impact on the surrounding area, and would help prompt infill
development.
2. The request to vacate would not appear to have a negative
impact on vehicular or pedestrian traffic in the area.
Subject to:
1. Retention of easement for drainage and utilities would
need to be retained over vacated Fairview Avenue south of
Clark Avenue.

Background Information:
identify the use of the area as parking for the abutting buildings at 321 West
6th Street and 817 Bluff Street. The vacate will help for future
redevelopment of the property.
The request to vacate would not appear to have a negative impact on
vehicular traffic in the area as there is an adjacent frontage road for traffic
movement, and the trail will remain in the right-of-way of the frontage road.
The US 218 trail is located across the southern border of the area to be
vacated.
The site has been zoned "C-3" Central Business District since the adoption
of the Zoning Ordinance in 1969.
North — Commercial buildings zoned "C-3" Central Business District.
South — Highway 218
East — First Church of the Open Bible zoned "M-1" Light Industrial
District.
West —Stoner's Radiator Shop zoned "C-3" Central Business District.
The request would not require any buffering by ordinance standards.
The proposed vacate would not appear to have a negative impact on
drainage.
Located on the fringe of Downtown Waterloo, the commercial businesses in
the area were developed between 1921 (older two story brick building) to
1988 (small metal building) and the church in 1988. With the railroad line
coming through in immediate vicinity, it is a mixed use area of development.
This area is not located in a flood plain as indicated by the Flood Insurance
Rate Map No. 1900025 0302F
There are no schools or park spaces in the immediate vicinity of the
requested area. There is green space in the middle of the Highway 218
design, and there is parking under the highway viaduct of over 200 stalls one
block to the southwest.
There are sewer lines (both sanitary and storm) in the area to be vacated. An
easement will be retained over the entire portion to be vacated.
The Future Land Use Map designates the area as Commercial, and this
request would be in compliance with such designation as it would help for
the future redevelopment of the site.
The request to vacate Bluff Street would not appear to negatively affect the
area or traffic conditions. The role of Bluff was greatly diminished with the
construction of US Highway 218 into an expressway in the 1990's. All
buildings on the southwest side of Bluff were demolished for the highway
construction, and the buildings on the north side of Bluff abut up to the right-
of-way area, but have been used for parking due to the new Highway 218
frontage road system. Several sections of the street have already been
vacated in the area, including the section between West 7rth and West 8th
immediately to the southeast of the requested area (Ordinance No. 3507 in
1987).
There would be no platting required in relation to the request. The City will
complete a plat of survey to properly describe the area to be vacated, and
delineate the line.

DEVELOPMENT AGREEMENT
This Development Agreement (the "Agreement") is entered into as of
, by and between Deer Acres, LLC ("Developer") and the City of
Waterloo, Iowa (the "City").
RECITALS
A. City considers economic development within the City a benefit to the
community and is willing for the overall good and welfare of the
community to provide financial incentives so as to encourage that goal.
B. Developer is willing and able to finance and reconstruct three residential
units and related improvements on property located at 1427-1429 W 3rd
Street & 405 Bayard Street in Waterloo, generally described as parcel
8913-26-355-021, legally described as set forth on Exhibit "A" attached
hereto (the "Property").
AGREEMENT
NOW, THEREFORE, in consideration of the mutual covenants set forth herein,
the parties agree as follows:
1. Improvements by Developer. Developer will construct on the Property
three residential units, valued at over $64,110. The units shall be completed to a
finished state, including installation of driveway, removal of all construction debris,
proper leveling or shaping of groundscape, and grassing and/or landscaping (home
construction and finishing as so described are referred to as the "Improvements"). The
Property, the Improvements, and all site preparation and development -related work to
make the Property usable for Developer's purposes as contemplated by this Agreement
are collectively referred to as the "Project". All Improvements shall be constructed in
accordance with all applicable City, state, and federal building codes and shall comply
with all applicable City ordinances and other applicable law.

2. Timeliness of Construction; Possibility of Reverter. The parties agree
that Developer's commitment to undertake the Project and to construct the
Improvements in a timely manner constitutes a material inducement for the City to enter
into this agreement with Developer and that without said commitment City would not do
so. Developer's responsibilities under this Agreement are therefore subject to the
following deadlines:
a. Construction. Developer must begin construction of the
Improvements within six (6) months (the "Start Deadline") after the date of this
Agreement and must substantially complete the Improvements within twenty
fourth (24) months thereafter (the "Completion Deadline"). If Developer has not
obtained a building permit and in good faith begun construction of the
Improvements by the Start Deadline, then at City's option this agreement will be
voided, but if construction is imminent the City Council may, but shall not be
required to, consent to an extension of time to begin construction or, if
appropriate, to complete construction, and if an extension is granted but
construction has not been commenced or substantially completed, as applicable,
within such extended period, then the agreement shall be voided after the end of
said extended period.
b. Unavoidable Delays. If Developer has begun activity in compliance
with the foregoing deadlines or any extended period and is stopped and/or
delayed as a result of an act of God, war, civil disturbance, court order, labor
dispute, fire, or other cause beyond the reasonable control of Developer, the
requirement that construction is to be completed by the Completion Deadline
shall be tolled for a period of time equal to the period of such stoppage or delay,
and thereafter if construction is not completed within the allowed period of
extension, the agreement shall be voided.
3. Incentives.
A. Partial Tax Exemption. Because the Property is located in the
Consolidated Urban Revitalization Area (CURA), the Property is eligible for tax
exemption consistent with and to the extent provided for in the CURA Plan, provided
that Company meets all requirements to qualify for such exemption.
B. Development Grant. Upon completion of the residential units and
all related Housing Improvements, as evidenced by issuance of a certificate of
occupancy, City will make to the developer party a one-time grant of $5,000.00 for each
completed unit, in accordance with City policy.
4. Indemnity. Developer further agrees that it shall indemnify City and hold
it harmless with respect to any demand, claim, cause of action, damage, or injury
made, suffered, or incurred as a result of or in connection with the Project, Developer's
failure to carry on or complete same, or any lien, claim, charge, or encumbrance on or
against the Property of any type or nature whatsoever that attaches to the Property by
virtue of Developer's ownership of same. If City files suit to enforce the terms of this
Agreement and prevails in such suit, then Developer shall be liable for all legal

expenses, including but not limited to reasonable attorneys' fees. Developer's duties of
indemnity pursuant to this Section shall survive the expiration, termination or
cancellation of this Agreement for any reason.
5. No Encumbrances; Limited Exception. Until substantial completion of
the Project, Developer agrees that it shall not create, incur, or suffer to exist any lien,
encumbrance, mortgage, security interest, or charge on the Property, other than such
mortgage or mortgages as may be reasonably necessary to finance Developer's
undertaking of the Project and of which Developer notifies City in advance of
Developer's execution of any such mortgage. The Property may be mortgaged or
encumbered only to support the construction of Improvements on the Property.
Developer may not cross-collateralize the Property to support the construction of
improvements on any other real estate.
6. Water and Sewer; Utilities. Developer will be responsible for extending
water, sewer and utilities services to any location on the Property and for payment of
any associated connection fees.
7. Representations and Warranties of City. City hereby represents and
warrants as follows:
A. City is not prohibited from consummating the transaction
contemplated in this Agreement by any law, regulation, agreement, instrument,
restriction, order or judgment.
B. Each person who executes and delivers this Agreement and all
documents to be delivered hereunder is and shall be authorized to do so on
behalf of City.
8. Representations and Warranties of Developer. Developer hereby
represents and warrants as follows:
A. Developer is not prohibited from consummating the transaction
contemplated in this Agreement by any law, regulation, agreement, instrument,
restriction, order or judgment.
B. Developer is duly organized, validly existing, and in good standing
under the laws of the State of Iowa.
C. Developer has full right, title, and authority to execute and perform
this Agreement and to consummate all of the transactions contemplated herein,
and each person who executes and delivers this Agreement and all documents
to be delivered to City hereunder is and shall be authorized to do so on behalf of
Developer.
9. No Assignment or Conveyance. Developer agrees that it will not sell,
convey, assign or otherwise transfer its interest in the Property prior to substantial
completion of Improvements, whether in whole or in part, to any other person or entity

without the prior written consent of City. Reasonable grounds for the City to withhold its
consent shall include but are not limited to the inability of the proposed transferee to
demonstrate to the City's satisfaction that it has the financial ability to observe all of the
terms to be performed by Developer under this Agreement.
10. Materiality of Developer's Promises, Covenants, Representations,
and Warranties. Each and every promise, covenant, representation, and warranty set
forth in this Agreement on the part of Developer to be performed is a material term of
this Agreement, and each and every such promise, covenant, representation, and
warranty constitutes a material inducement for City to enter this Agreement. Developer
acknowledges that without such promises, covenants, representations, and warranties,
City would not have entered this Agreement. Upon breach of any promise or covenant,
or in the event of the incorrectness or falsity of any representation or warranty, City
may, at its sole option and in addition to any other right or remedy available to it,
terminate this Agreement and declare it null and void.
11. Notices. Any notice under this Agreement shall be in writing and shall be
delivered in person, by overnight air courier service, by United States registered or
certified mail, postage prepaid, or by facsimile (with an additional copy delivered by one
of the foregoing means), and addressed:
(a) if to City, to City of Waterloo, 715 Mulberry Street, Waterloo, Iowa
50703, facsimile number 319-291-4571, Attention: Mayor, with copies to the City
Attorney and the Community Planning and Development Director.
(b) if to Developer, to Mersiha & Asim Mustedanagic, 3545 Muirfield
Drive Waterloo, Iowa 50701.
Delivery of notice shall be deemed to occur (i) on the date of delivery when delivered in
person, (ii) one (1) business day following deposit for overnight delivery to an overnight
air courier service which guarantees next day delivery, (iii) three (3) business days
following the date of deposit if mailed by United States registered or certified mail,
postage prepaid, or (iv) when transmitted by facsimile so long as the sender obtains
written electronic confirmation from the sending facsimile machine that such
transmission was successful. A party may change the address for giving notice by any
method set forth in this section.
12. No Joint Venture. Nothing in this Agreement shall, or shall be deemed
or construed to, create or constitute any joint venture, partnership, agency,
employment, or any other relationship between the City and Developer nor to create
any liability for one party with respect to the liabilities or obligations of the other party or
any other person.
13. Amendment, Modification, and Waiver. No amendment, modification,
or waiver of any condition, provision, or term of this Agreement shall be valid or of any
effect unless made in writing, signed by the party or parties to be bound or by the duly
authorized representative of same, and specifying with particularity the extent and

nature of the amendment, modification, or waiver. Any waiver by any party of any
default by another party shall not affect or impair any rights arising from any subsequent
default.
14. Severability. Each provision, section, sentence, clause, phrase, and
word of this Agreement is intended to be severable. If any portion of this Agreement
shall be deemed invalid or unenforceable, whether in whole or in part, the offending
provision or part thereof shall be deemed severed from this Agreement and the
remaining provisions of this Agreement shall not be affected thereby and shall continue
in full force and effect. If, for any reason, a court finds that any portion of this
Agreement is invalid or unenforceable as written, but that by limiting such provision or
portion thereof it would become valid and enforceable, then such provision or portion
thereof shall be deemed to be written, and shall be construed and enforced, as so
limited.
15. Captions. All captions, headings, or titles in the paragraphs or sections
of this Agreement are inserted only as a matter of convenience and/or reference, and
they shall in no way be construed as limiting, extending, or describing either the scope
or intent of this Agreement or of any provisions hereof.
16. Binding Effect. This Agreement shall be binding and shall inure to the
benefit of the parties and their respective successors, assigns, and legal
representatives.
17. Counterparts. This Agreement may be executed in one or more
counterparts, each of which shall be deemed an original and all of which, taken
together, shall constitute one and the same instrument.
18. Entire Agreement. This Agreement, together with the exhibits attached
hereto, constitutes the entire agreement of the parties and supersedes all prior or
contemporaneous negotiations, discussions, understandings, or agreements, whether
oral or written, with respect to the subject matter hereof.
19. Time of Essence. Time is of the essence of this Agreement.

REGULAR MEETING — November 19, 2019— 4:30 P.M.
Mollenhoff Conference Room, City Hall
Ottesen called the regular meeting of the City of Waterloo Historic Preservation Commission
meeting to order at 4:30 p.m.
Commission Members in attendance were: Ed Ottesen, Susan Price, Alice Rohret, Maddie
Morehouse, and Nick Hedrick.
Commission Member(s) absent were: Terry Stevens.
Others Present: Pat Morrissey — City Council Liaison; John Dornoff — Planning Staff; and 4
citizens.
Approval of Agenda
Motion made by Rohret, seconded by Hedrick to approve the agenda of the November 19, 2019
regular meeting. Motion carried unanimously.
Approval of Minutes
Motion made by Hedrick, seconded by Rohret to approve the minutes of the September 17,
2019 meeting. Motiond carried unanimously.
Oral Presentations

Request for a Certificate of Appropriateness for replacement windows for a home located
at 103 Alta Vista.
Dornoff stated that the applicant has not contacted him since missing the meeting on October 8th
so he recommended tabling the request.
Motion made by Hedrick, seconded by Price to table the request indefinitely. Motion carried
unanimously.
Request for a Certificate of Appropriateness for replacement windows, siding, and storm
doors 212 Alta Vista Avenue.
Dornoff read the staff report.
Bobbie Emmerson, 212 Alta Vista Avenue stated that she grew up in the Highland
Neighborhood and stated that her and her husband have been working over time to repair the
home that they have owned for many years.

Windows will be replaced with identical wooden windows and will look exactly like the original
windows. Also the siding shingles will be replaced by an identical product that will look like the
existing product that is no longer produced.
Motion made by Hedrick, seconded by Price to recommend approval of the Certificate of
Appropriateness. Motion carried unanimously.
Request for a Certificate of Appropriateness for a replacement window at 133 Prospect
Avenue.
Dornoff read the staff report noting that the applicant could not be present due to his work
schedule but noted that the applicant is planning to replace an existing kitchen window with an
identical wood window.
Motion made by Price, seconded by Morehouse to recommend approval of the Certificate of
Appropriateness adding a condition that the a picture of the window. Motions carried
unanimously.
Request for a Certificate of Appropriateness for a replacement window at 1209 Vine Street.
Dornoff read the staff report.
Todd Polson, Seamless Exterior, 6227 Nordic Drive, Cedar Falls, stated that the applicants are
planning to replace the windows in their house with new vinyl windows that will not change the
appearance of the house as the windows would still have grids. Stated that it would be more
expensive to replace the windows with wood and they would have to be special ordered because
they won't fit. There is 9 windows to be replaced upstairs and 9 windows to be replaced
downstairs. Would like to get the commission to make a decision quickly because the windows
will have to be ordered. Said that vinyl windows are superior to wood and will last while wood
windows don't last. Also stated that he drove around the neighborhood and there is vinyl
windows everywhere.
Glen and Susan Johnson, 1209 Vine Street stated that they have lived in the Highland
Neighborhood for 46 years and do not understand why it is a big deal about replacing the
windows with vinyl.
Ottesen explained the reasons for the regulations and that the commission is attempting to keep
the character and value of the neighborhood and that vinyl windows are not original to the
neighborhood.
Morehouse stated that she understands the situation but the commission's job is to keep the
integrity of the neighborhood. She also stated that the commission is not in the business of
saying what windows are more energy efficient.
Hedrick said that he is concerned about the vinyl use of windows and noted that he lives in
Highland himself and will need to replace windows himself; and it is important to keep the
integrity of the neighborhood.

Motion made by Hedrick, seconded by Price to table the item for one week then have an email
vote on the application. Motion carried unanimously.
Nomination of the Courier Buildings to Iowa's Most Endangered Building List.
Motion made by Price, seconded by Hedrick to recommend nominating the Courier Buildings
to Iowa's Most Endangered Building List. Motion carried unanimously.
Reports
1. Main Street
Christmas decorations have been put up and the Christmas tree is being decorated for the lighting
ceremony.
Winter Wonderloo will be coming up soon.
There will be a 5K run the weekend of Thanksgiving.
2. Silos and Smokestacks.
Progress continues on their new location.
3. Grout Museum
No report.
4. Building Update
JSA Development is looking to locally designate the Gallagher Building located at Mulberry
Street and East 5th Street.
Ottesen noted that the Schoitz Hospital building at Ridgeway and Kimball which could possibly
be historical with its history as a hospital and being the first to have separate office space and
patient rooms might be demolished.
5. Project Update
The public meeting at the Boathouse for the Civil Rights project was lightly attended. The
project is still a work in progress but the consultants asked opinions of the audience of what type
of signs should be put up.
6. Highland
The Highland Neighborhood Association is now a 501(c)3 non-profit organization. Sidewalks in
the neighborhood have been redone although some of them not very well. The Highland
Neighborhood will be having a party on December 8t'.
7. Walnut

Walnut Baptist Church has been bought by Habitat for Humanity and they are looking for a
buyer that will do something positive to the building.
Discussion Items/Possible Action Items
1. Library Presenations
The October 30th presentation was attended by only 2 people but some good information was
exchanged.
2. School Art Project
Ottesen discussed the project with David Deeds/JSA and they would be interested in supporting
the project but need more information.
3. Waterloo Most Endangered Buildings List 2020
Dornoff asked commissioners to start think about this year's list to be presented at the Awards
Banquet on May 14th
4. HPC Awards 2020
Dornoff stated that it was also time to start thinking about award winners for the next banquet
and suggested Walnut as one of the recipients.
5. Dilapidated Housing Sub -Committee
Morehouse and Hedrick volunteered to be on the committee.
6. Action Plan
Hedrick suggested adding a writing contest to the Art Contest.

Oral Presentations
Morrissey drove by the Dunsmore house and said it is getting worse. Met with Wickersham from
the Community Foundation who stated that they are awarding money for the area of historic
preservation but currently they are not getting a lot of applications.
Gallagher asked what would happen to the building if it was restored.
Ottesen said that was part of the problem was finding a use for the building.
Deadline for the Community Foundation grant is October 1st
Reports
1. Main Street
October 3rd will be Tour d'Loo which will include 13 sites.
Friday `loo has ended for the year but Main Street is starting to work on next year.

Main Street has introduced new branding.
Winter Wonder`loo will be the Saturday after Thankgiving when Shop Small starts.
First event of the new year will be Funky Junkaloo in March.
2. Silos and Smokestacks.
The have started work on their new location.
3. Grout Museum
The historic home tour on August 24th was successful with comparable crowds to last year.
There was compliments about the variety of homes on this year's tour.
4. Building Update
300 Commercial is progressing. No update on the Rath Building.
5. Project Update
Dornoff talked with the consultants from the Civil Rights project and they are hopping to have a
public hearing and Dornoff told them that the November HPC meeting would work better than
October due to the Library Presentations.
6. Highland
There are some homes up for sale in the neighborhood.
Discussion Items/Possible Action Items
1. Library Presenations
October 8th will be the presentation from Andrew Bell on Tax Credits.
The October 30th presentation will focus on buildings that have been lost
Buildings that can be talked about: Paramount Theater, Bickley Mansion, Klinefelter's Livery
Stables, shops of the Illinois Central Railroad, Sullivan House, Buildings around the convention
center, and other retail buildings lost in the downtown area.
2. School Art Project
Stevens has contacted the schools and gotten a positive response from them. However, for the
elementary schools the flyers will need to be translated into Spanish and Bosnian.
3. Iowa Most Endangered Building
Courier/Montgomery Ward's buildings were suggested from last year. Dornoff would like a
decision made by next meeting in order to get the paperwork done by December 1st when it is

usually due.
4. American Planning Association — Iowa Chapter
Dornoff stated that he will be doing a presentation at the APA Iowa Chapter Conference in Iowa
City on October loth talking about Historic Preservation.
5. City Owned Properties/Demo List
Morrissey wanted clarification of what Chris Western said at the last dilapidated housing
meeting about Church Row to which Dornoff answered that the city is looking create a program
like Walnut that includes such organization as Habitat for Humanity that would see the area
improved and possible historic surveys.
Pat suggested that the commission start a dilapidated housing subcommittee.
Motion made by Stevens, seconded by Rohret to create a subcommittee on dilapidated housing
and invite community members to be a part of it. Motion carried unanimously.
Suggested people to include on the committee include Laura Hoy, Mary Potter, David Deeds,
and Terrance Hollingsworth. Morrissey also suggested that Marty Peterson the new city attorney
be a part of the committee.
6. Action Plan
Discussion on updating the plan.
Also discussed organizations to work with including the Cedar Valley Historical Society, UNI,
and Habitat for Humanity.

Design Guidelines
Morrissey asked about the background on Design Guidelines.
Ottesen passed out an article from the National Park Service Discussion design guidelines.
Should different historical areas have different design guidelines such as in Dubuque and should
contributing homes have different standards from non-contributing. Also, could those non-
contributing homes be contributing homes in the future?
