Staff estimates cost to be below the threshold required for a GREENWOOD public hearing. At -Large RON • 135-137 Washington Street STEVE Summary Statement: Staff has identified five (5) structures in need of an asbestos survey SCHMITT as the first phase of asbestos abatement and subsequent demolition. These lots are targeted At -Large for potential in -fill housing development or elimination of slum and blight. The five structures were acquired either through the 657A legal process, donation or acquisition. Expenditure Required: Estimated not to exceed $3,500.00 for five units. Head Signature: # of Attachments: SUBJECT: The sale of two vacant lots commonly known as 123 and 133 Argyle Street Submitted by: Noel Anderson Recommended Building and Ground Action: To make recommendation to City Council on proposed sale. Summary Statement: As you may recall, the City received a request by David Jamieson who lives at 127 Argyle to purchase 123 Argyle for $1,000 and 133 Argyle for $2,000, Mr. Jamieson's offer price on both parcels exceeds the assessed value for each property, which meets the Sale of City Owned Property Policy and will not require a Development agreement to purchase. It is the applicant's intention to keep both parcels as green space to increase his yard space at 127 Argyle, which abuts both parcels. The city also received a request from Salvation Army 89 Franklin Street to purchase 123 Argyle for $1.00 and 133 Argyle for $1.00. It is the intention to use the space for various activities related to the organization such as green space for neighborhood children and after school programs to use as play space (see attached letter). The request was tabled and the committee recommended selling 133 Argyle Street to the Salvation Army and 123 Argyle to Dave Jameison for $1,000. Salvation Army offered to pay the assessed value of $1,840 for 133 Argyle Street. Staff has talked with both applicants and they both agree with the recommendation. Legal Description: Lot No. 12 Except the Westerly 12 Feet Thereof, In Auditor Rainbow's Replat in The City of Waterloo, IA. The west 32 feet of the North 155 Feet of Lot No. 13, in Auditor Rainbows Replat in The City of Waterloo, IA. Expenditure Required: N/A Source of Funds: N/A Policy Issue Dilapidated Housing Alternative: Leave vacant Background Information: As you may recall the City acquired 123, and 133 Argyle Streets through the 657A process in 2009. Both properties have since been torn down and are available for sale. 123 Argyle is 32' x 155' or 4,960 sq ft while 133 Argyle is 60' x 192' or 11,520 sq. ft. 123 Argyle does not meet the minimum lot size of 6,000 sq ft or the minimum lot with of 50' but is considered a lot of record or legal non -conforming parcel, and therefore could be built upon but must meet current setback requirements as listed in the City of Waterloo's Zoning Ordinance. 133 Argyle does meet current minimum lot width requirements of 50 ft or the minimum lot size of 6,000 sq ft.
