Subject: Human Resources Committee - Financial Analyst Position
Please distribute this to council for today's Human Resources Committee meeting.
I can't be there in person today. I am with my parents in Sioux City. My Dad's condition worsened over the
weekend.
I wanted to express reasons that the financial analyst position should be filled. Waterloo is the 5th largest city
in the state. We have a relatively small finance department to handle the variety of things that need to be
done for a city our size. There are a number of daily and weekly tasks that we complete. When we're short-
handed , things that don't have immediate deadlines sometimes have to wait. Monitoring grants and grant
reimbursements is one of the things that we can't get to. That reduces revenue.
We want the new position to expand into doing some grant writing, which could generate additional revenue.
We have no time to do that with our current staffing levels.
Audit preparation is a big job for my staff. I routinely work far more than 40 hours a week. I just can't get all
that done on a timely basis without more help. If we want to work on the budget more, I need more help to
free up my time to do that.

Lt. Cirksena is requesting to send Inv. Zubak and P.O. Delvalle to Hostage Negotiation School Phase 1 & 2 in
Overland Park, Kansas. They will be replacing two negotiators who are retiring from the Tactical Unit. At this
class, the students will learn the "why" of negotiating and the numerous ways that a Crisis Negotiation team
should be utilized. They will learn the role of the negotiator and how they aid Tactical units. They will also cover
communication skills, psychology of negotiations, suicide intervention, resolution, aftermath & stress, and case
studies from other incidents. Both officers are assigned to the Waterloo Police Departments Tactical Unit as
negotiators. A city Vehicle will be needed for this training.

I am requesting permission to sell broken 4 X 4 wood sign posts. We have had citizens
ask if they could purchase them for landscaping, etc.
Steel square posts are being used to replace all wooden posts. If these posts are not
sold for approximately $11.00 to°$2.00 each they will be taken to the landfill. A cost will
be incurred to dispose of the posts.

Hi Kelley,
On 12/29/15, I wrote a check (#1171) out from Hagedorn Housing, LLC for rental registration fees. Four of the units are
located at 237 Miriam Drive in Waterloo. We later hired a property manager of Pregler Properties, that then paid the fee
for these same units. I am assuming that Pregler paid around the same time. It wasn't until I was doing my taxes that I
discovered this. Please let me know how you would like to proceed with this. Either the city could issue a check back to
Hagedorn Housing for $100.00, or it would be fine if the payment was held over and used for 2016. Thanks again for
checking into this.
