Re: 2015 Ambulance Bid
Dear Ms. Suzy Schares;
Thank you for providing Foster Coach Sales, Inc. with the opportunity to evaluate the Request for
Proposal and related specification information for the new ambulance desired by the Waterloo Fire &
Rescue Service. Foster Coach Sales, Inc. is the exclusive distributor of custom emergency medical
vehicles produced by the Horton Emergency Vehicles Company (HEVC) of Grove City, Ohio.
After careful review of the bid specifications, we have identified reasons that would inhibit us from
providing a bid at this time. We were only given seven (7) days to complete this bid proposal and time
would not allow us to get the requirements into the bid proposal. Please consider this document a "No-
Bid" quotation. This decision is also based upon the many variations that exist between the units
produced by the HEVC and those produced by Lifeline Emergency Vehicles. These variations range from
the manner in which the modular body is mounted to the chassis, to the alloy of the aluminum used to
form the roof skin,with a significant number of disparities in-between. In many ways,the ambulance
bodies produced by these two manufacturers are dramatically different from top to bottom.
Despite being a custom manufacturer, the Horton Emergency Vehicles Company cannot deviate from its
tested and proven standards to the extent requested. As a result, Foster Coach Sales, Inc. is unable to
provide you with the ambulance desired in the specification.

us in mind for future City of Waterloo Fire & Rescue ambulance purchases.
