SUBJECT: Request by the University of Northern Iowa to construct a 7'2"x
8' 11" vestibule at the east entrance of the building and install ceilings, new lights
and insulation to the lower level bathroom of the former Chicago, Great Western
Railroad Depot at 800 Sycamore Street

Recommended Finance Committee Action: Approval
Summary Statement: The University of Northern Iowa (UNI) is requesting
approval to construct at 7'2"x 8' 11" vestibule within the interior of the building at
800 Sycamore Street. The new vestibule will be adjacent to the east entrance of
the building, which accesses the parking lot to the east. UNI currently rents the
building, which houses their Center for Urban Education extension. Their
Facilities Planner has indicated that they would like to install the vestibule to
minimize heating and cooling loss when the doors are opened. Also, UNI would
like to add ceilings, different lights and insulation in the lower level restrooms,
noting that flushing sounds and other sounds from the restrooms are easily
broadcast through the floors to the office space above due to the plank floor
construction of the building. The modification costs would be funded by UNI
through their building repairs account, and there is no cost to the City.
The City currently has a lease with UNI until August 31st, 2011 to lease the
building, however, the City and UNI are currently working on a renewal of that
lease.

Background Information: The City of Waterloo acquired the former railroad depot in 1996
and received an Enhancement Grant through the Iowa Department of Transportation (IDOT)
to rehabilitate the past railroad station. City staff is currently conversing with IDOT staff to
find out if they also need to review the request as transportation funds were used to restore
the building.
