Submitted by: Aric Schroeder, City Planner Recommended City Council Action: Approval of the design and installation of the sign faces. Summary Statement: Main Street Waterloo has secured a gaming grant for various improvements to the Downtown, including funds to replace the sign faces in the 5 Sullivan Brothers Convention Center pylon sign. The proposed sign faces with fit with the existing design of the sign and building and coordinates with the other on - site signage, while paying tribute to the Sullivan brothers with their images. Expenditure Required: $5,250 Source of Funds: Gaming grant secured by Main Street Waterloo. Policy Issue: Alternative: Background Information: Main Street Waterloo is continuing to work to improve the downtown and make it an attractive place to live, work and visit. Main Street Waterloo applied for and was granted a gaming grant to assist with improving the downtown, including the painting of street light poles, traffic light poles, sign poles, parking meter poles, etc. so that there is a uniform appearance throughout the downtown. The project also includes putting new panel faces in the pylon sign at the 5 Sullivan Brothers Convention Center, to give it a more updated and consistent look, while paying tribute to the Sullivan brothers for which the facility is named. I have attached a letter requesting design review and approval for the new faces at the 5 Sullivan Brothers Convention Center. This very prominent downtown sign has unfortunately needed a design facelift since it was installed. Working with Main Street Waterloo, we have developed a fitting design that not only coordinates with the other on -site signage, but pays tribute to the Sullivan brothers with their images. A gaming grant has been secured to cover the expense of this project, so we are simply requesting your approval of the design, since the sign structure is technically owned by the city. We'd also request a timely response, as we'd like the project completed before the major downtown event schedule gets underway. Your review and recommendation to city council to approve this design is being sought as this sign is considered city property. Waterloo city code does not require a permit or design review for simply changing faces, however, we have received approval for this design from the Main Street Waterloo Design Council. There is no cost to the city for this much -needed upgrade as gaming funds have been secured by Main Street Waterloo. Please contact me if you have any questions. Staff estimates cost to be below the threshold required for public hearing. Summary Statement: Community Development Rehab Staff is implementing a housing rehab project at 347 California Street, to abide by OSHA requirements, Staff needs an asbestos survey to determine if exterior siding on the structure is in need of asbestos abatement, a Survey is needed to make that determination. Expenditure Required: Estimated not to exceed $250.00. Source of Funds: HUD-CDBG. Policy Issue: Slum and Blight, Public Safety, Housing Alternative: None. OHSA requires licensed workers to abate/remove asbestos siding as required by State and Federal law.
