UNFINISHED BUSINESS
The Civil Service List for Police Recruit was presented for certification. The job description and testing criteria
were approved by the Civil Service Commission on 8/31/15 and by the Human Resources Committee on
9/18/15. Advertising was extensive — the Courier, City website and cable channel, agencies, organizations and
individuals on the Affirmative Action List, a notice sent to all colleges in the states surrounding Iowa with a
police science or law enforcement program, fitness centers, policeone.com, policeofficer.com and the National
Minority Report. We received 94 resumes. Two were eliminated immediately due to motor vehicle record, 5
cancelled prior to testing beginning and 38 took the physical ability test. Seven did not pass the physical ability
test. The other 31 took the written exam and 25 passed and were invited to interview. Interview panel members
were Lieutenant Al Carrier, Investigator Jeremy Pohl and Human Resources Manager Cheryl Huddleston.
Seventeen passed the interview, with 1 cancellation and 7 candidates not scoring high enough. The Civil
Service List has 13 white males, 1 white female, 1 black male, 1 American Indian male and 1 Hispanic female.

The Civil Service list for Equipment Operator II — Street Department was presented for approval. The position
was approved by the Human Resources Committee on 7/13/15 and by the Civil Service Commission on 10/9/15.
The position was posted internally in all City Departments and 2 employees submitted a resume. Both passed the
equipment test and were interviewed by Matt Vlasak, Traffic Signal Foreman, Tony Pauley, Street Operations
Supervisor and Cheryl Huddleston, Human Resources Manager. The Civil Service List has 2 white males.

Updates
Code Enforcement Officer — position has been moved to Attorney's Office, but filling a vacant position has not
yet been approved by the Personnel Requisition and Human Resources Committees.
Clerk I — will not be proceeding with Clerk I; current vacancy has been upgraded to Clerk II so will begin testing
for that classification.
Police Property/Evidence Technician — approved by Civil Service Commission on 10/19/15 and by Human
Resources Committee on 11/2/15. Advertised Courier, website, cable, Affirmative Action List, all City
departments. Received 32 resumes; currently reviewing and anticipating interviewing second week of January.
NEW BUSINESS
The job descriptions and testing criteria for Clerk II — both promotional and open — were presented for approval.
The position was approved by the Human Resources Committee on 11/23/15. There is a current opening in
Waste Management Services and the job description has been updated since there hasn't previously been this
classification in Waste Management. We have included both the promotional and open notices since we don't
know that there will be an interest internally. There will be a written test only if number of qualified applicants
warrants. John LaPointe explained to the Commission why the decision was made to upgrade the position.

OTHER BUSINESS
Since Jerome Amos won election to the City Council, we will need a new member for the Civil Service
Commission. Any suggestions are appreciated. They must be a resident of Waterloo.

ESSENTIAL FUNCTIONS, KNOWLEDGE,
EXPERIENCE & TRAINING SUMMARY
Under the general direction of the Operations
Supervisor and a Street Foreman, performs semi-
skilled construction, street maintenance and labor
functions. Essential functions include but are not
limited to the following: performs routine street
repairs such as pot hole patching, oiling, shoveling
and raking asphalt, finishing concrete, setting
concrete forms, directing traffic and erecting
barricades; assists in preparation for winter by
erecting snow fence, putting chains on tires and
plows on trucks; assists in loading, hauling and
plowing snow and operating sand/salt trucks during
snow emergencies up to sixteen hours a day;
participates in emergency storm damage clean up;
fills and sets sandbags, erects barricades and assists
in monitoring flood pumps during flood emergencies;
cleans ditches of brush with weed trimming
equipment or chain saw; washes vehicles, changes
tires, repairs, cleans and paints City buildings; assists
mechanics as needed; works in busy traffic areas,
operating street maintenance vehicle or on foot;
performs street maintenance and repairs in trenches
and on uneven ground; operates heavy duty and
rough -riding vehicles and equipment; lifts and carries
items weighing up to one hundred pounds with
assistance as needed; works outside in all weather
conditions; works near moving vehicles and
equipment and around mechanical hazards; operates
equipment and tools that cause vibration; noise level
is loud; atmosphere may contain dust and traffic

to perform the work; Iowa Class A or B CDL and
good driving record based on City of Waterloo driver
performance criteria. Must comply with City of
Waterloo Residency Policy for Critical Employees
(physically reside within ten -mile radius of Waterloo

local telephone number in order to be contacted
during emergencies. Required knowledge and
abilities include but are not limited to the
following: knowledge of traffic and safety rules;
knowledge of occupational hazards associated with
and the safety precautions necessary when working
in busy traffic areas or extreme weather conditions;
ability to read street signs, chemical hazard labels
and written directions of supervisors; ability to
safely operate a dump truck, snowplow, sand/salt
truck, concrete saw, air hammer and other power
tools; ability to work alone when operating snow
removal equipment; ability to complete daily work
sheets; ability to complete assigned work projects
without direct supervision; ability to respond to
questions and comments from members of the
public tactfully and politely; ability to communicate
effectively and maintain working relationships with
other City employees, supervisors and the public;
ability to work with people from a broad variety of

backgrounds. Subject to Department of
Transportation drug and alcohol testing requirements.
MOTOR VEHICLE RECORD CHECK
The Human Resources Department will check
driving records of qualified applicants through the
Iowa Department of Transportation. Loss of license
for OWI, reckless driving, habitual violations or other
major moving violation within the previous five
years, four or more citations for moving violations
within the previous three years or three or more
citations for moving violations within the previous
one year will disqualify an applicant from continuing
in the testing process.
EXAMINATION INFORMATION
EQUIPMENT EXAMINATION
Those applicants who meet the minimum
qualifications and who have a good driving record
based on City of Waterloo driver performance criteria
will be required to participate in a driving test that
will test skills in operating equipment used in this job
classification. An individual must receive a
minimum of eighty out of one hundred points to
achieve a passing score on the equipment
examination. This will be a pass/fail test. City of
Waterloo regular employees who presently hold a
Class A or B Commercial Driver's License as a
requirement for their job will not be required to
participate in the equipment examination.
ORAL EXAMINATION
Those applicants who pass the equipment
examination will be required to appear before an oral
examination panel consisting of a minimum of three
people who have expertise in the areas being tested.
An individual must receive a minimum average score
of sixty points out of one hundred to achieve a
passing score on the oral examination. The top
applicants, as ranked by their scores on the oral
examination, will be the individuals placed on the
certified lists. Applicants who qualify as outlined
and who are full time regular employees of the City
of Waterloo shall have one additional point per full
year of employment up to a maximum of five points
added to their final score. Honorably discharged
men and women from the military or naval forces of
the United States who qualify per provisions of
Chapter 35 of the Iowa Code and who are citizens
and residents of the United States shall have five
additional points added to their final score upon
submission of their DD214 or ten points added if
they were awarded a Purple Heart or have a service -
connected disability. Employment is contingent on
passing a post job offer physical examination
including a drug test. Failure to pass the physical or
drug test will result in withdrawal of the
employment offer.
TESTING DATE
All qualified candidates who apply by the deadline
date will be notified of the time, place and date of the

MISCELLANEOUS
1. Must wear personal protective equipment

WORK SCHEDULE
Will be assigned a shift that is 7:00 a.m.-3:00 p.m. or
3:00 p.m.-11:00 p.m. or 11:00 p.m.-7:00 a.m. Will
generally work Monday through Friday with twenty -
minute paid lunch. Will be required to respond to
emergency calls on weekends, evenings and
holidays. There may be significant overtime during
severe snow emergencies or flooding.
Employees hired in this job classification may be
cross -utilized in other City departments in
emergency and non -emergency situations as
determined by the workload. Consequently,
hours of work, including starting and ending
times, work schedule, rest periods, work duties
etc. will vary depending on the department to
which the employee is assigned.

COMMUNITY PLANNING & DEVELOPMENT

Under the supervision of the City Planner, assists in
overseeing the administrative and technical aspects
of City and Black Hawk County planning and
zoning, neighborhood revitalization, economic
development, physical development of the City and
capital improvements programming. Essential
functions include but are not limited to the
following:
Each Planner II will be assigned specific
responsibilities within the following: assembles
data and prepares final draft for the Planning
Commission's annual report and Capital
Improvements Program; administers the Capital
Improvements Program; administers the Flood Plain
Management Program; administers all aspects of the
Black Hawk County zoning program and attends all
appropriate meetings; responsible for various
Boards and Commissions including agendas and
packets, attending all related meetings, advising
Boards and Commissions and responding to citizen
questions; coordinates and monitors issues and
responds to inquiries involving salvage yards;
monitors activities subject to Subdivision Ordinance
and responds to related questions from developers
and citizens; coordinates and administers all aspects
of the Brownfields grant program, redevelopment,
acquisitions and quarterly reports; monitors and
coordinates Chamberlain and Construction
Machinery property cleanup and revitalization or
other similar projects as assigned; coordinates sale
of other City -acquired properties; coordinates,
reviews and assists with economic development
activities and projects, including RISE or other
grants, residential, commercial and industrial
programs for City (TIF, CURA, CLURA, WHIP,
etc.), State (WHP, HQJC, etc.), Federal (New
Market) and other economic development
programs; coordinates and monitors 657A
subcommittee activities (dilapidated
housing/nuisance abatement process); coordinates a
business contact and visitation program and
business marketing program; responsible for
acquisition and sale of City property as needed for
City projects; represents the City of Waterloo as
liaison with other partnering entities, such as Main
Street Boards and Councils, GCVA, WDA, WDC,
etc.
Additional Job Assignments: administers
municipal subdivision and zoning ordinance and land
use plan; reviews subdivision plans, conducts field
surveys for land use planning and develops planning
and zoning studies; researches planning and zoning
issues and prepares agendas, maps, charts, designs
and reports for review by the City Planner and
Planning Commission; responds orally and in writing
to questions from the public concerning planning and
zoning issues; develops and delivers presentations
concerning proposed planning projects, attends
meetings, conferences and workshops; plans,
organizes, directs and reviews work activities of
other professional and technical personnel; compiles
statistics, performs data entry and completes forms,
work drawings and sketches on personal computer

with City, Community Planning & Development and

an accredited college or university with a Bachelor's
Degree in urban planning, geography or related

GENERAL STATEMENT OF DUTIES
Assists in overseeing the administrative and technical aspects of City and Black Hawk County planning and

score on the oral examination. The top applicants, as

Applicants who qualify as outlined and are full time
